In addition to the achieved results, the actual operation of the public administrative service centers of communes and wards and the implementation of decentralization of administrative procedures in Lao Cai still have some difficulties and problems, such as the lack of IT staff, unsynchronized technology infrastructure and public service software, causing the processing of documents to not meet the requirements.

According to opinions from some leaders of public administrative service centers in communes and wards, currently, some specialized fields are still not bold in decentralization, and there is still a fear of risks, leading to the scope of decentralization being shallow and uneven.

In addition, some specialized legal regulations are overlapping and inconsistent, making it difficult to clearly define the boundaries of authority between levels of government. In particular, in some localities, "paper brokers" still infiltrate, causing trouble for people and affecting the image of a public and transparent administration.

Gia Phu Commune is a locality with a large population, so there is a large volume of administrative procedure files to be processed. After decentralization, the commune has proactively reviewed the decentralized administrative procedure system such as certification, land, household registration, etc.

Along with that, promote digitalization of records, connect data with regional Land Registration Offices, regional taxes... to help receive and promptly resolve administrative procedures.

However, according to the representative of Gia Phu Commune Public Administration Service Center, currently, the implementation of administrative procedures still faces many difficulties such as inadequate technical infrastructure. Specifically, there is a lack of automatic numbering machines; the Center's 10 computers are too old (equipped since 2019), so the connection with specialized software is not synchronized and the processing speed is slow...

According to Mr. Tran Tri Dung - Deputy Director of the Provincial Public Administration Service Center, the difficulties in Gia Phu commune are also common difficulties of many communes and wards in the province. The system of machinery and equipment in the public administration service centers at the commune and ward levels are basically reused from districts and communes before the merger, so they are all outdated, degraded, slow in access and processing speed; some localities even lack important machinery such as A3 scanners, automatic numbering machines, administrative procedure lookup machines, etc.

In addition, the digitization of databases on land, population, planning, etc. is not complete while the software system of the public administration service center and the sectors: tax, social insurance, police are not synchronized, leading to difficulties in exploiting and sharing data, causing congestion in implementing interconnected administrative records and procedures, affecting the service to the people.

In particular, on November 4, the People's Committee of Lao Cai province issued Decision No. 1865/QD-UBND approving the plan to implement 100% of administrative procedures regardless of administrative boundaries in the province. According to this plan, all 2,199 administrative procedures under the jurisdiction of the provincial and communal levels will be implemented according to the "non-administrative boundary" model, of which the provincial level has 1,875 procedures and the communal level has 324 procedures.

Regarding implementation time, phase 1 (until November 30, 2025): Complete technical infrastructure, upgrade the information system for handling administrative procedures, configure electronic processes for all 2,199 procedures; promote propaganda and guidance for people and businesses. Phase 2 (from December 1, 2025): Officially apply the reception, handling and return of results for 100% of administrative procedures regardless of administrative boundaries in the whole province...

"With such heavy tasks and workloads, it requires active participation from all levels of government in handling difficulties and problems, but also requires high consensus from the people and businesses in the implementation process," Mr. Dung added.

In addition to the Plan to implement 100% of administrative procedures regardless of administrative boundaries in the province, the Provincial People's Committee aims to complete the process of implementing 100% of administrative procedures to be provided online by the end of 2025. To complete this goal, all levels and sectors must make efforts to synchronously deploy solutions to overcome difficulties and problems arising in administrative procedure reform and the structure of public administrative service centers as well as information technology infrastructure associated with promoting digital transformation.

It is known that, to overcome the shortcomings and "bottlenecks" that are being raised, the Provincial People's Committee and the Department of Home Affairs have deployed working groups to communes to survey, inspect, and grasp the situation, thereby proposing solutions such as continuing to arrange the staff of civil servants at public administrative service centers appropriately, and increasing the number of information technology civil servants for communes and wards.

Along with that, continue to promote the construction of shared databases and complete interconnection between agencies. In particular, recently, the Provincial Public Administration Service Center has developed and submitted to the Provincial People's Committee a plan to hire information technology services for public administration service centers, including: hiring machinery, equipment, and information technology service infrastructure to serve the reception and processing of administrative procedure records for people and businesses at the Provincial Public Administration Service Center and public administration service centers of communes and wards in the province, period 2026 - 2030. If implemented, this will be a strong "push" to help public administration service centers overcome current difficulties.

From the initial results, it can be affirmed that promoting decentralization of administrative procedure settlement after implementing two-level local government in Lao Cai is a correct and practical policy. People and businesses are better served, procedures are quicker, and time and costs are significantly reduced. Although there are still difficulties that need to be resolved, with scientific and specific approaches and solutions, the administrative service system in Lao Cai will be clearly shaped and bring long-term benefits to the socio -economic development of the province.
