By the afternoon of December 4, water had flooded National Highway 1A through the Ham Thang intersection in the old Ham Thang commune and the old Phu Long town, obstructing traffic.

Recorded in Ung Chiem and Thang Hoa neighborhoods, on the evening of December 4, water levels continued to rise rapidly. Many roads were deeply flooded, water poured from the main roads deep into residential areas, making it difficult for people to travel.

In Thang Hoa neighborhood, Ms. Do Thi Van's house in group 5 is quite high and solid, not flooded during the previous flood. She said that the water suddenly flooded her house very quickly, forcing her to quickly move her belongings. "The water rose so fast, I didn't have time to react, I'm just worried that the water will rise quickly tonight and it will be difficult for us households in the deep alleys and small roads to evacuate," she said while moving her family's belongings to a higher location.

Mr. Tran Ngoc Hien, Chairman of Ham Thang Ward People's Committee, said that the locality has evacuated more than 2,000 people from areas at risk of deep flooding and fast-flowing water. Authorities are continuing to support people to safe places such as the cultural house, Kim Ngoc Church and solid houses in the ward. In the evacuation areas, the authorities have arranged enough essential supplies for people to temporarily stabilize while waiting for the water to recede.
