The Politburo agrees with the project on administrative unit standards and urban classification.

Politburo member and Standing member of the Secretariat Tran Cam Tu recently signed and issued Conclusion No. 212 of the Politburo and Secretariat on the orientation for building standards for administrative units, classifying administrative units and classifying urban areas.

The conclusion stated that at the meeting on November 14, the Politburo and the Secretariat basically agreed with the Government Party Committee's submission on the project on standards of administrative units, classification of administrative units and classification of urban areas.

The Politburo and Secretariat affirmed that this is a very important issue for planning and strategic planning, as a basis for promulgating mechanisms and policies suitable for the classification of administrative units and urban development in the future, meeting the requirements of national development, improving the effectiveness of modern government administration, and serving the people.

The Politburo and Secretariat noted that it is necessary to study inheritance and innovate thinking with a long-term, comprehensive, and stable vision with the goal of sustainable development, strict, modern, smart urban management, and promoting digital transformation.

The Politburo and Secretariat requested to carefully review and evaluate the impacts and quality of urban areas and administrative units to develop clear, scientific , and appropriate standards and criteria to ensure consistency and stability after restructuring the apparatus in the political system.

"Urgently complete the criteria for classifying administrative units and urban areas, especially administrative units with special elements and characteristics of historical and cultural relics and scenic spots, in line with urban development trends, ensuring the environment, landscape, architecture, optimizing connection of services, technical infrastructure, linking and synchronous communication between urban areas and administrative units," the conclusion stated.

Urgently arranging cadres with management capacity, professional skills and deep expertise for the commune level; building policies and regimes suitable for each type of administrative unit is one of the tasks required by the Politburo and Secretariat.

The Politburo and the Secretariat assigned the National Assembly Party Committee to lead and direct the issuance of a Resolution on standards of administrative units and unified and synchronous urban classification of the legal system to develop urban areas in accordance with two-level local governments and general trends (to be completed in November).

In which, urban areas are determined on the basis of development space, nature, function, role and position in the national urban system, not limited to an urban area being an administrative unit; in the case of establishing a new ward on the basis of a commune formed from the arrangement of previous towns, it must meet the standards and criteria according to regulations.

The Government Party Committee leads and directs relevant agencies to continue reviewing and perfecting legal documents regulating standards of administrative units, classifying administrative units and classifying urban areas scientifically, synchronously, consistently, and in accordance with new conditions (to be completed in November).

The Politburo and Secretariat also requested to do a good job of propaganda so that cadres, party members and people clearly understand the goals and meanings, creating consensus in organizing and implementing.
