On December 8, 2025, Deputy Prime Minister Bui Thanh Son - Head of the National Steering Committee for Combating Smuggling, Commercial Fraud, and Counterfeit Goods - signed document 176/KH-BCĐ389 promulgating the Plan for a high-intensity campaign against smuggling, commercial fraud, and counterfeit goods before, during, and after the Lunar New Year of the Horse 2026.

Prevent hoarding, shortages, and disruptions in the supply chain that could lead to sudden price increases during the year-end and Lunar New Year holidays.

In recent times, functional forces and localities have detected and handled many cases of law violations. However, the situation regarding smuggling, trade fraud, violations of laws on the production and sale of counterfeit goods, goods infringing intellectual property rights, goods violating labeling regulations, trading of expired goods, goods of unknown origin, smuggled goods, and goods without invoices or documents remains complex in many border areas and key locations (especially the exploitation of e-commerce platforms, social media sites, express delivery services, air routes, etc.), affecting the health and trust of the people, causing confusion and anxiety in public opinion regarding the fight against crime by functional forces, and negatively impacting social order and safety and the development of the country.

To strengthen the fight against smuggling, trade fraud, and counterfeit goods, create a healthy business environment, and ensure safety, security, and order to serve the people during the Lunar New Year celebrations, the National Steering Committee for Combating Smuggling, Trade Fraud, and Counterfeit Goods (National Steering Committee 389) has issued the High-Intensity Plan for Combating Smuggling, Trade Fraud, and Counterfeit Goods before, during, and after the Lunar New Year of the Year of the Horse 2026 (High-Intensity Plan).

Strictly control warehouses, collection points, and goods transshipment points.

The overall task of the Steering Committee 389 of ministries/sectors and localities is to develop and effectively implement the peak plan according to their respective fields and areas of management and responsibility. They must proactively plan the deployment of forces, means, and measures to strictly inspect and control border areas, land, rail, river, sea, and air border gates, as well as trails, open routes, goods collection areas near the border, in the domestic market, and in cyberspace to prevent and handle acts of smuggling, trade fraud, and counterfeit goods; Focus on prohibited goods (drugs, weapons, firecrackers, e-cigarettes, endangered and rare wild animals and plants...), counterfeit goods (pharmaceuticals, food, functional foods, cosmetics, traditional medicine ingredients...), substandard goods, goods infringing intellectual property rights, conditionally imported and exported goods, high-tax goods, essential goods for production, business, and consumption (petroleum products, minerals, gold, foreign currency, electronics, telephones, high-end clothing and fashion , beer, wine, cigarettes, sugar, confectionery, livestock, poultry and products from livestock and poultry, fruits...), and other consumer goods.

Proactively monitor the situation, identify prominent and complex issues, and new methods and tactics related to smuggling, illegal transportation of goods, trade fraud, and counterfeit goods; determine key routes, areas, targets, and commodities to concentrate forces, resources, and measures for combating these activities; clearly define the responsibilities of agencies and units at the central and local levels in management, inspection, and control according to their respective fields and areas.

Strengthen market inspection and control for essential goods and high-demand goods serving production, business, and consumption during the year-end and Lunar New Year holidays; strictly control warehouses, goods collection and transshipment points, logistics service businesses, industrial parks, wholesale markets, and commercial centers; and simultaneously monitor business activities in e-commerce, social media platforms, and businesses operating through digital technology applications to promptly detect and strictly handle acts of trading, transporting, and storing prohibited goods, counterfeit goods, goods of unknown origin, and violations of intellectual property rights...

Effectively handle complaints and reports about smuggling and counterfeit goods.

The Steering Committee 389 of ministries/sectors and localities shall establish inter-agency working groups to strengthen inspection, supervision, and guidance of functional forces, units, and localities in organizing and implementing effective measures to combat smuggling, trade fraud, and counterfeit goods within their respective areas of management and responsibility.

