Prime Minister Pham Minh Chinh: Tay Ninh needs to leverage three connecting bridges and three converging factors to achieve breakthrough development.

On the afternoon of December 8th, during his working visit to attend the opening ceremony of the Tan Nam - Meun Chey international border gate, Prime Minister Pham Minh Chinh and his delegation worked with the Standing Committee of the Tay Ninh Provincial Party Committee on the socio-economic situation in 2025; the direction and tasks for 2026; and addressing proposals and recommendations from the province to promote rapid and sustainable development in Tay Ninh.

Also attending were: Member of the Political Bureau, Head of the General Political Department of the Vietnam People's Army, General Nguyen Trong Nghia; Member of the Central Committee of the Party, Deputy Prime Minister Bui Thanh Son; and leaders of central ministries and agencies.

Tay Ninh province was newly established by merging the former Tay Ninh and Long An provinces; it has a natural area of ​​over 8,536 km²; a population of approximately 3.25 million people; and comprises 96 commune-level administrative units. Tay Ninh shares a border of approximately 369 km with the Kingdom of Cambodia; its economy ranks 10th in the country.

In 2025, Tay Ninh set 14 key development targets across various sectors, and it is expected that all 14 targets will be met or exceeded by the end of the year. In particular, the economic growth rate (GRDP) is estimated at 9.52%, ranking second in the Southern region and eighth nationwide. The economic structure is shifting in the right direction, contributing to consolidating a solid foundation for the province's socio-economic development.

Cultural and social fields have received attention and investment; national defense and security tasks have been effectively led and directed; foreign relations have been strengthened, especially with Cambodia. The fight against corruption, waste, and negative practices has been intensified; the political system has been streamlined and operates with increasing effectiveness and efficiency; in particular, the two levels of local government operate smoothly and stably…

The province aims to achieve an economic growth rate (GRDP) of 10-10.5% in 2026, creating momentum and strength for continued high growth in the following years in a rapid and sustainable manner. Tay Ninh province requests the Government, the Prime Minister, and relevant ministries and agencies to consider and resolve several difficulties and obstacles. Specifically: continued attention to and resolution of difficulties and obstacles related to mechanisms and policies concerning the operation of the Moc Bai Border Gate Economic Zone and the economic connection between Vietnam and Cambodia; and obstacles at the Long An LNG power plant project. The province requests the central government to pay attention to investing in and supporting the province in the construction of protective and anti-landslide works; developing transportation infrastructure; and upgrading the special national historical site of the Central Committee Headquarters of the Southern Region…

Ministries and departments assessed the socio-economic situation, addressed the province's requests, and offered suggestions and proposed directions and solutions for Tay Ninh's rapid and sustainable development.

Concluding the working session, Prime Minister Pham Minh Chinh assessed that Tay Ninh province possesses many unique potentials, outstanding opportunities, and competitive advantages; it is an important gateway of the country connecting Southeast Asia; and its strategic location connects the two Mekong Delta regions, linking Ho Chi Minh City and the southeastern region.

The Prime Minister emphasized that Tay Ninh is an important bridge connecting three issues: international connectivity through four border gates; a transit point between regions; and industrial development connectivity. Tay Ninh possesses the three elements of "favorable timing, geographical advantages, and human resources," with enormous potential for development.

"Tay Ninh needs to leverage the three bridges and three converging factors mentioned above, along with the spirit of unity, bravery, resilience, and a glorious historical tradition; based on the Party's guidelines and the State's policies and laws, to achieve breakthrough, rapid, and sustainable development, improving the people's lives year after year," the Prime Minister emphasized.

The Prime Minister acknowledged and commended the efforts and congratulated the achievements of the Party Committee, government, military, and people of Tay Ninh, which have made a significant contribution to the overall achievements of the whole country. Prime Minister Pham Minh Chinh also pointed out some limitations such as inadequate strategic infrastructure compared to development requirements; difficulties in agricultural product consumption; obstacles in land clearance; limited high-quality human resources; inadequate vocational training and job placement after training; limited application of science and technology, innovation, and digital transformation; lack of comprehensive and breakthrough solutions to make science and technology a true driving force for new development; and potential instability in security, order, and social safety…

The Prime Minister urged Tay Ninh to unite and work together to develop the province strongly, rapidly, and make breakthroughs in the new phase, ensuring double-digit growth in the coming period; to do a good job in social welfare, paying attention to vulnerable people and families of those who have rendered meritorious services to the revolution…; to resolve long-standing difficulties and obstacles, and to build a peaceful, cooperative, and friendly border.

