
Overview of the Conference.
In his opening speech, Mr. Ngo Minh Phuoc, Deputy Director of the Information Technology Center, said that the Conference was held in a particularly important context when the Politburo issued Resolution No. 57-NQ/TW in 2024 on breakthroughs in science and technology development, innovation and digital transformation. The Government also issued Decision No. 2629/QD-TTg dated December 1, 2025, approving the Digital Government Development Program, creating an important foundation to help ministries, branches and localities promote the modernization of digital infrastructure, digital platforms and ensure network safety and security in a unified and sustainable manner.
According to Mr. Ngo Minh Phuoc, in the context of widespread digital transformation, network information security has become a mandatory requirement throughout all state management activities. The activities of the science and technology sector are increasingly dependent on digital infrastructure, data centers, shared information systems, data integration and sharing platforms, as well as the rapid development of artificial intelligence (AI), big data, and automation models.

This rapid development also comes with the risk of cyber attacks, data leaks and information security incidents that are increasing in both quantity and sophistication. "State agencies in general and the Ministry of Science and Technology in particular are becoming more frequent targets of attacks. That requires us to proactively prevent - detect - respond - recover from incidents according to the '4-layer' model prescribed in Directive No. 14/CT-TTg, Decision No. 05/2017/QD-TTg and related instructions," Mr. Phuoc emphasized.
The training conference was organized to raise information security awareness for all officers, civil servants and public employees of the Ministry; at the same time, enhance the professional capacity of the information technology and information security staff. In addition, the program also helps units standardize operating procedures, perfect incident response plans, and enhance coordination between units in the Ministry.
Within the framework of the conference, representatives of CSP Technology and Solutions Joint Stock Company presented key contents such as an overview of network information security, security models, common threats, modern security solutions and technology trends.
According to the plan, on December 5, a real-life exercise will take place to test the ability to respond to situations, evaluate the units' incident handling capacity and further improve information security procedures.