Directing competent authorities to effectively receive and handle denunciations and reports of crimes and requests for prosecution regarding smuggling, illegal transportation of goods, commercial fraud, and counterfeit goods; strictly implementing the transfer of cases to investigative agencies when signs of crime are detected through the supervision, inspection, and control work of the Steering Committee 389 of ministries, sectors, and localities.

Strengthen the dissemination of legal regulations related to the prevention and control of smuggling, trade fraud, and counterfeit goods to the people (with a focus on border provinces, remote mountainous areas, islands, and areas inhabited by ethnic minorities...) to ensure strict compliance with the law, and to prevent participation in or abetment of lawbreakers; raise awareness and encourage reporting of crimes and legal violations to competent authorities.

Strengthening personnel and equipment to strictly control imported, exported, and transit goods.

According to the Plan, the Ministry of Finance directs the Customs force to strengthen information gathering and maintain a firm grasp of the area; apply a comprehensive range of operational measures in customs inspection, supervision, and control within the customs operational area; strengthen personnel and equipment to strictly control imported, exported, and transit goods, passenger baggage, and vehicles entering and exiting the country; develop and implement specific plans to combat, prevent, detect, and strictly handle acts of smuggling, illegal transportation of goods across borders, trade fraud, transfer pricing, tax evasion, and money laundering; closely coordinate with functional forces to strengthen patrols and controls, and effectively implement specialized programs to combat smuggling, trade fraud, and counterfeit goods on key routes and areas...

Local tax authorities are strengthening inspection and control of the activities of tax-paying organizations and individuals; combating commercial tax fraud and tax evasion in business sectors with potential risks; and strictly managing the use of invoices...

Strengthen tax management and combat tax evasion in high-risk areas such as: e-commerce platforms, businesses operating on digital platforms; tax refunds, exemptions, extensions of tax payments, transfer pricing; buying and selling, and using illegal invoices to legitimize smuggled goods and evade taxes; promptly exchange and provide information, coordinate with functional forces to investigate, verify, and handle cases of smuggling and commercial fraud related to tax management.

Prevent hoarding, shortages, and sudden price increases.

The Ministry of Industry and Trade, in coordination with the People's Committees of provinces and cities, directs the Departments of Industry and Trade to closely monitor market developments and the supply and demand of essential goods, especially those with high demand or significant price fluctuations in the area recently. This is to proactively develop plans or propose measures to relevant agencies to ensure a balance between supply and demand, stabilize the market, and prevent hoarding, shortages, and disruptions in the supply chain that could lead to sudden price increases during the year-end and Lunar New Year holidays.

In addition, the Ministry of Industry and Trade directs the Department of Domestic Market Management and Development to coordinate with the Departments of Industry and Trade of provinces and cities to instruct local market management forces to strengthen inspection and control of the domestic market; focusing on checking the origin, provenance, and quality of goods traded and circulated in the market. It also aims to improve the effectiveness of coordination, exchange, and information sharing with functional forces such as the Police, Customs, Border Guard, Coast Guard, and owners/representatives of trademarks, industry associations, e-commerce platforms, social networks, etc., to promptly detect and strictly handle violations related to smuggled goods, prohibited goods, counterfeit goods, goods of unknown origin, and other commercial fraud.

The Ministry of Industry and Trade has directed the Department of E-commerce and Digital Economy to coordinate with relevant agencies to strengthen information exchange and proactively review e-commerce platforms (especially cross-border low-value trading platforms), websites, and social media applications (Facebook, Zalo, TikTok, etc.) in order to promptly detect and handle acts of exploiting e-commerce for illegal business activities.

The Steering Committee 389 of localities is strengthening forces, equipment, means, and measures to inspect, control, and handle acts of producing, storing, transporting, and trading prohibited goods, counterfeit goods, substandard goods, goods infringing intellectual property rights, goods of unknown origin, smuggled goods, violations of price listing regulations, etc., especially essential goods serving production, business, and consumption during the year-end and Lunar New Year holidays.

The peak implementation period for the plan is from December 16, 2025 to March 15, 2026.