The goal is to ensure macroeconomic stability, control inflation, promote double-digit growth, and contribute to the overall achievements of the country; to create sustainable growth momentum, worthy of being one of the key localities in the Southern economic region and the whole country; to focus on developing science and technology, innovation, and digital transformation; and to contribute to improving the lives of the people.

Regarding key directions, tasks, and solutions, the Prime Minister directed the vigorous and synchronized implementation of solutions to achieve economic growth (GRDP) of 10-10.5% in 2026 and maintain it continuously in subsequent years. The province should focus on effectively implementing the adjusted Provincial Planning for the period 2021-2030, with a vision to 2050, to meet the new situation, new development space, and new requirements. It must develop industrial and urban chains linked to the Trans-Asian economic corridor; and effectively implement the General Planning for the construction of the Moc Bai Border Gate Economic Zone until 2045. These plans must be implemented quickly, and issued no later than January 2026.

Tay Ninh is focusing on significantly improving its investment and business environment, creating favorable conditions for enterprises. The province values ​​state resources as a leading source of capital, activating all social capital; encouraging investment in Cambodia; and promoting payments in local currencies between the two countries. Tay Ninh is focusing on developing science and technology and the innovation ecosystem, digital transformation, and leveraging its proximity to Ho Chi Minh City. At the same time, the province is preparing the conditions to commence construction of at least one high-tech park and one innovation center in the first quarter of 2026.

Tay Ninh must focus on effectively implementing social welfare policies, especially those for war veterans and those with meritorious service, particularly the development of housing for disadvantaged groups. The province will continue to effectively implement the Social Housing Development Project according to the targets set by the Government for 2026. Tay Ninh will strengthen its capacity to adapt to climate change, manage resources, and protect the environment. The province will allocate sufficient resources to implement irrigation projects, embankment construction to prevent erosion, etc., especially maximizing the effectiveness of Dau Tieng Lake, a source of pride for Tay Ninh in particular and the whole country in general; and develop a project to dredge the lake, utilizing the dredged sand and gravel for the construction of other projects.

The Prime Minister requested Tay Ninh province to do a good job of maintaining political security and ensuring social order and safety, especially in religious areas, border regions, and areas critical to security and order. The province should continue to strengthen the building and rectification of the Party and the political system to be clean, strong, and comprehensive; improve the leadership capacity and fighting strength of Party organizations and members; and do a good job of preventing and combating corruption, negative practices, and waste. Tay Ninh should continue to effectively implement the two-tiered local government system, especially by reorganizing the staff, strengthening training and improving the qualifications of officials; enhancing the implementation of public services in the digital environment; and improving the arrangement of surplus office buildings. In particular, Tay Ninh must effectively implement the strategic resolutions of the Politburo that have been and are about to be issued.

Regarding some proposals from Tay Ninh province, the Prime Minister requested the province to review and evaluate the projects in order to creatively and maximally apply the Party and State's guidelines and policies, and to develop mechanisms to attract other sources of capital, especially public-private partnerships, BT, BOT, etc., emphasizing that relying solely on public investment capital is unacceptable.

According to the Prime Minister, the province needs to prioritize the project connecting the centers of the two former provincial capitals (Long An and Tay Ninh); invest in the construction of a bridge on the road connecting Tan Nam International Border Gate; and strengthen decentralization to the province as the main investor…

Regarding resolving difficulties for the Long An LNG power plant, Prime Minister Pham Minh Chinh instructed Deputy Prime Minister Bui Thanh Son to hold a meeting with relevant parties to resolve the issues in a manner that ensures compliance with current laws, achieves a balance of interests, shares risks, and concludes negotiations by December 2025, while ensuring healthy and fair competition.
