On the afternoon of December 8, the National Assembly discussed in the hall the investment policy of Gia Binh airport ( Bac Ninh ). Delegate Duong Khac Mai (Lam Dong delegation) said that despite the expansion, Noi Bai airport will still face overload in the coming years.

Mr. Mai said that the choice of Bac Ninh, a locality adjacent to Hanoi, is consistent with the development orientation of the national airport network. However, it is necessary to continue reviewing to ensure consistency with local planning, especially in the context of Bac Ninh merging with the old Bac Giang province.
Supporting the project, delegate Nguyen Hoang Bao Tran (HCMC delegation) also expressed concern about the future livelihoods of 7,100 affected households, including 5,800 households that must be resettled when the project is implemented.
She suggested that there should be an assessment of the impact on people's lives, similar to an assessment of the environmental impact. Resettlement must be about restoring people's lives, not simply arranging accommodation for people, but must ensure suitable living space; the distance from accommodation to work must be reasonable, or jobs can be created right in the resettlement area for people.
Explaining the opinions of the delegates, Minister of Construction Tran Hong Minh said that Noi Bai International Airport is overloaded with capacity. Research on expanding this airport has been carried out, but has encountered many difficulties. In particular, building independent runways requires land clearance and relocation over a very large area.
"In that context, the planning and investment in the construction of Gia Binh International Airport is a strategic step, contributing to restructuring the aviation network of the capital region according to the dual-port cluster model. Expanding and improving aviation capacity when connecting with neighboring airports," the Minister emphasized.
Exploiting the "dual airport" model
Besides, according to him, the project also contributes to creating jobs for about 10,000 local workers, leading to the development of other industries.
Explaining further about the "dual airport" and "multi-airport center" exploitation model of the Capital region (Noi Bai airport and Gia Binh airport are 30 - 40 km apart), according to the leader of the Ministry of Construction , many countries in the world have effectively operated the model of simultaneously exploiting many airports in one airspace.

For the Noi Bai - Gia Binh International Airport cluster, flight operations do not operate independently but are organized and managed jointly, by the specialized flight management agency that establishes a unified airspace, separate approach zones and designs separate, specific flight paths for each port through satellite navigation and ground radar.
"This ensures safe distance between flight routes and flight operations, limits intersections, avoids conflicts and optimizes operational capacity. Specialized agencies have calculated plans to ensure feasibility, safety and efficiency," said Minister Minh.
Regarding land clearance, according to him, not only supporting accommodation, local authorities also care about jobs for people subject to relocation, on the basis of legal regulations. For the Gia Binh airport project, about 900 hectares of rice land will be recovered, so far about 100 hectares have been cleared.
Bac Ninh province has planned 2 historical and cultural relic sites to be relocated in accordance with the provisions of the Cultural Heritage Law. The spirit is to ensure maximum preservation of architectural form, while at the same time embellishing and restoring them when moving to a new location, meeting the people's wishes and conservation requirements.
According to the plan, Gia Binh International Airport is located in Gia Binh, Luong Tai, Nhan Thang, Lam Thao communes of Bac Ninh province, built according to 4F standards, with a capacity of about 30 million passengers, 1.6 million tons of cargo per year by 2030 and 50 million passengers, 2.5 million tons of cargo by 2050. The total investment capital is about 196,370 billion VND, including 2 phases, using the investor's capital.
