Local civil servants and public employees are arranged to rent public housing if they commute 10-30km to work.

On December 3, Deputy Prime Minister Tran Hong Ha signed Decision No. 45/2025/QD-TTg of the Prime Minister regulating the subjects of renting public housing in localities subject to the arrangement of provincial-level administrative units.

In particular, the subjects renting public housing are those who do not own a house or have a house (including social housing) but the road distance to the workplace is 10km or more in mountainous areas, remote areas with difficult economic conditions, border areas, islands and 30km or more in the remaining areas.

The decision also stipulates standards for area and interior equipment of public housing. The maximum budget for interior equipment for public housing is 120 million VND.

The decision clearly states that the Ministry of Construction is responsible for guiding, inspecting and urging localities across the country to implement this decision.

The People's Committees of provinces and centrally run cities are responsible for allocating capital from local budgets to invest in construction, renovation, repair, and purchase of interior equipment for public housing according to regulations; directing the development, management, and arrangement of public housing for rent, and converting the function of surplus housing funds into public housing in the locality according to the provisions of the law on housing and in accordance with the actual conditions of the locality.
