The summary report on military and defense work in 2025 at the Conference showed that, over the past year, the Central Military Commission and the Ministry of National Defense have effectively led the implementation of strategic military and defense advisory functions and promoted their core role in building a national defense, strengthening national defense, and protecting the Fatherland. Always proactively and flexibly handle situations, avoid being surprised; firmly grasp the situation in the air, at sea, at the border, inland, and in cyberspace; research, forecast, and propose to the Party and State appropriate military and defense policies.
During the year, the Central Military Commission and the Ministry of National Defense advised the Politburo, the Secretariat, and the National Assembly to issue many policies, projects, laws, and ordinances on military and defense, promptly responding to the requirements of streamlining the apparatus of the political system.
Along with that, the Central Military Commission and the Ministry of National Defense have implemented many policies and solutions to improve the overall quality and combat strength of the Army. The focus is on solutions to build a politically strong Army, closely connected with the people; improve the quality of training, combat readiness, education and training. Resolutely implement the policy of adjusting the organization of the force to be lean, compact, and strong, especially implementing resolutions and projects on continuing to reorganize the local military organization to be "lean, compact, and strong", meeting the requirements of tasks in the new situation, ensuring the local military organization is synchronized with the organization of the two-level local government and the provincial and communal administrative units after mergers and consolidations. Effectively deploy logistics, engineering, defense industry and other aspects of work.
In 2025, under the leadership of the Central Military Commission and the Ministry of National Defense, the Army continued to affirm its role as the main force in presiding over, coordinating, and successfully organizing major national holidays. Notably, the Central Military Commission and the Ministry of National Defense closely, systematically, and safely led and directed the organization of forces to participate in the parade and march at the 50th Anniversary of the Liberation of the South, National Reunification, the 80th Anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam, contributing to strongly spreading the spirit of patriotism, self-respect, self-reliance, self-strengthening, and national pride.
In addition, the field of international integration and defense diplomacy in 2025 has achieved many outstanding marks, is a bright spot in military and defense work, truly one of the pillars of the Party's foreign affairs, State diplomacy and people's diplomacy. The army has actively and proactively participated in many bilateral and multilateral foreign affairs forums; strengthened cooperation with neighboring countries, countries in the region, major countries, strategic partners, comprehensive partners and traditional friends, contributing to building and consolidating trust, maintaining strategic balance with partners, especially major countries.
The work of building the Army Party Committee continued to achieve many important results in all aspects: Politics, ideology, ethics, organization and cadres; maintaining and strengthening the absolute and direct leadership of the Party in all aspects over the Army. During the year, the Central Military Commission closely led and directed the organization of Party congresses at all levels and successfully organized the 12th Army Party Congress, ensuring that it was truly "exemplary and typical in terms of mettle, intelligence and innovation".
Leaders synchronously implement 6 groups of tasks and key solutions
At the conference, Prime Minister Pham Minh Chinh, Comrade Tran Cam Tu, Standing member of the Secretariat, leaders of the Central Party Committees, and leaders of the Ministry of National Defense made additional statements, clarifying many important issues and contents. From there, it will serve as a basis for the Central Military Commission and the Ministry of National Defense to supplement and complete the draft leadership resolution and other documents submitted for comments at the conference.
Concluding the conference, General Secretary To Lam, Secretary of the Central Military Commission, highly appreciated the thoughtful and thorough preparations of the Central Military Commission Standing Committee; affirming that in 2025, under the leadership and direction of the Party and State, directly the Central Military Commission and the Ministry of National Defense, the entire army has successfully carried out military and defense tasks and built a clean and strong Party organization of the Army. In particular, the entire army always has high political determination, makes great efforts, and completes its tasks well, many of which are excellent.
Emphasizing that 2026 is a very important year, the first year that the entire Party, people and army will implement the Resolution of the 14th National Party Congress with a huge amount of work to realize important decisions; organize the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. This is also the first year to implement the policy of building a modern army and a modern national defense. In particular, the direction of military and defense tasks and the building of the Army Party Committee in 2026 has concretized the policies that the 12th Army Party Congress decided, in which the theme of 2026 is determined as: "Determination to research and produce advanced and modern weapons and equipment", demonstrating the determination of the Central Military Commission in immediately putting the resolution into life.
