Speaking at the opening of the conference, Secretary of the City Party Committee Nguyen Dinh Trung emphasized: After 5 months of implementing the 2-level local government model, the political system apparatus has been basically improved and its operations have become increasingly orderly. Specialized agencies and departments have been clearly assigned people, tasks and responsibilities; the functions and tasks of each unit have been implemented more fully and effectively.

Coordination between commune and ward levels with city levels is closer, thereby helping to promptly handle issues arising in State management and task implementation at the grassroots level.

However, Secretary of the City Party Committee Nguyen Dinh Trung also pointed out many difficulties and problems that the staff and civil servants at the commune and ward levels are facing. Some new tasks have arisen and need to be resolved soon to improve the overall efficiency of the political system.

Chairman of the City People's Committee Nguyen Khac Toan opened the discussion session.

“This conference has a wide scope, aiming to summarize and comprehensively evaluate the operation of the two-level local government; thereby identifying limitations and proposing solutions to overcome them,” emphasized Secretary of the City Party Committee Nguyen Dinh Trung.

At the conference, Director of the Department of Home Affairs Nguyen Van Manh presented a report evaluating the initial results of the model implementation.

Accordingly, from July 1, 2025, the City People's Committee has reorganized the professional agencies, reducing them to 14 units (reducing 6 agencies), corresponding to a 30% reduction in staff and 20% reduction in the number of city-level departments. The arrangement of 133 commune-level administrative units into 40 new units (21 wards, 19 communes) was implemented in accordance with regulations; policies and regimes for affected cadres were promptly resolved.

The arrangement of staff and civil servants at the commune level is carried out in accordance with regulations and in accordance with their expertise; digital transformation is strongly invested in: 100% of state agencies from city to commune level are granted digital signatures; 100% of villages and hamlets have mobile and fixed broadband coverage. 95.9% of applications submitted online are submitted online, showing a clear change in the digitization of documents and the process of handling administrative procedures.

Opening the discussion, Chairman of the City People's Committee Nguyen Khac Toan asked departments and localities to frankly assess the difficulties in the implementation process, in order to propose feasible and practical solutions. The City Party Committee and People's Committee will synthesize and make recommendations to the Central Government and the Government to continue perfecting the 2-level local government model.

During the discussion, departments and localities frankly pointed out difficulties and problems and proposed recommendations related to human resources, facilities, equipment, etc.

Local leaders speak at the conference

Concluding the conference, Secretary of the City Party Committee Nguyen Dinh Trung assessed that recently, the City People's Committee has been very close, regularly grasped the situation and promptly directed, handled and removed obstacles to deploy the 2-level local government model smoothly and effectively.

The City Party Secretary acknowledged the results achieved after more than 5 months of implementing the 2-level local government model. The City People's Committee and communes and wards have implemented the model, and the initial model is basically operating smoothly and stably.

Continuing to promote the achieved results, in the coming time, comrade Nguyen Dinh Trung suggested that the Party Committee, government, leaders and heads need to continue to promote propaganda, high consensus among cadres, civil servants and party members; strengthen people's trust in the process of operating the 2-level local government. At the same time, seriously and effectively implement the conclusions, regulations and instructions of the Central and City Party Committee; carefully study the documents to be proactive and flexible in the process of management and direction.

Localities need to continue to improve the organizational structure; review and arrange staff appropriately to ensure work requirements. Must be proactive and creative in operating activities under the authority of the commune level; increase going to the grassroots to proactively grasp the situation and resolve difficulties and problems in residential areas.

For departments, branches and specialized agencies, strengthen training for the grassroots, provide specific instructions in the direction of hand-holding to ensure smooth communication from the Central Government, and the grassroots promptly resolve administrative procedures for people and businesses. Pay attention to promoting administrative reform, digital transformation, maintaining and sustaining indicators.
