“Doing paperwork makes me feel… happy”
In the morning, Ms. Tran Thi Thu Hien, residing in Hiep Hoa hamlet, entered the Vinh Binh Commune Public Administration Service Center with a somewhat worried mind. Previously, every time she went to do paperwork, she often spent a lot of time, having to ask back and forth because she did not know the procedures. “Now there is a kiosk to get a number, the reception staff gives proper instructions. The procedures are quick and easy… Doing paperwork is no longer a hassle,” Ms. Hien said. Compared to before, the distance she had to travel has also been reduced by more than half thanks to the center being consolidated into a single location.
Not only Ms. Hien, many people from Vinh Binh commune who come here have the same feeling that the process is clearer, the service attitude is friendlier, and the work is resolved sooner. That is also the goal that the center's staff always aim for.
Civil servant Bui Thanh Phuong said that every day from 4:30 pm onwards, officials try to process all the documents, not leaving any backlog. When he sees people arriving late, he still stays to wait to receive them. “When people ask questions, I have to smile and create a good impression. I guide them until they understand. I also try to fill in the supplementary form so that people don’t have to go back and forth multiple times,” Phuong said.

In Vinh Binh commune, a fairly effective coordination model is applied: the hamlet chief understands the procedures in advance and then discusses them with the center staff to guide the people. Thanks to this, many people who come to apply for the first time already know what they need to prepare, saving a significant amount of time.
Behind the satisfaction of the people are the stressful working days of the team of 8 officials and civil servants of the center. Civil servant Vo Quoc Le said that there were days when "the files were finished by 11am, and in the afternoon it was almost 5pm". His house is 15km from the office, he left for work at 6am and returned after 5pm.
Previously, Mr. Vo Quoc Le worked at the old Vinh Binh Bac Commune Party Committee. When he moved to the Public Administration Service Center, he said he was quite confused at first. “Some people were upset, so I had to explain. Administrative work is now also associated with digital transformation, searching for documents, continuous training... so everyone tries to improve to meet the requirements,” Mr. Le said.

Do not let the files pile up
Comrade Nguyen Thanh Khoa, Vice Chairman of the Commune People's Committee and Director of the Public Administration Service Center, said: "Every day, the center receives 50 to 60 applications. Any application that meets the requirements will be processed in one session. Commune leaders strictly follow the instructions of the people to sign the application immediately, not to let it accumulate."
Even when the leaders of the Commune People's Committee are busy with meetings, the staff must bring the documents into the meeting room to sign, ensuring that they are not late. Thanks to this initiative, from July 1st to now, 100% of the documents have been resolved on time and before the deadline, most of which have achieved the dark green level - an excellent rating in the province's administrative reform monitoring system.
However, difficulties still exist, comrade Nguyen Thanh Khoa said: “The software system sometimes has errors, especially in the fee collection stage; or the 5-step file is easy to make mistakes when transferring. However, young staff with IT skills can fix it very quickly. To promptly resolve difficulties, at the beginning of each working hour, the center's leaders consult, share real-life situations, and people's feedback to agree on a solution.”

Vinh Binh Commune Administrative Service Center has arranged mobile charging points, creating convenience for people coming to do procedures.
Comrade Vo Thanh Xuan, Standing Deputy Secretary of the Party Committee, Chairman of the People's Council of Vinh Binh Commune, said that the Party Committee of the Commune leads and directs the agencies, departments and branches of the Commune to thoroughly grasp the spirit of cadres to be enthusiastic, improve professional knowledge, standardize processes with QR codes, and number-taking kiosks to help people more conveniently. All work with the motto of finishing work, not finishing hours.
“The staff go to work on time, are self-disciplined, and very responsible. Before the center started operating, we thoroughly explained the working style and attitude, so the people responded very positively,” said comrade Vo Thanh Xuan.
In the context of administrative reform that increasingly requires professionalism, transparency and dedication, the efforts of the Vinh Binh Commune Public Administration Service Center show a right direction: Putting people's satisfaction first, based on a modern process, sense of responsibility and love for the job of each staff member.
As people are better served, as each procedure is resolved more quickly, the administrative gap that used to be a concern has gradually narrowed in Vinh Binh.
