The Prime Minister has requested that measures be taken to manage air quality in Hanoi and Ho Chi Minh City.

(Dan Tri Newspaper) - The project to prevent subsidence, landslides, and saltwater intrusion in the Mekong Delta, as well as to address pollution and manage air quality in Hanoi and Ho Chi Minh City, has just received feedback from the Standing Committee of the Government.

On the afternoon of December 5th, Prime Minister Pham Minh Chinh chaired a meeting of the Standing Committee of the Government Party Committee and the Government's Standing Board to discuss the Project on preventing and combating subsidence, landslides, flooding, drought, and saltwater intrusion in the Mekong Delta; and the draft report to the Politburo on the results of addressing some outstanding issues (the flood control project of Ho Chi Minh City and other projects related to environmental protection and climate change).

The Ho Chi Minh City flood control project is one of the long-standing and problematic projects, and the Government has issued Resolution No. 212 to address the difficulties and obstacles. The project is currently being implemented actively, with no major issues requiring the Politburo's approval.

In addition, the Ministry of Agriculture and Environment has reviewed and compiled other projects related to the environment and climate change. The Prime Minister has also approved the National Action Plan on pollution remediation and air quality management for the period 2026-2030, with a vision to 2045.

Noting that agencies should finalize the content of the Report on Ho Chi Minh City's flood control project, the Prime Minister stated that there needs to be a nationwide directive and research into implementing projects to address pollution and manage air quality in key localities, primarily in Hanoi and Ho Chi Minh City.

In addition, according to government leaders, this matter needs to be reviewed. If mechanisms and policies already exist, they should be implemented within the scope of authority; if other mechanisms and policies not yet stipulated by law are needed, proposals should be submitted to the Politburo.

Regarding the Project on preventing and combating land subsidence, landslides, flooding, drought, and saltwater intrusion in the Mekong Delta, the Prime Minister emphasized that this is the most fertile delta region in the country but is facing many major problems such as land subsidence, riverbank and coastal erosion, flooding, drought, and saltwater intrusion.


This is a very important issue, related to the livelihoods and lives of people in the Mekong Delta, which accounts for 12.8% of the country's land area, nearly 18% of its population, and contributes 95% of the country's rice exports, 60% of its seafood exports, and 65% of its fruit exports.

According to the Prime Minister, the guiding principle for developing the Project is to have solutions that are "in harmony with nature," adapting flexibly and effectively to climate change, while also having more comprehensive, fundamental solutions to the problems of land subsidence, riverbank and coastal erosion, flooding, drought, and saltwater intrusion.

In particular, the government leaders requested a review, development, amendment, and supplementation of mechanisms and policies to secure the resources needed to implement the tasks and solutions.

In particular, he emphasized the importance of mobilizing the participation of the people, businesses, and non-budgetary resources to implement projects with a spirit of harmonizing interests between the State, the people, and businesses, such as public-private partnerships, BT, BOT, loans, etc., with at least 35% of resources coming from non-state sources.

The Prime Minister also noted several solutions such as implementing science and technology programs and projects; relocating residents, planting and protecting mangrove forests and coastal protection forests; adjusting and transforming production to limit the lowering of water levels in canals and groundwater in freshwater areas, thereby overcoming subsidence; and researching a roadmap to reduce groundwater exploitation...

According to the Prime Minister, the issues facing the Mekong Delta are all very significant, requiring prioritization and the involvement of various ministries and sectors, especially those directly involved such as the Ministry of Construction, the Ministry of Finance, and the Ministry of Science and Technology…

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to continue directing the Party Committee of the Ministry of Agriculture and Environment to finalize the project, and for the Ministry of Finance to provide input and review and balance the financial resources, state budget, and methods of mobilizing resources to implement the goals, tasks, and solutions of the Project after the Politburo's conclusion.