In order for the Army to successfully complete its key tasks in 2026, General Secretary To Lam requested the Central Military Commission and the Ministry of National Defense to synchronously deploy 6 groups of tasks and solutions. First of all, it is necessary to thoroughly grasp and effectively implement the Resolution of the 14th National Party Congress and important strategic resolutions of the Politburo. Recently, the Politburo issued 7 strategic resolutions; the 14th National Party Congress will soon resolve many major policies and decisions, ensuring rapid and sustainable development of the country, realizing the strategies for the 100th anniversary of the Party's founding and the 100th anniversary of the country's founding. Therefore, the Central Military Commission, the Ministry of National Defense and the entire army must set an example, act effectively, act substantially, and demonstrate a pioneering and leading role in thoroughly grasping and implementing the Party's guidelines and policies.
Second, continue to perform well the strategic advisory function to the Party and State on military and defense matters and promote the core role in the cause of national defense and protection of the Fatherland. In particular, improve the capacity of strategic forecasting research, promptly advise the Party and State on appropriate countermeasures to successfully handle situations, absolutely not to be passive and surprised. Continue to research and advise on the issuance of resolutions, directives, conclusions, laws, ordinances, projects and plans on military and defense. Research and propose the content and policies and solutions to build a strong and modern national defense. Continue to better implement the coordination mechanism between the Ministry of National Defense and departments, ministries, branches and localities in building a national defense; step up propaganda and mobilization work to promote national solidarity in the cause of national defense, security and protection of the Fatherland.
Third, lead and direct the implementation of the Party's ideological work in the Army well. The focus is on doing well the work of political education, building political factors, and a strong spirit for the troops, ensuring that in any circumstances, the Army is absolutely loyal to the Fatherland, the Party, the State and the people, ready to fight to firmly protect independence, sovereignty, unity and territorial integrity; take the lead in preventing, combating and overcoming the consequences of natural disasters and catastrophes, search and rescue, contributing to promoting the cultural values of "Uncle Ho's soldiers" in the new period.
Fourth, continue to lead the building of a "refined, compact, strong", modern Army; improve the quality of training and combat readiness; ensure good logistics and techniques for missions. Research, supplement, complete and promote the implementation of the "Set of criteria for building a modern Vietnam People's Army in the new situation", ensuring a synchronous mechanism, a clear roadmap, and steady steps. Promote breakthroughs in science and technology development, innovation and digital transformation; develop a digital ecosystem, database, associated with information security and safety. Synchronously deploy solutions to improve the quality of training, exercises, education and training, focusing on synchronous, specialized training in a modern direction. At the same time, ensure good logistics and techniques for missions in a modern way; promote increased production, improve the lives, health and living conditions, work and training of soldiers according to the motto "full of food, strong army".
Fifth, continue to expand and enhance international integration and defense diplomacy in the spirit of Conclusion No. 53-KL/TW dated April 28, 2023 of the Politburo on international integration and defense diplomacy until 2030 and the following years, Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo "On international integration in the new situation". In particular, it is necessary to pay special attention to creating a strategic balance in relations with partners, especially major countries; maintain a peaceful and stable environment for national development, prevent early and from afar all risks of war and conflict. The army needs to actively and responsibly participate in United Nations peacekeeping activities, humanitarian assistance, search and rescue, disaster relief, and overcoming the consequences of war.
Sixth, synchronously deploy solutions to build a clean, strong, comprehensive, exemplary, and representative Army Party organization. Pay special attention to effectively implementing policies to attract and utilize talents, and build a modern Army cadre team. Lead and direct the dissemination, concretization, and effective implementation of regulations on cadre work issued by the Politburo. Strictly implement the principle of democratic centralism in cadre work. Build a truly strong Army cadre team that meets the requirements of the new period. In the immediate future, lead and direct the entire army to actively participate in preparing and serving the organization of the 14th National Congress of the Party, contributing to the overall success of the congress.
