Spreading the quality productivity movement in a volatile context
Speaking at the opening of the workshop, Chairman of the National Committee for Standards, Metrology and Quality Nguyen Nam Hai said that the 2021-2025 period takes place in the context of the global economy being strongly affected by natural disasters and the Covid-19 pandemic. This is also the time when Vietnam accelerates the process of renewing the growth model based on science, technology and innovation.
During that process, Program 1322 became an important tool to help businesses increase their competitiveness through the application of standards, technical regulations, advanced management models and tools to improve productivity and quality.

According to Mr. Nguyen Nam Hai, National Committee for Standards, Metrology and Quality, the standing agency of the Program has coordinated well with ministries, branches and localities in developing plans and guiding the implementation of tasks, so many enterprises have recorded clear results, increased productivity, reduced waste, improved product quality and management efficiency.
Reporting at the Workshop, Vice Chairman of the National Committee for Standards, Metrology and Quality Tran Hau Ngoc said that the 2021 - 2025 period recorded many encouraging results in the implementation of Program 1322.
In 5 years (2021 - 2025), 1,737 national standards (TCVN) were developed and published, bringing the total number of TCVNs to 14,306, with the international standard harmonization rate reaching 63%, basically completing the program's set goals.
Along with that, the development of productivity experts continues to be promoted with 171 experts trained, 85 experts certified according to national standards and the Asian Productivity Organization (APO). This is an important force supporting businesses in implementing quality productivity improvement models.

During this period, Program 1322 supported 6,410 enterprises to apply tools and solutions to improve productivity and quality, contributing to many enterprises achieving growth rates of 10-15%. Notably, 102 pilot models of productivity and quality were formed nationwide, completing the target of the 2021-2030 period 5 years ahead of schedule.
In addition, the Conformity Certification Center has been granted a certificate of competence by the Italian Accreditation Agency according to EN/ISO/IEC 17065:2012 standard. This is an important step to help enhance the reputation and international recognition of certificates issued by Vietnam.
In the coming time, the Conformity Certification Center will continue to complete the dossier to be recognized for its FSSC 22000 organic certification capacity, creating favorable conditions for businesses to export agricultural products to the US and European markets.
Overall, Program 1322 has completed 4/5 of its goals, of which two goals on building pilot models and developing a national standards system were completed ahead of schedule. The only goal that has not been achieved is training and certifying productivity experts, an area that will be focused on promoting more strongly from 2026.
At the workshop, delegates shared many reports, such as: Results of implementing Decision 36/QD-TTg on improving productivity based on science and technology; the current status of ISO application in agricultural and aquatic products; Hai Phong 's experience in implementing Program 1322; quality management training for students; application model of IEC 62264 standard in production operations at industrial enterprises.
The presentations showed that standardization, digital transformation and advanced management models are becoming important foundations to improve labor productivity in the context of the digital economy. Former Director General of the General Department of Standards, Metrology and Quality Ngo Quy Viet emphasized: In the coming period, it is necessary to invest heavily in demanding social areas such as food safety, green economy, circular economy and ESG; at the same time, continue to nurture the quality productivity movement so that businesses can keep up with global trends.

More drastic action in the period 2026 - 2030
Speaking at the workshop, Deputy Minister of Science and Technology Le Xuan Dinh acknowledged and highly appreciated the efforts of the National Committee for Standards, Metrology and Quality, along with ministries, localities and a team of experts during the volatile period, especially the severe impact of the Covid-19 pandemic.
According to Deputy Minister Le Xuan Dinh, most of the goals for the 2021-2025 period have been completed. In particular, the formation of model points for productivity and quality far exceeded expectations. However, the goal of training 1,000 productivity experts for the 2021-2030 period remains a big challenge, requiring more drastic and synchronous participation in the coming time.

Emphasizing the need for innovative approaches, Deputy Minister Le Xuan Dinh hopes that relevant agencies and units will prioritize shifting from traditional support mechanisms to more flexible and direct support models for businesses. The consistent spirit is to put businesses at the center, with special attention given to small and medium-sized enterprises.
Deputy Minister Le Xuan Dinh also requested to promote investment and create breakthroughs in infrastructure standards and quality, focusing on new areas such as ESG standards, green economy, Halal and digital transformation. In particular, strongly developing a team of quality productivity experts, enhancing communication and replicating pilot models nationwide are identified as key tasks.
The Deputy Minister proposed expanding international cooperation, taking advantage of the network of the Asian Productivity Organization (APO) and global certification organizations to improve the integration capacity of the standards system and Vietnamese enterprises.
Deputy Minister Le Xuan Dinh called on ministries, sectors and localities to proactively develop plans for the 2026-2030 period, ensure resources and closely coordinate with the National Committee for Standards, Metrology and Quality. "The coming period requires more drastic actions, stronger innovation, and making the most of opportunities from digital transformation and integration to make productivity and quality the central driving force of economic growth," the Deputy Minister emphasized.
