The National Target Program on New Rural Construction has mobilized the participation of the entire political system, especially promoting the role of farmers as the main subject.

Before the merger, the two provinces had 180/272 communes meeting new rural standards, 46 communes meeting advanced new rural standards, 13 communes meeting model new rural standards, and 07 district-level units meeting standards and recognized as new rural areas.

After merging and implementing the 2-level local government, Lao Cai province has 37/89 communes meeting new rural standards; 01 commune meeting advanced new rural standards. It is expected that by the end of 2025, 41 communes will meet new rural standards, reaching 46.1% of the total number of communes, 01 commune will meet advanced new rural standards; 387 villages and hamlets will be recognized as meeting new rural standards; 533 villages and hamlets will be recognized as model new rural areas.

The province's spatial development planning has promoted the advantages of each region. Up to now, 100% of communes have solid roads to the center. The irrigation system ensures irrigation for 92,726.5 hectares/year of rice and other crops.

The power grid system ensures that 100% of communes use the national grid. Over 90% of schools and classrooms are solidified; 100% of communes have communal cultural houses to meet the needs of meetings and community activities. Telecommunications and internet infrastructure is widespread in the communes, basically meeting the needs; The rate of solid waste in rural areas collected and treated according to regulations reaches 75.5%.

Social security is linked to the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas and is being promoted. The cultural and spiritual life of the people is being improved day by day; education, health care, and sports have achieved many outstanding results; political security is maintained, and social order and safety are ensured.

Policies to support the poor are implemented synchronously; essential infrastructure continues to be invested and upgraded: 100% of communes have car roads to the center, nearly 100% of households use electricity, over 95% of households have clean water for daily use, the rate of population using clean water that meets standards reaches 33.2%; over 25,000 households receive housing support, contributing to the comprehensive renewal of the rural landscape. The poverty rate has decreased by an average of nearly 4% per year, to 5.5% by the end of 2025; 100% of poor households are issued health insurance cards; temporary and dilapidated houses have basically been eliminated. The average income of people in rural areas reaches 38.5 million VND/person/year.

Lao Cai and Yen Bai Provincial Party Committees have focused on leading the implementation of the Resolutions of the Provincial Party Congresses before the merger; Project No. 01-DA/TU dated December 11, 2020 and Resolutions No. 20-NQ/TU dated January 20, 2021; Resolution No. 10-NQ/TU dated August 26, 2021, thereby agriculture has shifted strongly towards commodity production, promoting its role as a pillar of the economy; livestock and aquaculture have developed, increasing farm production and concentrated facilities in the chain; the quality and value of forests have been improved. New rural construction is increasingly substantial with the participation of the entire political system and the support and consensus of the people.

Thanks to that, the rural landscape has become increasingly prosperous, people's income and living standards have been raised, infrastructure has been significantly improved, the poverty rate has decreased, social security has been ensured and security and order have been stable.
