Prime Minister Pham Minh Chinh: Tay Ninh needs to promote 3 bridges and 3 converging factors for breakthrough development.

On the afternoon of December 8, during a working trip to attend the opening ceremony of the Tan Nam - Meun Chey International Border Gate pair, Prime Minister Pham Minh Chinh and the working delegation worked with the Standing Committee of Tay Ninh Provincial Party Committee on the socio-economic situation in 2025; directions and tasks in 2026 and resolved the province's proposals and recommendations to promote Tay Ninh's rapid and sustainable development.

Also attending were: Politburo member, Director of the General Department of Politics of the Vietnam People's Army, General Nguyen Trong Nghia; Party Central Committee member, Deputy Prime Minister Bui Thanh Son; leaders of central ministries and branches.

The new Tay Ninh province was established on the basis of merging the old Tay Ninh and Long An provinces; with a natural area of ​​over 8,536 km²; a population of about 3.25 million people; including 96 commune-level administrative units. Tay Ninh has a border of about 369 km adjacent to the Kingdom of Cambodia; its economic scale ranks 10th in the country.

In 2025, Tay Ninh set out 14 main development targets in various fields, and it is expected that by the end of the year, 14/14 targets will be achieved and exceeded. In particular, the economic growth rate (GRDP) is estimated to increase by 9.52%, ranking 2nd in the Southern region and 8th in the country. The economic structure has shifted in the right direction, contributing to consolidating a solid foundation for the province's socio-economic development.

The cultural and social fields have received attention and investment; national defense and security tasks have been well led and directed; foreign relations have been strengthened, especially with Cambodia. The work of preventing and combating corruption, waste, and negativity has been promoted; the political system has been streamlined and operated in an increasingly effective and efficient manner; in particular, the two-level local government has operated smoothly and stably...

The province aims to achieve an economic growth rate (GRDP) of 10 - 10.5% in 2026, creating momentum and force to continue high growth in the following years in a fast and sustainable direction. Tay Ninh proposed that the Government, the Prime Minister and ministries and branches consider and resolve a number of difficulties and problems. Specifically: Continue to pay attention to and remove a number of difficulties and problems in mechanisms and policies related to the operation of Moc Bai Border Gate Economic Zone, Vietnam - Cambodia economic connection; problems in the Long An LNG Power Plant project. The province proposed that the Central Government pay attention to investing and supporting the province in building protection works, preventing landslides; developing traffic infrastructure; upgrading the special national historical relic of the Southern Central Office Base...

Ministries and branches assessed the socio-economic situation, responded to the province's recommendations and gave opinions and proposed directions and solutions for Tay Ninh to develop quickly and sustainably.

Concluding the meeting, Prime Minister Pham Minh Chinh assessed that Tay Ninh province has many different potentials, outstanding opportunities, and competitive advantages; is an important gateway of the country connecting Southeast Asia; has a strategic position connecting the two regions of the Mekong Delta, Ho Chi Minh City, and the Southeast region.

The Prime Minister emphasized that Tay Ninh is an important bridge for three issues: International connection through four border gates; a transit point between regions; and industrial development connection. Tay Ninh has three factors: "heavenly time, favorable location, and harmony of people", with great room for development.

“Tay Ninh needs to promote the three bridges, the three converging factors mentioned above and the spirit of solidarity, bravery, resilience, and heroic historical tradition; based on the Party's guidelines and the State's laws and policies to develop rapidly and sustainably, improving people's lives year after year,” the Prime Minister pointed out.

The Prime Minister acknowledged, commended the efforts and congratulated the results achieved by the Party Committee, government, army and people of Tay Ninh, which have significantly contributed to the overall achievements of the country. Prime Minister Pham Minh Chinh also pointed out a number of limitations such as inadequate strategic infrastructure compared to development requirements; difficult consumption of agricultural products. Site clearance is still problematic; high-quality human resources are limited. Vocational training and job creation after training are still inadequate; application of science and technology, innovation and digital transformation are still limited; there are no synchronous and breakthrough solutions for science and technology to truly become a driving force for new development; security, order and social safety still have many potential factors causing instability...

