Early dialogue to ensure people's rights
With the role of "bridge" between the Party, the government and the people, the Provincial Vietnam Fatherland Front Committee is identified as the core force coordinating with the Provincial People's Committee in the entire process of preparing, implementing and supervising projects. Comrade Tran Hoa Nam - Vice Chairman of the Provincial People's Committee emphasized: "We are consistent in the viewpoint of putting people at the center of all decisions. There is no more sustainable path than early, open and transparent dialogue, ensuring the legitimate rights of the people. The Fatherland Front is the nucleus of solidarity, the place to honestly convey the will and aspirations of the people, helping the government adjust policies early and from afar, so that each project when implemented receives the highest social consensus".

From practical experience, the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee agreed that for dialogue to be effective, it must be organized "early, at many levels, at the right time". Right in the investment preparation stage, the Fatherland Front presided over and coordinated with local authorities to organize meetings for each group of affected subjects: Households with residential land, production land, business households, vulnerable groups... Thereby, problems related to boundaries, land prices, livelihoods, and resettlement were detected early, helping the presiding agency to adjust the plan appropriately before submitting for approval.
According to the representative of the Provincial Vietnam Fatherland Front Committee, in the province's key projects, the Fatherland Front participates from the early stages not only to criticize policies but also to measure the "social consensus rate", helping the government have more data and increase persuasiveness when implementing later. Thanks to that, many key projects in the province when implemented received high consensus from the people.
Continue to deploy many solutions
In the period of 2025 - 2030, the province will simultaneously implement many large-scale projects with wide scope of impact, such as: Site clearance, resettlement and resettlement projects to serve the nuclear power plant; high-speed railway section Ho Chi Minh City - Nha Trang; coastal routes and connecting routes Van Ninh - Ninh Hoa - Nha Trang; industrial parks, urban areas, key tourist areas; energy complexes such as: LNG Ca Na power, pumped storage hydropower... These projects directly impact the living space, livelihoods and expectations of the people. Therefore, each project must have a methodical dialogue plan according to the roadmap, a focal point to receive and respond to recommendations within a specific time limit and a mechanism to publicize the progress of implementing the dialogue conclusions for people to follow.
To effectively coordinate between the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee in implementing key projects, many solutions will be implemented synchronously. First of all, enhance the role of the agency in charge of project proposals, ensuring that the project is consistent with the planning and development orientation. The Provincial People's Committee plays the role of guiding, assigning, and controlling the quality of documents; appraising and approving according to authority; eliminating the "ask - give" mechanism, publicizing the list and criteria for selecting projects, applying the one-stop - one-stop mechanism and increasing accountability. In addition, early dialogue and social feedback from the Fatherland Front must be integrated right from the investment preparation stage, attaching responsibility to the head and strictly handling cases of lack of transparency.
Along with that, the province issued a unified coordination regulation between the People's Committee and the Vietnam Fatherland Front in site clearance work; established a communal-level mass mobilization and site clearance working group co-chaired by the leaders of the People's Committee and the Vietnam Fatherland Front Committee at the communal level; operated a single-point mechanism to receive and respond to people's petitions within 5-7 days. The Provincial People's Committee will build a digital data set for each project that is publicly available on channels for people to easily look up. The Vietnam Fatherland Front periodically compares data, monitors the results of settlement and makes public announcements. When incorrect information appears, the on-duty team and the Vietnam Fatherland Front respond quickly with original data, reducing interference and preventing "hot spots"...
Since the beginning of the term, the Vietnam Fatherland Front Committees at all levels in the province have organized 255 social criticism conferences, of which the Standing Committee of the Vietnam Fatherland Front Committee of the province organized 28 social criticism conferences on projects of the Provincial People's Committee that have a great impact on socio -economic development, attracting the attention of many people. The opinions and recommendations after social criticism were highly appreciated by the drafting agencies, organizations and units; they were received, explained and responded in accordance with regulations, contributing to exceeding the targets on social criticism.
