Determined to put party agencies at the forefront of national digital transformation

Comrade Vo Thanh Hung, Deputy Chief of the Party Central Office, gave a speech at the Workshop.

In his closing speech, Deputy Chief of the Party Central Office Vo Thanh Hung highly appreciated the quality of the presentations and opinions sharing practical experiences at the Workshop.

He emphasized that the results of the Workshop should not just be words, but must be realized through actions. In order for the Workshop's contents to be put into practice, as the Standing Agency of the Steering Committee, Deputy Head of the Central Party Office Vo Thanh Hung requested agencies and units to focus on implementing a number of contents well.

For the Department of Digital Transformation - Cryptography, it is necessary to absorb the maximum contributions of the Workshop delegates, preside, urge, and ensure technical unity, including urgently completing the technical infrastructure; closely coordinate with units of the Ministry of Public Security to build the Party Data Center in Hoa Lac, striving to put it into use in the second half of January 2016.

Along with that, urge contractors, agencies and Party units at the Central level to digitize business processes on the system of guiding documents to meet the set goals.

Comrade Vo Thanh Hung requested that before December 25, coordinate with contractors to fix all issues related to the operational operating system and applications that have been pointed out by agencies, units, and users. Connect the operational operating system of the Party and the systems of the Government, the National Assembly , and the Fatherland Front to ensure safety and efficiency. Complete and comprehensively deploy solutions to ensure security and safety monitoring of the system according to Project 204.

In coordination with the Ministry of Science and Technology, the Ministry of Finance guides localities to arrange resources and invest in technical infrastructure equipment that meets information security technical standards to ensure efficiency, connectivity, security, and avoid waste.

Develop plans to coordinate incident response to ensure network security and safety, considering data protection as a vital challenge of the Project and the digital transformation process.

For the Central Party Committees and Provincial and Municipal Party Committees, Comrade Vo Thanh Hung suggested continuing to propagate and thoroughly grasp the spirit of determination in digital transformation by reviewing and transforming leadership and management methods. Accordingly, it is necessary to advise the Party Committee to direct all agencies and units to review and restructure processes in accordance with professional applications in the digital environment. For digitized processes, resolutely require agencies and units to apply them substantially and not use paper documents.

“Initially applying these procedures will certainly cause many problems, even increasing the workload. However, the spirit is to work while improving, not to be perfectionist, but also not to delay and not to stop” – Comrade Vo Thanh Hung emphasized.

In addition, it is necessary to prioritize resources to upgrade transmission equipment, consolidate and improve the quality of human resources for digital transformation, and resolutely not let the situation of "top running, bottom stopping" happen.

For information technology enterprises and enterprises accompanying the Central Party Office, Central Party Committees, Provincial and Municipal Party Committees, it is necessary to closely coordinate with agencies and units to implement the tasks of the Project to ensure adherence to progress, quality, efficiency, connectivity, sharing and data security, while strengthening training and coaching for users and specialized staff, especially at the grassroots level.

Comrade Vo Thanh Hung noted that digital transformation is a revolution, on the one hand bringing great results and benefits, on the other hand facing numerous difficulties and challenges due to objective and subjective reasons. Therefore, it is necessary to have high political determination, proactive and active participation of party committees at all levels, especially close direction of heads of agencies and units; the companionship of businesses and technology experts, together committing to solving difficulties wherever there are, determined to put party agencies at the forefront of national digital transformation, ensuring leadership, direction and administration based on digital and real-time data.

Before that, the Workshop was divided into two sessions with sharing practical experiences, good models, creative ways of doing things, analyzing limitations and shortcomings in digital transformation work and suggestions from representatives of Central Party Committees, provincial and municipal Party Committee offices, businesses and technology experts.
