According to the proposal, the investment project to build a road and bridge connecting Can Gio - Vung Tau under the PPP method (BT Contract), the investor is Vingroup Corporation - Joint Stock Company.
The project starts at Bien Dong 2 Street - Can Gio coastal urban area (old Can Gio district, Ho Chi Minh City), and ends at the planned Mai Sao - Ben Dinh road intersecting with 30-4 Street (old Vung Tau).
The total investment is expected to be 104,410 billion VND (including interest during construction), 100% mobilized by the investor . No public investment capital will be used (the State will pay by corresponding land fund). The expected construction start date is the first quarter of 2027 and completion date is the first quarter of 2032.
Regarding the reason for the project, the report stated that the coastal areas of Can Gio and Long Son - Vung Tau have great potential for eco- tourism , industry - seaports and logistics. However, there is no direct connection between the two areas, people and businesses must go through National Highway 51 or the Can Gio - Vung Tau ferry, which takes 90-120 minutes.
The construction of this project is a direct connection axis between Ho Chi Minh City and Vung Tau, contributing to shortening travel time, developing Can Gio Beach Tourist Area and Long Son Industrial Park.
At the same time, it increases the exploitation capacity of Cai Mep - Thi Vai port cluster, reduces pressure on National Highway 51 and Road 965... Therefore, early investment in the project is urgent and in line with the development orientation of the Southeast region.

The route is designed with 6 lanes for motor vehicles, meeting current and future traffic forecasts. The total research length is more than 14km.
Specific items include a 3,100m sea tunnel, a 7,969m sea bridge (Can Gio side 5,302m and Vung Tau side 2,667m), planned clearance of 55m. Approach road section 2,991m (Can Gio 1,114m, Vung Tau 1,877m).
The tunnel is 35.1m wide, including the road, 3m escape route and wall structure, tunnel shell. The approach road is 35.5m wide. The project requires about 137.5ha of land, water surface area and filling materials will be determined further.
Design speed 80km/h for roads and 60km/h for bridges.
Vingroup Corporation proposed the Ho Chi Minh City People's Committee to approve the project's pre-feasibility study report. Approval of the investment policy under the PPP method - BT contract.
At the same time, allow the application of investor selection in special cases. Allow the use of land funds for payment according to regulations.
Can Gio is becoming an infrastructure center
When the Can Gio - Vung Tau sea tunnel and bridge are completed, the Can Gio bridge, along with the Ben Thanh - Can Gio high-speed railway, will create a continuous traffic infrastructure axis from the center of Ho Chi Minh City to Can Gio and the old Vung Tau, helping people travel more conveniently and promoting economic, social and tourism development.
