Party member development is an important issue that our Party pays special attention to in order to build a contingent of Party members with sufficient qualities, capacity, and prestige, equal to the requirements of the revolutionary cause. With high determination and many synchronous solutions, the province is strongly implementing the Party member development work, aiming at the goal for the entire 2025 - 2030 term set by the 1st Provincial Party Congress.

Strengthening the Party organization through the work of developing Party members
President Ho Chi Minh once emphasized: "A strong Party is due to good Party cells, and good Party cells are due to good Party members." That simple but profound saying is still the guiding principle for Party building work, especially the task of developing Party members, the decisive factor for the vitality, fighting power and longevity of the Party.
Looking back at the past term, the provincial Party Committees have closely followed the resolution targets and made efforts to synchronously implement many solutions to improve the efficiency of admitting new Party members. The results achieved are remarkable: Lam Dong (old) admitted 5,278 new Party members, reaching 105.56% of the plan; Binh Thuan admitted 10,168 Party members, reaching 101.68%; Dak Nong admitted 3,061 Party members, reaching 95.5%. These figures show the determination of the Party Committees in supplementing the next generation and strengthening the strength of the local Party grassroots organizations.
To put the resolution into practice, Party committees at all levels have focused on developing plans to create resources, focusing on nurturing elite masses and improving the quality of new Party members. The admission of Party members is closely linked to the assessment of the actual capacity, work results and moral qualities of each mass. In addition, the management and screening of Party members are also strictly implemented, ensuring that those who join the Party's ranks are truly exemplary, virtuous and talented.

Accelerating target implementation in the context of two-level local government
From July 2025, when the 2-level local government model officially comes into operation, Lam Dong Provincial Party Committee has identified the work of developing party members as one of the top priority tasks. Accordingly, the target of admitting new party members in the remaining 4 months of 2025 has been specifically allocated to each locality and each unit, to ensure proactive implementation and transparency in evaluating results.
Many localities and units were assigned high targets such as: Bao Lam Commune Party Committee was assigned 34 party members; Bao Thuan Commune 45 party members; Cat Tien Commune 30 party members; Duc An Commune 35 party members; Ham Thang Ward Party Committee 43 party members; Phu Quy Special Zone Party Committee 40 party members; Provincial People's Committee Party Committee 120 party members... This is both a challenge and a motivation for grassroots party committees to strongly promote the work of creating sources and nurturing elite masses.
As of November 11, 2025, the whole province has admitted 870 new party members, reaching 39.54% of the target for 2025. Despite many efforts, the initial results are still modest. Therefore, in order to achieve the assigned target, on November 18, 2025, in Official Dispatch No. 159-CV/BTCTU on continuing to promote the development of new party members in 2025, the Provincial Party Committee's Organizing Committee requested localities to proactively remove difficulties in the work of creating sources, especially in units with few qualified people, and at the same time speed up the process of examining and verifying records to ensure input quality and timely admission.
In order to ensure the quality of new Party members, the work of fostering awareness of the Party continues to be focused on. Political theory classes are organized more frequently, with innovative content in a practical direction, helping the elite masses grasp the Party's policies and guidelines, and clearly understand their responsibilities when joining the Party. In addition, the Provincial Party Committee's Organizing Committee requires strengthening inspection and supervision of the implementation progress in each Party Committee and Party cell; implementing a periodic and ad hoc reporting regime to promptly detect difficulties and problems for effective solutions.
According to the Standing Deputy Secretary of the Quang Khe Commune Party Committee, Ta Dinh Hai, in order for the annual development of party members to reach 3-4% of the total number of party members in the entire Party Committee, first of all, the Party Committee must continue to promote propaganda work and raise awareness among the masses about striving to become party members. Comrade Ta Dinh Hai emphasized: "President Ho Chi Minh affirmed: "Propaganda work is not only the opening step, but also the foundation throughout to improve the quality of party member development work".
In addition, Quang Khe focuses on improving the effectiveness of leadership, direction and organization of the implementation of Party member development work of affiliated Party organizations. The work of fostering political theory, Party awareness and creating sources for Party member development is regularly innovated, focusing on improving quality. Along with strictly implementing the process and procedures for Party admission, the Party Committee strengthens the inspection and supervision work in Party member development as well as improving the capacity and responsibility of the Party Committee and cadres doing Party work.
Similarly, according to the Standing Deputy Secretary of Phu Quy Special Zone Nguyen Van Tri, the Party Committee of the Special Zone actively monitors progress and organizes training for cadres working on developing party members, ensuring both quantity and quality, in conjunction with emulation movements, administrative reform initiatives and digital transformation. This helps Party cells proactively detect, train and admit party members, while improving management efficiency and screening unqualified cases. In particular, Party committees at all levels focus on areas and fields that are assessed to have great potential for party member development, such as public and non-public service units, private enterprises, the education and health sector and the student force. This is an important source of additional party members, contributing to rejuvenating and improving the quality of the team in the whole province.
Party member development is not only a regular task but also an urgent requirement, determining the Party's leadership strength in the context of the entire political system being strongly transformed. When the Party members are strengthened in both quantity and quality, the Provincial Party Committee will have more strength to lead the successful implementation of socio-economic development tasks, ensure national defense and security and build a sustainable Lam Dong in the new period.
Lam Dong Provincial Party Committee currently has more than 124,000 party members operating in 128 grassroots party organizations. The Resolution of the 1st Provincial Party Congress, term 2025 - 2030, sets the target of the annual admission rate of new party members reaching 3 - 4% of the total number of existing party members. This is a target that both demonstrates high political determination and is an objective requirement for the task of building a strong political system, meeting the requirements of socio-economic development in the new period.
