Dien Bien promotes the application of "Make in Vietnam" digital technology in developing the digital economy in the Northwest region

In the context of digital transformation and digital economy being identified as one of the important driving forces of growth, on December 3, 2025 in Dien Bien Phu city, the Ministry of Science and Technology (MOST) in coordination with the People's Committee of Dien Bien province organized a workshop on trade promotion, investment, and promotion of digital technology products "Make in Vietnam" to promote digital economic development and digital transformation for businesses in the Northwest region.

The workshop was attended by more than 300 delegates from ministries, branches, localities, institutes, experts, technology enterprises and innovation support organizations and was considered one of the key activities, having a direct impact on the digital transformation process of the northern mountainous provinces.

"Make in Vietnam" digital solution for the Northwest to break through

Speaking at the opening of the workshop, Deputy Minister of Science and Technology Bui Hoang Phuong emphasized that the Northwest region is a land rich in historical and cultural traditions, has a strategic position in terms of national defense and security, and possesses great potential in specialty agriculture, forestry, renewable energy, eco-tourism, cultural tourism, border gate economy and border trade. However, in the Northwest region, small and medium enterprises account for the majority, information technology infrastructure is limited, attracting high-quality human resources is difficult, making digital transformation in this region face many challenges.

According to Deputy Minister Bui Hoang Phuong, Dien Bien and the Northwestern provinces currently possess a rich ecosystem of endemic agricultural and forestry products, such as Shan Tuyet tea, Muong Ang coffee, Seng Cu rice, macadamia, cinnamon and many precious medicinal herbs. These are products of high economic value, imbued with the identity of the highlands, associated with the cultural stories, history and community life of the Northwestern ethnic groups - values ​​that are increasingly valued by the modern market. When supported by traceability platforms, digital certification, smart agricultural solutions and digital distribution channels, these specialties can completely build a solid brand in the domestic and international markets.

Deputy Minister Bui Hoang Phuong pointed out that, with its characteristics in agriculture , tourism and border economy, the Northwest can completely become a "model application area" for "Make in Vietnam" digital technology platforms and solutions, such as: Origin tracing system and digital certification for agricultural products and medicinal herbs; solutions for managing raw material areas using data and sensors; smart tourism platform, digital map of historical and cultural relics and scenic spots.

If taking advantage of digital transformation opportunities and developing the digital economy associated with science, technology and innovation, the Northwest will have a "golden opportunity" to shorten the development gap compared to other regions.

The Deputy Minister emphasized that digital transformation is only truly effective when it does not stop at a few areas such as agriculture or tourism, but must spread to all sectors, fields, state management agencies, businesses and people. That requires each locality, first of all the leader, to have an understanding of digital transformation, have high political determination, a real desire to bring digital technology into leadership and management activities, dare to change old processes, move to the digital environment to improve efficiency, save time, costs and effort for both the apparatus and the people.

The Deputy Minister said that the conference held in Dien Bien also originated from the very practical proposal and "order" of the provincial leaders, with the goal of solving specific "problems" that digital technology and digital transformation can directly bring benefits to people and businesses. In recent times, the Department of Science and Technology of Dien Bien has been one of the proactive, determined and active units coordinating with the Ministry of Science and Technology to submit to the Prime Minister many projects, plans and tasks to implement Resolution No. 57 of the Politburo, focusing on key issues serving the socio-economic development of the province.

From that reality, Deputy Minister Bui Hoang Phuong suggested that digital technology enterprises and functional units of the Ministry of Science and Technology continue to accompany and closely coordinate with the Department of Science and Technology of Dien Bien and agencies and units in the area in building and deploying technological solutions not only in the fields of agriculture and tourism but in all areas of economic and social life.

Affirming that science, technology, innovation and digital technology are "not a distant story in the laboratory", Deputy Minister Bui Hoang Phuong emphasized that this is a direct driving force for socio-economic development and improving the quality of people's lives. Accordingly, the more difficulties the Northwest has, the more it needs to seize the opportunities of the digital age to break through. The Ministry of Science and Technology is committed to accompanying and supporting the Northwest region in the process of promoting socio-economic development associated with the application of science, technology and digital transformation.

In that spirit, the Deputy Minister called on ministries, branches, localities, business communities, research institutes, universities, experts and digital technology enterprises "Make in Vietnam" to join hands, turning the commitments and orientations at the workshop into specific, effective and sustainable programs and projects.

Dien Bien "orders" digital solutions for agriculture, tourism and public services

Speaking at the workshop, Vice Chairman of Dien Bien Provincial People's Committee Nguyen Minh Phu emphasized that, in response to the urgent requirements of the country's industrialization and modernization process, the Party has issued many major policies on science, technology and digital transformation, in which Resolution No. 52-NQ/TW on proactively participating in the Fourth Industrial Revolution and Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation have created strategic orientations for ministries, branches and localities to strongly implement this work.

