
Improving the quality of operations of public administrative service centers: Lesson 1: Proactively building the apparatus and decentralizing implementation
After nearly 5 months of implementing the two-level local government model, with the strong direction of the Provincial Party Committee and the Provincial People's Committee in promoting decentralization and delegation of authority to implement administrative procedures (AP), it has contributed to improving the quality of service for people and businesses. The initial results at the public administration service centers (PVHCC) in the area show that the model is promoting practical effectiveness, aiming to build a "service government" close to the people, for the people.

In addition to the achieved results, the actual operation of the public administrative service centers of communes and wards and the implementation of decentralization of administrative procedures in Lao Cai still have some difficulties and problems, such as the lack of IT staff, unsynchronized technology infrastructure and public service software, causing the processing of documents to not meet the requirements.
