Agribank signs cooperation agreement with the Cybersecurity Department to enhance security and protect the safety of customer transactions.

On December 4, 2025, Agribank and the Cyber ​​Security and High-Tech Crime Prevention Department (Ministry of Public Security) signed a cooperation program to enhance security and safety in banking operations. This cooperation program provides an important foundation for both parties to promote information exchange, improve risk prevention, detection, and handling capabilities, and maximize the protection of customer rights and transaction security.

Attending the signing ceremony were Deputy Governor of the State Bank of Vietnam Pham Tien Dung; Director of the Payment Department Pham Anh Tuan; and Deputy Director of the Information Technology Department Phan Thai Dung. Representing Agribank were Chairman of the Board of Members To Huy Vu; Board Member and General Director Pham Toan Vuong; Board Member Tran Van Dung and the Deputy General Directors; and representatives from the Agribank Party Committee, the Inspection Committee, and various departments, offices, centers, and affiliated units at the Head Office.

Speaking at the signing ceremony, Mr. To Huy Vu, Chairman of the Board of Directors of Agribank, emphasized: “The cooperation program between Agribank and the Cyber ​​Security and High-Tech Crime Prevention Department is not just a legal document, but a commitment to protecting trust, safeguarding the rapidly developing digital ecosystem, and protecting the brand and sustainable development of Agribank in the era of digital transformation.”

According to the Chairman of the Board of Directors, current forms of cyberattacks are becoming increasingly sophisticated, especially as high-tech criminals use artificial intelligence (AI) and machine learning to automate and replicate attack variants at an exponential rate.

As a leading bank, Agribank processes tens of millions of transactions daily, serving tens of millions of customers. Therefore, cybersecurity has become a prerequisite for ensuring stable operations and sustainable development. The program in collaboration with the Cyber ​​Security and High-Tech Crime Prevention Department is strategically significant in helping Agribank enhance its defense capabilities, shifting from a passive to a proactive approach of forecasting and prevention.

“Agribank has always considered cybersecurity a strategic priority, alongside digital transformation and innovation. With the support of the Cyber ​​Security and High-Tech Crime Prevention Department, Agribank will continue to strengthen its “digital shield,” enhance its resilience against threats, and contribute to building a safe financial and banking environment for businesses and people,” the Chairman of the Board of Members affirmed.

According to Lieutenant Colonel Trieu Manh Tung, Deputy Director of the Cyber ​​Security and High-Tech Crime Prevention Department, cybersecurity and information security are issues that the Ministry of Public Security and the State Bank of Vietnam always pay special attention to, considering them the "backbone" of the digital economy, directly impacting the operations of businesses, citizens, and more broadly, the stability of the national economy.

According to Lieutenant Colonel Trieu Manh Tung, the Cyber ​​Security and High-Tech Crime Prevention Department is the unit responsible for implementing cybersecurity programs nationwide, and therefore always prioritizes cooperation with key organizations and businesses, including banks. "Through today's cooperation program, Agribank will have the basis to improve its ability to detect, provide early warnings, and find effective solutions as soon as there are signs of an attack," Lieutenant Colonel Trieu Manh Tung affirmed.

Representatives from the Department of Cybersecurity and High-Tech Crime Prevention assessed that today's signing ceremony clearly demonstrates Agribank's proactive approach and determination in combating cybercrime, and also opens an important foundation for more comprehensive and in-depth cooperation between the two sides in the future.

Agribank proactively invests in cybersecurity and upgrades its digital systems.

In collaboration with the Cyber ​​Security and High-Tech Crime Prevention Department, Agribank has invested heavily in its technology and cybersecurity infrastructure over the years; implementing a comprehensive system security layer, application security, monitoring, incident response, risk management, and compliance. Currently, 95% of transactions across the entire system are conducted through digital channels; 47% of customers regularly use digital services. All of Agribank's data centers are ISO 27001:2022 certified.

In 2024, Agribank and the Center for Research and Application of Population Data and Citizen Identification - Ministry of Public Security held a signing ceremony for a contract to deploy electronic authentication services via VNeID on Agribank Plus. This contributed to strengthening the relationship between the two parties and demonstrated Agribank's pioneering and proactive approach in implementing and promoting the application of the National Population Database in banking operations, contributing to the digital transformation of the banking sector in accordance with the policies and directions of the Prime Minister and the State Bank of Vietnam.

Furthermore, Agribank officially became a member of the National Cybersecurity Association (NCA) after fully meeting the stringent requirements for capabilities and security standards. Joining the NCA also provides Agribank with the opportunity to access the most advanced cybersecurity standards and processes currently available, enhancing the capabilities and effectiveness of the solutions and services it provides.

Agribank participated in and won first prize at the 2024 National Cybersecurity Exercise, organized for the first time by the Ministry of Public Security in coordination with the National Cybersecurity Association, with the theme: "Responding to and mitigating APT attacks on critical national security information systems".

The collaboration between Agribank and the Cyber ​​Security and High-Tech Crime Prevention Department is considered a significant step in strengthening the cybersecurity of Vietnam's banking system. Through this joint program, Agribank will enhance its ability to protect critical information technology systems; proactively prevent, detect, and handle crimes and violations of the law using high technology; and improve the effectiveness of coordination between the two agencies in protecting the security and safety of banking operations.
