
Deputy Minister Bui Hoang Phuong delivered a speech at the conference.
Based on job requirements up to the end of 2025 and preparations for 2026, along with lessons learned from the work in 2025, Deputy Minister Bui Hoang Phuong suggested that units under the Ministry and the staff working in personnel organization focus on a number of key tasks.
Regarding organizational structure, the Deputy Minister requested that heads of units uphold a high sense of responsibility and adhere to systemic principles when proposing matters related to their unit's organizational structure; and to leverage the role of Party committees in ideological work to unify understanding and action, creating consensus in implementation.
The Deputy Minister noted that, during the implementation process, leaders of the units, especially the heads, must prioritize collective interests over personal interests and ensure a systematic approach throughout the entire restructuring process.
Regarding personnel matters, the Deputy Minister requested that units arrange and consolidate personnel according to proper procedures, optimizing the suitability between the capabilities, experience, and strengths of staff and job positions. Accordingly, staff need to embrace the spirit of readiness for change, considering reassignment, reassignment, and job rearrangement as normal in personnel management; overcoming the situation of holding positions for too long, leading to stagnation and affecting development.
Heads of units must conduct evaluations and rankings of civil servants and public employees seriously, fairly, and transparently; assign specific tasks, and conduct objective and substantive assessments to both motivate those who perform well and warn those who do not.
The Deputy Minister also requested that units regularly remind and instruct officials to adhere to administrative discipline and regulations; clearly assign responsibilities and tasks; and establish mechanisms for checking and monitoring the progress of task implementation.
Regarding the staff responsible for personnel organization, the Deputy Minister emphasized the need to proactively update new regulations, enhance communication, and report promptly to improve the quality of advice; aiming for professionalism, timeliness, and compliance with regulations.
The Deputy Minister expressed confidence that, with the efforts of the units and personnel working in the field of organization and personnel management, the Ministry of Science and Technology will successfully achieve its goals in the coming period.

Conference scene
At the conference, attendees were briefed on new regulations regarding organizational structure and personnel; guidelines for evaluating and classifying the quality of civil servants and public employees in 2025; and instructions for creating a database on organizational structure. These contents help units promptly implement the new regulations of the Party and the State.
Prior to the afternoon session of the conference, earlier that morning, the Ministry of Science and Technology organized two thematic workshops aimed at raising awareness and capacity for staff working in personnel management.
At the scientific conference on "Personnel Management of the Ministry of Science and Technology", delegates were briefed on two important topics: (1) On the authority to manage cadres, civil servants, public employees, enterprise managers, and workers under the Ministry of Science and Technology; (2) On going abroad to handle personal matters for civil servants, public employees, enterprise managers, and workers under the Ministry of Science and Technology.
Simultaneously, the scientific workshop "Implementing the policy of attracting and utilizing talented people in agencies and units under the Ministry of Science and Technology" provided delegates with two in-depth topics: (1) On implementing the policy of attracting and utilizing talented people in agencies and units under the Ministry of Science and Technology; (2) On standards, conditions and procedures for recognizing talented civil servants and public employees of the Ministry of Science and Technology./.
