Accordingly, many new flooded areas continuously appeared, the water showed no signs of receding, leaving people unable to react in time. Throughout the night, the authorities were still on duty, assisting people in evacuating their belongings and moving to a safe place.

Ms. Nguyen Thi Lan, Thanh Hai A neighborhood (Phu Thuy ward), waded out onto the street carrying a bag of things and shared: "It's been nearly 70 years since I've seen the water rise so high. I'm afraid it will rise again, so I'll just endure it and go home when it recedes."