Thoroughly grasping that spirit, Dien Bien and the provinces in the Northwest region determined that the application of science and technology, innovation and digital transformation is not only a key task for socio-economic development, but also an important solution to help overcome difficult natural conditions, narrow geographical gaps, improve competitiveness and create new development momentum. Mr. Nguyen Minh Phu emphasized, "Only when digital technology is brought into reality in social life, becoming an effective support tool for people and businesses, will digital transformation truly promote its value and create strong, sustainable changes".

The Provincial People's Committee leader said that the need to promote innovation and digital transformation is becoming increasingly urgent, in which the need for digital transformation in Dien Bien is clearly emerging in a number of key areas:

The first is the agricultural sector. With advantages in land, climate, many raw material areas of tens of thousands of hectares such as macadamia, coffee, rubber and 138 typical OCOP products. However, these products still need strong support to increase value and expand the market. The province is in great need of "Make in Vietnam" technology solutions to serve traceability, supply chain management, quality forecasting, especially tools for measuring and assessing carbon credits - a new direction in line with the trend of green and sustainable agricultural development.

The second is the tourism sector. With the goal of welcoming over 1.45 million visitors in 2025, Dien Bien tourism is on the rise but needs a strong breakthrough in technology. The province expects virtual reality and augmented reality solutions to vividly recreate the historical value of the Dien Bien Phu Battlefield; smart tourism platforms, centralized data systems, search tools, and online service booking to help people, businesses, and tourists access information conveniently, improving service quality and experience.

From that reality and need, the Vice Chairman of Dien Bien Provincial People's Committee made a number of recommendations to relevant parties:

Regarding the Ministry of Science and Technology, Dien Bien province expressed its desire to continue receiving support in connecting experts, research organizations, and reputable technology enterprises; support in building brands and protecting intellectual property for key products; and guidance on applying new technology models suitable for highland conditions.

For the technology business community, Dien Bien province commits to creating all favorable conditions in terms of mechanisms and policies to deploy technology products and solutions in the area, and at the same time expects businesses to provide solutions that are suitable for the terrain, easy to deploy, reasonable in cost, and bring real efficiency to people and businesses.

For the Departments, branches and localities in the province, the leaders of the People's Committee of Dien Bien province requested to focus on listening and actively discussing at the workshop; after the event, it is necessary to proactively research, advise and propose specific solutions; boldly apply products and technological solutions to management and production practices, thereby creating clear changes in each field and each locality.

Strengthening cooperation and building a digital economic ecosystem in the Northwest region

An important highlight of the workshop was the announcement and awarding of Geographical Indication Certificates for three products: Shan Tuyet tea, Shan Tuyet Pu-erh tea and Dien Bien coffee. The registration and protection of geographical indications is expected to open up new opportunities for key products of Dien Bien province, creating a foundation for building regional agricultural product brands in domestic and international markets, especially when combined with digital solutions in quality management, traceability and online promotion.

Along with that, 20 sets of STEM equipment were donated to schools in the area to increase access to science and technology, stimulate students' creative thinking, and contribute to preparing digital human resources for the future.

At the workshop, many cooperation agreements were signed between functional units of the Ministry of Science and Technology, digital technology enterprises and localities, focusing on contents such as digital capacity training for small and medium enterprises; coordination of communication on science, technology, innovation and digital transformation between the Department of Information Technology Industry, the Center for Science and Technology Communication, Vnexpress Newspaper with the Department of Science and Technology and the Department of Culture, Sports and Tourism of Dien Bien province; support digital technology enterprises to develop "Make in Vietnam" products to serve localities; build a cooperation program between state management agencies and northern provinces to promote the digital technology industry until 2030. These agreements are considered to create a long-term cooperation framework, contributing to the formation and development of an innovation ecosystem in the Northwest region.

In the morning session, delegates, experts and technology enterprises shared many practical solutions and models suitable for the conditions of the Northwest. Notable examples include the CheckVN traceability platform serving the quality control of agricultural products, especially for highland specialty products; the VDAPES digital agricultural ecosystem supporting the entire chain from cultivation, crop management to product consumption; and solutions applying artificial intelligence in rice cultivation to reduce greenhouse gas emissions.

Many digital cooperative models, e-commerce platforms for agricultural products, and smart tourism management systems such as vTravel were also introduced, attracting the attention of localities thanks to their high feasibility and ability to be deployed right at the grassroots level.

Representatives of VNPT, Hanoi University of Science and Technology and several other technology enterprises presented solutions on open data, data analysis, AI camera systems, digital transformation in education and healthcare, which are areas of particular importance for mountainous areas where infrastructure is limited but the need for access to high-quality services is increasing.

Experts say that bringing the "Make in Vietnam" solution to the Northwest not only supports people and businesses in the highlands but also helps Vietnamese technology enterprises expand their markets and perfect their products in special conditions. In return, localities will benefit from optimized solutions with reasonable costs but high efficiency, contributing to the digitalization of production, agriculture, tourism and public management processes, thereby improving competitiveness, attracting investment and promoting sustainable growth.

The event is not only a place to introduce technological solutions but also a forum for parties to share experiences, policy orientations, identify specific needs of mountainous areas, thereby building specific, effective and sustainable programs and projects, towards the goal of building a digital economy, digital society and digital government in the Northwest region in the coming time.
