The case was initiated by the USITC on November 17, 2025, following a request from a consortium of U.S. quartz producers. The petitioners allege that quartz imports increased from 135 million square feet in 2020 to 234 million square feet in 2024, a 73.4% increase, causing significant damage and impact to the U.S. domestic industry.

According to the USITC announcement, parties have 21 days (from the date of publication in the Federal Register) to register and receive information about the case. The USITC plans to hold one consultation session on damages and one consultation session on measures to be applied. For the consultation session on damages (scheduled for February 24, 2026), the registration deadline is February 13, 2026, and the deadline for submitting comments before the hearing is February 17, 2026. For the consultation session on measures to be applied (scheduled for April 14, 2026), the registration deadline is April 6, 2026, and the deadline for submitting comments on this matter is April 7, 2026.
Interested and unrelated parties may attend the preparatory hearing on damages on February 20, 2026, and on measures to be applied on April 10, 2026. The deadline for submitting comments following the hearing on damages is March 3, 2026, and on measures to be applied is April 21, 2026.
Even if they do not register to participate, parties may still submit comments on damages by March 3, 2026, and on measures to be applied by April 21, 2026.
The USITC expects to issue its injury assessment on April 1, 2026, and will report to the President for consideration and decision within 180 days of filing the application, expected on May 18, 2026.
