In her opening remarks, Ms. Le Thi Viet Lam, Deputy Director of the International Cooperation Department ( Ministry of Science and Technology ), emphasized that the science and technology cooperation between Vietnam and Japan has been continuously strengthened and developed over the past time, becoming one of the important pillars of the comprehensive strategic partnership between the two countries.

In the context of the explosive growth of AI and digital technology , the partnership with Japan, a country with one of Asia's leading advanced science and technology sectors, helps Vietnam access new knowledge more quickly and expands cooperation opportunities in fields such as AI, big data and information and communication technology, semiconductor industry, and digital transformation.
Japan has been supporting Vietnam through joint research programs, training high-quality human resources, and technology transfer, contributing to enhancing competitiveness and deeper participation in the global technology value chain.

Overview of the Conference.
Currently, the two countries maintain many important cooperation frameworks and mechanisms, including the Joint Research Program on Science and Innovation in East Asia (e-ASIA JRP) and specialized activities in the fields of intellectual property, standards and quality measurement, information technology, and atomic energy.
In recent years, Vietnam, through its information and communication management agency, has joined the HAIP Friends of AI Group, a global initiative launched by Japan to promote the development and governance of AI in a transparent, responsible, and people-centered manner.
Vietnam's participation in HAIP demonstrates its strong commitment to working alongside the international community to build a secure AI ecosystem, promote innovation, and foster sustainable growth.
At the conference, experts, managers, research institutes, associations, and businesses from both countries shared experiences in building policy frameworks and governance models for safe and reliable AI; they also discussed new challenges arising from rapidly developing technology, requiring flexible, timely, and practical management mechanisms while ensuring safety, security, and ethics.
Both sides also proposed strengthening cooperation in AI research, standardization, and application in fields such as healthcare, manufacturing, transportation, education, and public services. The common goal is to form an AI innovation ecosystem between Vietnam and Japan, based on the philosophy of putting people and social benefits at the center.
