
Deputy Minister Bui Hoang Phuong gave a speech at the Conference
From work requirements until the end of 2025 and preparation for 2026, along with practical experience from work in 2025, Deputy Minister Bui Hoang Phuong requested units under the Ministry and staff in charge of personnel organization to focus on a number of key tasks.
Regarding the organizational work, the Deputy Minister requested heads of units to uphold their sense of responsibility and adhere to the system principle when proposing contents related to the organizational work of their units; promote the role of Party committees in ideological work to unify perception and action, creating consensus in implementation.
The Deputy Minister noted that during the implementation process, leaders of units, especially heads, must put collective interests above personal interests and ensure systematicity throughout the entire arrangement process.
Regarding personnel work, the Deputy Minister requested units to arrange and perfect personnel according to procedures, optimizing the compatibility between the capacity, experience, and strengths of cadres and job positions. Accordingly, cadres need to thoroughly grasp the spirit of readiness to change, consider the transfer, assignment, and rearrangement of work as normal in personnel work; overcome the situation of holding a position for too long, leading to stagnation, affecting development.
Unit heads must seriously, fairly and transparently evaluate and classify civil servants and public employees; assign specific tasks and evaluate objectively and practically to both encourage those who do well and warn those who do not.
The Deputy Minister also requested units to regularly remind and thoroughly implement discipline and administrative rules for cadres; clearly assign tasks and have a mechanism to check and monitor the progress of task implementation.
Regarding the staff team advising on personnel organization, the Deputy Minister emphasized the need to proactively update new regulations, increase exchanges, and report promptly to improve the quality of advice; aiming for professionalism, timeliness, and compliance with regulations.
The Deputy Minister expressed his belief that with the efforts of the units and staff in charge of personnel organization, the Ministry of Science and Technology will successfully complete its goals in the coming time.

Conference scene
At the Conference, delegates were informed of new regulations on organizational structure and personnel work; instructions on assessing and classifying the quality of civil servants and public employees in 2025; and instructions on creating a database on organizational structure. These contents help units promptly implement new regulations of the Party and State.
Before entering the afternoon conference program, in the morning of the same day, the Ministry of Science and Technology organized two specialized seminars to raise awareness and capacity for staff working in personnel organization.
At the scientific workshop on "Human resource management of the Ministry of Science and Technology", delegates were informed of two important topics: (1) On the authority to manage cadres, civil servants, public employees, business managers, and employees under the Ministry of Science and Technology; (2) On going abroad to resolve personal matters for civil servants, public employees, business managers, and employees under the Ministry of Science and Technology.
In parallel, the scientific workshop "Implementing policies to attract and promote talented people in agencies and units under the Ministry of Science and Technology" provided delegates with two in-depth topics: (1) On implementing policies to attract and promote talented people in agencies and units under the Ministry of Science and Technology; (2) On standards, conditions, procedures and procedures for recognizing talented civil servants and public employees of the Ministry of Science and Technology./.
