Vietnam – Japan share experience in building policies and deploying safe and reliable AI

On December 5, 2025 in Hanoi, the Ministry of Science and Technology (MOST) in collaboration with the Ministry of Internal Affairs and Communications of Japan organized the Conference "Sharing experiences in policy making and deployment of artificial intelligence (AI) between Vietnam and Japan". The event is part of the international cooperation plan for 2025 of the Ministry of Science and Technology and activities of the Hiroshima AI Initiative Friends Group (HAIP).

In her opening speech, Ms. Le Thi Viet Lam, Deputy Director of the Department of International Cooperation ( Ministry of Science and Technology ), emphasized that the science and technology cooperation between Vietnam and Japan has been continuously strengthened and developed over the past time, becoming one of the important pillars of the comprehensive strategic partnership between the two countries.

In the context of the strong explosion of AI and digital technology , the companionship of Japan, the country with the most advanced science and technology in Asia, helps Vietnam access new knowledge faster, while expanding the space for cooperation in fields such as AI, big data and information and communication technology, semiconductor industry, and digital transformation.

Japan has been supporting Vietnam through joint research programs, training high-quality human resources, and technology transfer, contributing to improving competitiveness and deeper participation in the global technology value chain.

Overview of the Conference.

Currently, the two countries maintain many important cooperation frameworks and mechanisms, including the East Asia Joint Science and Innovation Research Program (e-ASIA JRP) and specialized activities in the fields of intellectual property, quality measurement standards, information technology and atomic energy.

In recent years, Vietnam, through its information and communications authority, has joined the HAIP Group of Friends, a global initiative initiated by Japan to promote the development and governance of AI in a transparent, responsible and human-oriented manner.

Participating in HAIP demonstrates Vietnam's strong commitment to joining the international community in building a safe AI ecosystem, promoting innovation and sustainable growth.

At the conference, experts, managers, research institutes, associations and businesses from both countries shared their experiences in building a policy framework and a safe and reliable AI governance model; and discussed new challenges in the context of rapidly developing technology, requiring flexible, timely and practical management mechanisms while still ensuring safety, security and ethics.

The two sides also proposed to strengthen cooperation in research, standardization and application of AI in areas such as healthcare, manufacturing, transportation, education and public services. The common goal is to form an AI innovation ecosystem between Vietnam and Japan, based on the philosophy of putting people and social benefits at the center.

Building institutions, legal frameworks and AI governance policies is affirmed to be an urgent task, creating a foundation for the safe, responsible and transparent application of technology, towards a modern and humane governance, contributing to realizing the goal of rapid and sustainable development in the digital age.
