City leaders inspect operations at the Public Administration Service Center of Phong Dinh Ward

In Phong Quang ward, the CQDP2C model has shown early effectiveness. The apparatus has been reorganized to be more streamlined, and the people's mastery has been promoted more clearly. In the third quarter of 2025, the ward received more than 2,300 citizens, processed over 93% of the records on time, and nearly 100% of the records were digitized. Administrative reform has been promoted, and people are more satisfied with the new way of working. Although the new model has only just been put into operation, the ward's socio -economy continues to develop, with nearly 70,000 tourists, revenue of more than 20 billion VND; agriculture is stable, rice yield reaches 43.7 quintals/ha, aquatic product output 335 tons.

Mr. Nguyen Tuan Anh, Party Secretary and Chairman of the People's Council of Phong Quang Ward affirmed: "Although we have just gone through the initial stage of organizational arrangement, the apparatus has not been interrupted but has operated more flexibly and effectively than before."

In Dan Dien commune, the new government model has also brought about remarkable results. The Commune Public Administration Service Center has received and processed more than 3,200 files, with a timely completion rate of 98.8%. If there were no problems connecting the whole city, the result could have reached 100%. Dan Dien's socio-economic situation is stable, and farm models in the sand dunes are encouraged to develop...

Mr. Le Ngoc Duc, Party Secretary and Chairman of the People's Council of Dan Dien commune informed: "The results of the first months of operating the CQDP2C apparatus show the unity and determination of the entire political system. Most importantly, people are served faster and officials are more aware of their public service responsibilities."

According to Member of Standing Committee, Head of the Organizing Committee of the City Party Committee Phan Xuan Toan, after 4 months of implementation, localities have basically completed the arrangement of organization and personnel, without any interruption of work. Administrative reform has clearly changed, the rate of on-time records reached over 95%, almost all records were digitized. Operational efficiency, spirit of being close to the people, serving the people have been improved.

Mr. Phan Ngach, a resident of Thuan An ward, shared that when he came to resolve administrative procedures at the Public Administration Service Center, he was guided enthusiastically by the staff, the procedures were clear, and he did not have to go back and forth many times like before. The documents were received and the results were returned on time, so he was very satisfied with the new, professional and closer-to-the-people way of working.

Continue to improve the organization and enhance the effectiveness of the facilities.

After 4 months of operating the CQDP2C model, some communes and wards lack specialized human resources; decentralization is strong but lacks specific guidance, causing confusion in coordination. After the merger, many concurrent positions are under pressure, requiring early policies to ensure the rights and effectiveness of the new apparatus.

Mr. Vo Le Nhat, Secretary of the Phu Xuan Ward Party Committee, said that it is necessary to soon assign official staff to the locality, and reasonably allocate between the Party and the government to balance human resources, avoiding excess and shortage. Mr. Nhat suggested perfecting specialized departments, because there is currently a situation where cadres are transferred to many agencies, which can easily overlap and lack expertise. It is necessary to soon issue specific regulations on standards, staffing and job positions at the commune and ward levels to have a basis for arranging and training cadres; at the same time, it is necessary to amend regulations on decentralization of management, clearly assigning tasks and powers to promote the role of organizations in the grassroots political system.

Many localities reported that after the merger, the area expanded, the workload was large but the staff was few, many were new and inexperienced, especially in the field of urban management. It is necessary to increase the staff appropriately, at the same time promote training in professional skills and urban management to meet new development requirements.

According to the Head of the City Party Committee's Organization Committee, Phan Xuan Toan, in order to overcome difficulties, in the coming time, it is necessary to complete the CQDP2C model, review functions and tasks, avoid overlap, and clarify people and tasks. At the same time, promote digital transformation, build a shared database, promote e-government and smart cities, towards "digital government serving the people". Focus on training staff, especially digital skills, modern administrative management; arrange the right people for the right job. Promote the role of leaders, link task performance results with staff evaluation; strengthen inspection and strictly handle cases of stagnation and formality. Promote administrative reform associated with building a civil service culture, improving ethics and spirit of serving the people.

At the ceremony to hand over the decision to appoint the Secretary of the Hue City Party Committee in mid-October 2025, Politburo member and Head of the Central Organization Committee Le Minh Hung said: The General Secretary has directed to concentrate resources in the direction of 30% serving the Public Administration Center, 70% for managing socio-economic development. This allocation, if the grassroots apparatus is not strong and of good quality, will make it very difficult to complete the set goals.

Head of the Central Organizing Committee Le Minh Hung emphasized that in the initial stage of operating the CQDP2C apparatus, it is inevitable that the staff will be inappropriately arranged. When the apparatus has gradually stabilized, adjusting and reallocating staff is necessary to ensure smooth operations. Therefore, Hue City needs to review and re-evaluate the quality of the team, make reasonable arrangements between units, including sending city-level staff to the grassroots level to enhance practical capacity, meeting the requirements in the new stage.
