In recent times, the authorities and localities have discovered and handled many cases of law violations. However, the situation of smuggling, trade fraud, violations of the law on production and trade of counterfeit goods, goods infringing intellectual property rights, goods violating product labels, trading in expired goods, goods of unknown origin, smuggled goods, without invoices and documents is still complicated at many border routes and key areas (especially the exploitation of e-commerce platforms, social networking sites, express delivery, air routes... affecting people's health and trust, causing confusion and anxiety in public opinion about the fight of the authorities, negatively affecting social order and safety, and the development of the country.
To strengthen the fight against smuggling, trade fraud and counterfeit goods, create a healthy business environment, ensure safety, security and order to serve people to enjoy Tet and welcome spring, the National Steering Committee against smuggling, trade fraud and counterfeit goods (National Steering Committee 389) issued a Peak Plan against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2026 (Peak Plan).
Strictly control warehouses, gathering points and transit points of goods
The common task of the Steering Committee 389 of ministries/sectors and localities is to develop and effectively organize the implementation of the Peak Plan according to the fields and areas of management and responsibility. Proactively plan the arrangement of forces, means, and measures to strictly inspect and control border routes, border gates by road, rail, river, sea, air and trails, openings, and areas for gathering goods near the border, in the domestic market, and in cyberspace to prevent and handle acts of smuggling, trade fraud and counterfeit goods; Focus on prohibited goods (drugs, weapons, firecrackers, electronic cigarettes, endangered, precious and rare wild animals and plants...), counterfeit goods (modern medicines, food, functional foods, cosmetics, traditional medicine...), poor quality goods, goods infringing intellectual property, conditional import and export goods, high tax goods, essential goods for production, business and consumption (gasoline, minerals, gold, foreign currency, electronics, phones, high-end clothing and fashion , beer, wine, cigarettes, sugar, cakes, jams and candies, livestock, poultry and products from livestock, poultry, fruits...) and other consumer goods.
Proactively grasp the situation, identify complex emerging issues, new methods and tricks regarding smuggling, illegal transportation of goods, trade fraud and counterfeit goods; identify key routes, areas, subjects and goods to concentrate forces, means and measures to fight; clearly define the responsibilities of central and local agencies and units in management, inspection and control work by field and area.
Strengthen market inspection and control of essential goods and goods in high demand for production, business and consumption during the end of the year and Lunar New Year; strictly control warehouses, gathering points, goods transit points, logistics service establishments, industrial parks, wholesale markets, and commercial centers; at the same time, monitor business activities on e-commerce environments, social networking sites, and business through digital technology applications to promptly detect and strictly handle acts of trading, transporting, and storing prohibited goods, counterfeit goods, goods of unknown origin, and intellectual property rights violations...
Effectively handle denunciations and reports of smuggling and counterfeit goods crimes
Steering Committee 389 of ministries/sectors and localities established inter-sectoral working groups and delegations to strengthen inspection, urge and guide functional forces, units and localities to organize and deploy effective measures to combat smuggling, trade fraud and counterfeit goods in their fields and areas of management and responsibility.
Direct competent authorities to effectively receive and handle denunciations and reports of crimes and recommend prosecution of smuggling, illegal transportation of goods, trade fraud and counterfeit goods; strictly transfer cases to investigation agencies when detecting signs of crime through the monitoring, inspection and control work of Steering Committee 389 of ministries, branches and localities.
Strengthen the propaganda and dissemination of legal regulations related to the prevention and combat of smuggling, trade fraud and counterfeit goods to the people (focusing on border provinces, remote mountainous areas, islands, places with ethnic minorities...) to strictly comply with legal regulations, not participate in or assist law violators; raise vigilance, denounce crimes and law violations to competent authorities.
Strengthening forces and equipment to strictly control import, export and transit goods.
According to the Plan, the Ministry of Finance directs the Customs force to strengthen information collection, grasp the area; synchronously apply professional measures in customs inspection, supervision and control in areas under customs operations; strengthen forces and equipment to strictly control import-export and transit goods, passenger luggage and exit and entry vehicles; develop and deploy specific plans to combat, prevent, detect and strictly handle acts of smuggling, illegal transportation of goods across borders, trade fraud, transfer pricing, tax evasion, money laundering; closely coordinate with functional forces to strengthen patrols, control, effectively implement anti-smuggling, trade fraud and counterfeit goods on key routes and areas...
Local tax and professional units strengthen inspection and control of tax-paying organizations and individuals; combat tax fraud and tax evasion in potentially risky business sectors; strictly manage the use of invoices...
Strengthen tax management and prevent tax losses in high-risk areas such as e-commerce platforms, business on digital platforms; tax refunds, exemptions, tax extensions, transfer pricing; buying and selling, using illegal invoices to legalize smuggled goods, tax evasion; promptly exchange, provide information, coordinate with functional forces to investigate, verify, and handle smuggling and commercial fraud related to tax management.

The Ministry of Industry and Trade coordinates with the People's Committees of provinces and cities to direct the Department of Industry and Trade to closely monitor market developments, supply and demand of essential goods, especially those with high demand or high price fluctuations in the area in recent times to proactively develop plans or propose to competent authorities measures to ensure balance of supply and demand, stabilize the market, and prevent hoarding, shortages, and disruptions in goods sources, causing sudden price increases during the end of the year and Lunar New Year.
In addition, the Ministry of Industry and Trade directed the Department of Domestic Market Management and Development to coordinate with the Department of Industry and Trade of provinces and cities to direct local market management forces to strengthen inspection and control of the domestic market; focus on checking the origin, provenance and quality of goods traded and circulated on the market. Improve the effectiveness of coordination, exchange and information provision with functional forces such as: Police, Customs, Border Guard, Coast Guard and owners/representatives of brand owners, industry associations, e-commerce platforms, social networks... to promptly detect and strictly handle violations of smuggled goods, banned goods, counterfeit goods, goods of unknown origin and other commercial fraud.
The Ministry of Industry and Trade directed the Department of E-commerce and Digital Economy to coordinate with relevant agencies to strengthen information exchange, proactively review e-commerce platforms (especially cross-border low-cost trading platforms), websites, social networking applications (facebook, zalo, tiktok,...) to promptly detect and handle acts of taking advantage of e-commerce for illegal business.
Steering Committee 389 of localities strengthens forces, equipment, means, measures to inspect, control, and handle acts of production, storage, transportation, and trading of prohibited goods, counterfeit goods, poor quality goods, goods violating intellectual property rights, goods of unknown origin, smuggled goods, violations of price listing, etc., especially essential goods serving production, business, and consumption during the end of the year Lunar New Year.
The peak implementation period of the Plan is from December 16, 2025 to March 15, 2026.
