| People with disabilities need to be supported and facilitated to live equally, safely and to maximize their potential. |
From willpower to sustainable livelihood
One of the typical examples of perseverance is Ms. Nguyen Thi Ha, owner of Thanh Ha Hand Embroidery Workshop (Thanh Thuy Ward). Despite her “disabled” hands, she still diligently creates vivid embroidery paintings and also teaches the craft to many young people to preserve the traditional craft. She is a former student of the lace embroidery course at the Vocational Training and Employment Center for the Disabled in the city.
In 2025, the Vocational Training and Employment Center for the Disabled organized 8 vocational training courses for students in difficult circumstances, including: industrial sewing, fine art carpentry, embroidery, civil electricity, motorbike repair, hair cutting - makeup and career guidance. In addition to training, the Center also operates 3 production workshops to create jobs for students after the course, helping to improve skills and generate income with a total revenue of more than 460 million VND in 2025.
According to the city’s Department of Health , the entire area currently has 36,048 people with disabilities in various forms. Of these, 28,000 people are receiving monthly allowances. Many policies have been implemented in recent years, becoming a solid foundation to help people with disabilities rise up, integrate and assert their own abilities.
In 2025, the Association of the Disabled - Support for the Disabled and Orphans of the City (abbreviated as the City Association) mobilized more than 5.8 billion VND to support healthcare, education , improve living conditions and develop livelihoods for the disabled. At the same time, the City Association also connected resources to help people affected by floods in October - November 2025 with a total budget of nearly 2.1 billion VND.
Promoting an inclusive society
Not only in the field of social assistance, associations also play an important role in connecting resources, creating a common living environment and protecting the rights of people with disabilities, contributing to helping them become more confident when participating in community activities. In 2025, the City Association organized 9 training courses to improve the capacity of 460 association officials, members and people with disabilities in localities on life skills and preventing cyber fraud related to people with disabilities in the units.
Understanding the mobility and livelihood needs of PWDs, the City Association received 520 wheelchairs from the "Humanitarian Wheelchair Distribution Program" sponsored by the organization Giving It Back To Kids (GIBTK - USA), promptly assembled and distributed 86 wheelchairs and 2 wheelchairs to PWDs in need in the localities.
Sports activities are also an area of interest, because they not only help people with disabilities improve their health but also spread a positive lifestyle. In September and October, the city's Sports Delegation for People with Disabilities achieved 1 Gold Medal and 3 Bronze Medals in Swimming; 3 Bronze Medals in Team Chess; 2 Bronze Medals in Running and 1 Bronze Medal in Long Jump at the National Championships for Swimming and Chess for People with Disabilities in Ho Chi Minh City and the National Championships for Athletics for People with Disabilities in Da Lat.
Sharing at the discussion in response to the International Day of Persons with Disabilities (December 3), Mr. Dinh Man, Chairman of the Association for Persons with Disabilities - Sponsoring Persons with Disabilities and Orphans of the City, emphasized that integration starts with very simple things: A path for wheelchair users, a suitable lecture for hearing-impaired students, or simply an attitude of respect and listening, those things, when expanded into changes in policies and laws, will create a strong and humane community.
At the seminar, the Association also called on the whole society to continue to break down physical, social, economic and attitudinal barriers; and at the same time promote the integration of disability issues into national and global development programs, especially the Sustainable Development Goals (SDGs). In Vietnam, this spirit has been demonstrated through many policies to increase access to education, health care, employment and social services for people with disabilities - small but sustainable steps towards a society where "no one is left behind".
Mr. Ho Quang Minh, Head of the Social Protection Department (Department of Health) acknowledged the effectiveness of the support programs and affirmed: "In addition to the State's policies, the efforts of PWDs themselves play a leading important role."
Building an inclusive society not only expands opportunities for people with disabilities but also contributes to creating a progressive, humane and sustainable community for everyone.