The Prime Minister requested Tay Ninh to unite and develop the province strongly, quickly, and make breakthroughs in the new period, ensuring double-digit growth in the coming time; do a good job of social security, care for the disadvantaged, families of people with revolutionary contributions...; remove difficulties and obstacles that have been accumulated for many years, and build a peaceful, cooperative and friendly border.

The goal is to ensure macroeconomic stability, control inflation, promote double-digit growth, contribute to the country's overall achievements; form a sustainable growth engine, worthy of being one of the key localities of the Southern economic region and the whole country; focus on developing science and technology, innovation, digital transformation; contribute to improving people's lives.

Regarding the key directions, tasks and solutions, the Prime Minister directed to resolutely and synchronously implement solutions to achieve economic growth (GRDP) of 10 - 10.5% in 2026 and maintain it continuously in the following years. The province focuses on effectively implementing the Provincial Planning for the period 2021 - 2030, with a vision to 2050 after adjustment, to meet the new situation, new development space, new requirements, and to develop industrial and urban chains associated with the trans-Asian economic corridor; effectively implement the Master Plan for the construction of Moc Bai Border Gate Economic Zone until 2045. These plans must be implemented quickly, and must be promulgated by January 2026 at the latest.

Tay Ninh focuses on strongly improving the investment and business environment, creating favorable conditions for enterprises. The province attaches importance to State resources, which are the leading capital source, activating all social capital sources; encourages investment in Cambodia; promotes payment in local currencies between the two countries. Tay Ninh focuses on strongly developing science and technology and the innovation ecosystem, digital transformation, and promoting the advantage of being close to Ho Chi Minh City. At the same time, the province prepares conditions to start construction of at least 1 high-tech park and 1 innovation center in the first quarter of 2026.

Tay Ninh must pay attention to implementing well social security policies, policies for meritorious people, especially housing development for disadvantaged groups. The province continues to effectively implement the social housing development project according to the Government's targets in 2026. Tay Ninh strengthens its capacity to adapt to climate change, manage resources and protect the environment. The province allocates enough resources to implement irrigation works, anti-erosion embankments... especially promoting the effective function of Dau Tieng Lake, a proud work of Tay Ninh in particular and the whole country; build a lake dredging project, take advantage of dredged sand and gravel to build other works.

The Prime Minister requested Tay Ninh province to do a good job of maintaining political security, ensuring social order and safety, especially in religious, border and security-critical areas. The province continues to promote the building and rectification of the Party and the political system to be clean and strong in all aspects; improve the leadership capacity and fighting strength of Party organizations and Party members; do a good job of preventing and combating corruption, negativity and waste. Tay Ninh continues to effectively implement the two-level local government, especially rearranging the staff, enhancing training and improving the qualifications of officials; enhancing the implementation of public services in the digital environment; and strengthening the arrangement of redundant headquarters. In particular, Tay Ninh must effectively organize and implement the strategic Resolutions of the Politburo that have been and are about to be issued.

Regarding some proposals of Tay Ninh province, the Prime Minister asked the province to review and evaluate projects to creatively and maximally apply the policies of the Party and State, and propose mechanisms to attract other capital sources, especially public-private partnership, BT, BOT..., and not only use public investment capital.

According to the Prime Minister, the province needs to prioritize the implementation of the road project connecting the centers of the two old provincial capitals (Long An and Tay Ninh); invest in building bridges on the road connecting Tan Nam International Border Gate; and increase decentralization for the province as the investor...

Regarding the removal of difficulties for the Long An LNG Power Plant, Prime Minister Pham Minh Chinh assigned Deputy Prime Minister Bui Thanh Son to meet with relevant parties to resolve the issue in the spirit of ensuring compliance with current laws, implementing harmonious benefits, sharing risks, and finalizing negotiations in December 2025, ensuring healthy and fair competition...
