- Time to receive applications for purchasing social housing Phase 1 (direct and online): From January 2, 2026 to February 2, 2026 (except Sundays and holidays). Working hours: 08:00 - 12:00 (morning), 13:30 - 17:30 (afternoon).

- After the deadline for receiving applications for purchasing social housing in Phase 1 (February 2, 2026) , if the number of applications for purchasing social housing is less than the number of apartments for sale, the Investor will notify the time to continue receiving applications for purchasing social housing in the next Phases.

8. Subjects eligible to register to buy social housing:

- People with meritorious services to the revolution and relatives of martyrs are eligible for housing improvement support according to the provisions of the Ordinance on Incentives for People with Meritorious Services to the Revolution (Clause 1, Article 76 of the Housing Law).

- Poor and near-poor households in urban areas (Clause 4, Article 76 of the Housing Law).

- Low-income people in urban areas (Clause 5, Article 76 of the Housing Law).

- Workers and laborers working at Enterprises, cooperatives, and cooperative unions inside and outside industrial parks (Clause 6, Article 76 of the Housing Law).

- Officers, professional soldiers, non-commissioned officers of the people's armed forces, police workers, civil servants, defense workers and public employees currently serving in the army; people working in cryptographic work, people working in other cryptographic organizations receiving salaries from the state budget currently working (Clause 7, Article 76 of the Housing Law).

- Cadres, civil servants and public employees as prescribed by law on cadres, civil servants and public employees (Clause 8, Article 76 of the Housing Law).

- The subject has returned the public housing according to the provisions of Clause 4, Article 125 of this Law, except in cases where the public housing was revoked due to violations of regulations (Clause 9, Article 76 of the Housing Law).

9. Conditions for registration to buy social housing

Housing conditions:

+ Not having a house of their own, not having their name on the Certificate of land use rights, ownership of assets attached to land, not having purchased or leased social housing, not having enjoyed housing support policies in any form in Hue City;

+ Or own a house in Hue city but the average housing area per capita is lower than 15 m2 of floor space/person;

+ In case of owning a house but far from the workplace, the following conditions must be met:

· Owned housing is located outside the 20 km radius from the workplace and outside the 10 km radius from the social housing project. The distance from the social housing project to the workplace must be shorter than the distance from the current housing to the workplace;

· The selected social housing project does not belong to the same commune-level administrative unit (after merger) as the housing owned by the beneficiaries of social housing support policies.

· Location of residence, workplace, social housing is determined by distance based on the shortest route from own residence to workplace by popular means (motorbike) on Google Maps digital platform.

- Income requirements:

+ In case the applicant is unmarried or confirmed to be single, the average monthly income received must not exceed 20 million VND calculated according to the Wage and Salary Table confirmed by the agency, unit or enterprise where the applicant works.

In case the applicant is unmarried or confirmed to be single and raising a child under the age of majority, the average monthly income shall not exceed 30 million VND calculated according to the Wage and Salary Table confirmed by the agency, unit or enterprise where the applicant works.

+ In case the applicant is married according to the provisions of law, the applicant and his/her spouse must have a total average monthly income of no more than 40 million VND calculated according to the Wage and Salary Table confirmed by the agency, unit or enterprise where the applicant works.

+ The time to determine income conditions is within 12 consecutive months, calculated from the time the competent authority makes the confirmation.

11. Principles and criteria for reviewing applications for social housing purchase

After the deadline for receiving applications for social housing purchase at the Project, the Investor shall review each application, compare it with the regulations on subjects and conditions as prescribed by law to create a List of subjects eligible to purchase social housing under the project and send the List of subjects expected to be eligible to purchase social housing to the Hue City Department of Construction for inspection to determine the correct subjects eligible to purchase social housing.

Principles and criteria for reviewing applications for social housing purchase registration as prescribed in Clause 2, Article 38 of Decree No. 100/2024/ND-CP:

- In case the total number of valid registration applications is equal to or less than the total number of apartments announced by the investor for each product type, the selection of apartments will be carried out according to the agreement between the investor and the customer.

- In case the total number of valid registration applications is greater than the total number of apartments announced by the investor for each type of product, the review and selection of subjects will be carried out in the form of a lottery (directly or online) organized by the investor, with the participation of a representative of the Department of Construction of the locality where the approved project is located. The lottery must have a record of the lottery results.

- In case the project has priority subjects as prescribed in Point d, Clause 1, Article 79 of the Housing Law, they will be given priority to buy social housing without having to draw lots at a certain rate. The number of apartments (houses) for these priority subjects (without drawing lots) is determined by the ratio between the total number of applications of these 05 priority groups over the total number of registered applications multiplied by the total number of social housing apartments (houses) of the project. The list of priority groups is arranged in order according to the time of application submission. Apartments for priority subjects are arranged in order of the Priority List until exhausted, the remaining subjects continue to participate in the drawing.
