In Tuy Hoa ward, heavy rain caused many roads in low-lying areas to be deeply flooded. In particular, Tran Phu street was flooded from 0.5m to more than 1m deep with a length of more than 500m from 6pm on November 19.

A resident living on this road said that this area is low-lying and therefore gets flooded when there is heavy rain. On the afternoon of November 19, the flooding was almost as high as the historic flood level of 1993. Many vehicles could not pass through here and had to find other routes to move.

On the evening of November 19, many areas of Tuy Hoa ward also lost power. Some residents had to use generators to get electricity; at the same time, they sought safe shelter in high areas.

It is noted that many low-lying areas in the eastern communes and wards of Dak Lak province were deeply flooded from the afternoon to the night of November 19. Many houses of people in the communes of Hoa Thinh, Hoa My, Tay Hoa, Phu Hoa 1, Tuy An Bac, Son Hoa, Dong Xuan, Xuan Phuoc... were flooded, in many cases the water was almost up to the roof.

According to a report from the Department of Agriculture and Environment of Dak Lak province, as of 4 p.m. on November 19, nearly 23,000 houses were flooded in the province; more than 1,100 households were isolated; more than 7,700 households were evacuated and relocated to safe places as the water level continued to rise.

Information from the People's Committee of Dak Lak province said that at 8:00 p.m. on November 19, the total water flow to the downstream of Song Ba Ha Hydropower Reservoir was: 15,600 m3/s. The water level of the reservoir was 105.05 m.

Previously, the People's Committee of Dak Lak province had a document agreeing with the request of the owner of Song Ba Ha Hydropower Reservoir to operate with a discharge flow smaller than the inflow to the reservoir to gradually accumulate water level to the designed flood level of 105.96m to reduce flooding downstream. When the reservoir water level reaches 105.96m, the operation will regulate and maintain the water level with the discharge flow equal to the inflow.
