Emulation and reward have long been an important driving force promoting the development of the Culture, Sports and Tourism (CST) sector. In the context of the entire sector striving for innovation, digital transformation, and improved service quality for the people, the patriotic emulation movement continues to affirm its strong influence, making positive contributions to the successful completion of assigned political tasks.

The emulation movement has contributed to improving service quality, innovating methods of organizing activities, and bringing culture, sports , and tourism closer to the people and tourists.
Emulation is not just a slogan, but a concrete action, demonstrated through the sense of responsibility, dedication, and creativity of each official, civil servant, and worker in the sector. From state management units, cultural, sports, and tourism institutions to art centers, museums, historical sites, and tourist areas, the emulation movement has contributed to improving service quality, innovating methods of organizing activities, and bringing culture, sports, and tourism closer to the people and tourists.
To strengthen the Party's leadership over emulation and reward work in the new situation, Directive No. 41-CT/TW dated December 26, 2024, of the Politburo has set forth specific and practical requirements. The Directive emphasizes the need to innovate the content and methods of organizing emulation movements towards effectiveness, creativity, and practicality; ensuring that rewards are timely, fair, transparent, and directed towards direct laborers. This is an important guiding principle to help the Culture, Sports and Tourism sector continue to improve the quality of emulation movements and motivate collectives and individuals to strive for even greater achievements.
Alongside this, the entire sector has seen the emergence of many exemplary individuals and groups – those with outstanding achievements in labor, study, and work. These could include coaches who tirelessly create new training methods; cultural officials who strive to bring heritage closer to the public; dedicated tour guides who promote the image of Vietnam; or groups that boldly apply technology and improve management processes to better serve the people. These exemplary individuals and groups are vivid proof of the patriotic emulation spirit in the new era.

The results achieved in building and replicating advanced models have proven the correctness of emulation movements in the industry.
Many good models and effective initiatives have been widely implemented: the "innovation in museum operations on a digital platform" model, the "application of technology in smart tourism guidance," the "building a grassroots cultural environment," the "improving the quality of mass sports movements," and initiatives in management and administrative reform. Identifying, nurturing, and replicating exemplary models has created opportunities for units to learn from and apply them appropriately to their practical conditions, thereby yielding tangible results.
The results achieved in building and replicating advanced models have proven the correctness of emulation movements in the industry. Many units have considered identifying new factors as a regular task, contributing to spreading and replicating good values, a sense of responsibility, and a striving spirit throughout the industry.
Propaganda work regarding emulation and commendation is also linked to major movements such as: "The whole country joins hands to build new rural areas" , "The Culture, Sports and Tourism sector joins hands to build grassroots cultural life" , or "Emulation in innovation, digital transformation and learning on digital platforms" . These are movements with widespread influence, creating a vibrant atmosphere of emulation leading up to major holidays and important events of the country.
In the coming period, the Culture, Sports and Tourism sector will continue to promote the role of emulation and reward as a powerful driving force, contributing to building a team of capable, qualified and dedicated officials; promoting innovation; improving the quality of professional activities; and spreading a positive image of the sector in social life.
The Department of Personnel Organization, Ministry of Culture, Sports and Tourism is responsible for implementation.
