In his opening remarks at the Conference, General Luong Tam Quang, Minister of Public Security, stated that delegates would discuss and provide feedback on the draft report summarizing the work of 2025, the direction and key tasks for 2026 within the Party Committee of the Central Public Security Ministry; the main documents presented at the 81st National Public Security Conference; and the report on the work directed by the Standing Committee of the Party Committee of the Central Public Security Ministry in the fourth quarter of 2025.

In 2025, the Central Party Committee of the Public Security Ministry and Party committees and leaders at all levels within the People's Public Security force will always uphold a high sense of responsibility, focusing and decisively leading and directing the Public Security forces in all units and localities to successfully implement the goals, requirements, targets, and tasks of the Resolution on protecting national security, ensuring social order and safety, and building the People's Public Security force in 2025... Through this, national security has been maintained, social order and safety have been further consolidated, and an environment and conditions have been created to implement the Party's development policies.
The People's Public Security Force has ensured absolute security and safety for particularly important political events, preventing any mishaps; crime prevention and control have achieved many positive results, contributing to maintaining political stability and effectively serving the country's economic, cultural, social, and foreign policy development. The People's Public Security Force has demonstrated a pioneering and core role in the national digital transformation process; it serves as the basis for the Party and State to issue policies, strategies, and guidelines on science, technology, innovation, and national digital transformation; creating a foundation for the digital economy and digital society, maximizing convenience for citizens and businesses, and contributing to socio-economic development.
Strongly innovate leadership methods in conjunction with streamlining organizational structures, ensuring efficient and effective operation, decentralizing power and authority in line with functions and tasks, and fostering the initiative and creativity of Party committees at all levels.

Speaking at the Conference, General Secretary To Lam, President Luong Cuong, and Prime Minister Pham Minh Chinh acknowledged and highly appreciated the efforts, exemplary spirit, and achievements of the Central Party Committee of Public Security and the Ministry of Public Security in 2025.
Directing a number of key tasks for the coming period, General Secretary To Lam requested that the People's Public Security force focus all its efforts on ensuring absolute security and safety for the 14th National Congress of the Party and the election of deputies to the 16th National Assembly, and the election of deputies to the People's Councils for the 2026-2031 term…

General Secretary To Lam emphasized that to successfully implement the Resolution of the 14th National Congress and the Party's strategic guidelines, great determination and effort are needed, along with a strong breakthrough from the entire Party, the entire people, and the entire army, with the spirit of "all for the development of the country and the happiness of the people"; in which the role and contribution of the People's Public Security force are especially important. The General Secretary expressed confidence that, with the spirit of "Most disciplined - Most loyal - Closest to the people," the Public Security force will excellently fulfill its tasks in 2026, worthy of the trust of the Party, the State, and the people.
