Promoting comprehensive strategic partnership in education , science and technology
In the context of the comprehensive strategic partnership between Vietnam and the Russian Federation continuing to develop, cooperation between the two countries in the field of science and technology is increasingly expanding and deepening. During General Secretary To Lam 's visit to the Russian Federation in May 2025, the leaders of the two States issued a Joint Statement, affirming "support for the strategic nature of cooperation in education - training, science and technology and innovation" and choosing 2026 as the "Year of exchange in education, science and technology between Vietnam and the Russian Federation".
At the meeting, Deputy Minister of Science and Technology of Vietnam Le Xuan Dinh emphasized that Vietnam identifies science, technology and innovation as an important driving force to develop modern production forces, contributing to the implementation of Vietnam's specific goals in the coming period.
The Deputy Minister said that for Vietnam's development orientation for the period 2021 - 2030 and vision to 2045, the Vietnamese Government places high expectations on the fundamental role of science, technology and innovation, considering it a "strategic breakthrough" and a "main driving force" to create a breakthrough in productivity, quality, efficiency and competitiveness of the economy. At the same time, he emphasized the viewpoint of "Fast and sustainable development based mainly on science and technology, innovation and digital transformation", improving the potential and level of domestic science and technology to be able to deploy new scientific research and technology development directions, focusing on developing priority technologies with high applicability, such as: Digital technology, information, biology, artificial intelligence, mechatronics, automation, biomedical electronics, energy, and environment.
To concretize these goals, Vietnam signed and issued Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in the development of national science and technology, innovation and digital transformation.

Implementing Resolution No. 57-NQ/TW, making science and technology and innovation the pillar of economic development, Vietnam attaches importance to close cooperation in education, science and technology with countries around the world, especially with the Russian Federation, a country with a comprehensive strategic partnership with Vietnam.
On the Russian side, Mr. Mogilevsky Konstantin Ilyich, Deputy Minister of Science and Higher Education of the Russian Federation, highly appreciated the results of cooperation in recent times. Accordingly, the fields of biology, ecology, chemistry and materials science continue to achieve many remarkable results.
Vietnam - Russia Tropical Science and Technology Research Center, with 57 organizations continues to play a key role, has embarked on a new five-year research program. In 2025, two major voyages were made on the ships "Academy Oparin" and "Academy Lavrentiev".
To enhance research capacity, in May 2025, the Tropical Center was handed over the research vessel "Professor Gagarinsky", helping to expand the possibility of scientific cooperation in Vietnam's waters.

In the field of education, the Russian Federation currently receives more than 3,300 Vietnamese students, of which 1,000 scholarships are maintained annually, one of the highest levels for Vietnam. Academic exchange and internship activities between universities of the two countries have increased sharply, contributing to the modern inter-school cooperation model.
Priority orientation for cooperation in the coming time
Over the past 10 years, 5 Committee Meetings have been held, bringing about encouraging results in educational, scientific and technological cooperation between the two countries. The 6th Meeting fully reflects the key cooperation directions between the two sides.
At the meeting, Deputy Minister Le Xuan Dinh proposed a number of cooperation orientations for the coming time, including calling for the selection of joint research projects in 2025, with priority given to 11 strategic technology groups approved by the Vietnamese Government.
Vietnam wishes to increase the exchange, cooperation and transfer of new technologies in the areas of strength of the Russian Federation, such as materials technology (advanced materials, including metals, polymers and high-tech materials); new energy, environmentally friendly energy and resource saving; information and telecommunications technology, nanotechnology, automation and machine manufacturing, artificial intelligence technology.
In the field of innovation, the Ministry of Science and Technology proposed to support Vietnamese startups and business incubators, through Vietnam providing basic information of startups and startup business incubators operating in Vietnam to the Russian Federation and the Russian Federation evaluating potential projects that can develop products to serve the needs of both countries, on the basis of receiving support in technology, technological know-how is the strength of the Russian Federation; Introducing the corresponding unit of the Russian Federation to cooperate with the National Center for Creative Startup Support (NSSC) under the Ministry of Science and Technology; Promoting mutual participation in startup events of the two countries; on the Vietnamese side is the Techfest Vietnam event (Vietnam's largest event gathering the entire Vietnamese startup ecosystem with the participation of many senior leaders) held annually at the end of the year.
Regarding support for Vietnamese enterprises in technological innovation, Deputy Minister Le Xuan Dinh suggested that the Russian side consider introducing to the Vietnam Technology Innovation Fund under the Ministry of Science and Technology a partner unit of the Russian Federation with similar functions to the Fund to learn and share experiences, and establish cooperative relations on funding and support activities for enterprises in technological innovation.
In the field of nuclear energy, Vietnam proposed that Russia support the development of nuclear infrastructure, training of human resources for Vietnam's nuclear industry, and strengthen coordination in organizing training for Vietnamese experts according to advanced training programs in the field of nuclear energy, including in the fields of state management, radiation and nuclear safety; Organize training/internship courses for Vietnamese officials at leading Russian specialized units in the field of nuclear energy; Promote information and propaganda activities in the field of nuclear energy, contributing to promoting the project of the Center for Nuclear Science and Technology Research in Dong Nai (CNST); Cooperate in the fields of basic research, particle physics, cosmic ray physics, and accelerators.
Representatives of the two sides also reported on the results achieved since the last meeting of the Committee in September 2024 in the fields of science, technology and innovation, exchange of scientific human resources; and education.
The two sides agreed to actively implement the agreements reached, aiming for breakthrough developments in cooperation in education, science and technology and innovation.
Within the framework of the Meeting, the two sides signed the Minutes of the 6th Meeting of the Vietnam - Russia Education, Science and Technology Cooperation Committee. At the same time, the two sides exchanged cooperation agreements signed between organizations of the Russian Federation and Vietnam, including: Memorandum of Understanding between St. Petersburg State University and Hanoi National University; Protocol on Student Exchange between St. Petersburg State University and Hanoi National University; Agreement on academic and scientific exchange between St. Petersburg State University and Hanoi National University; Memorandum of Understanding on cooperation in the field of Geodesy and Cartography between Moscow State University and the Vietnam Department of Geodesy, Cartography and Geoinformatics, under the Ministry of Agriculture and Environment of Vietnam.

The meeting took place in the context of Vietnam and the Russian Federation celebrating the 75th anniversary of the establishment of diplomatic relations (1950 - 2025), towards the 15th anniversary of the comprehensive strategic partnership and the 35th anniversary of the signing of the Vietnam - Russian Federation Intergovernmental Agreement on scientific and technological cooperation. This is an important basis for the two countries to continue expanding cooperation in education, science and technology, meeting the new development requirements of each country.
