In this development strategy, the development of high-quality human resources is considered a decisive requirement. In which, people are the most valuable asset, the resource and the core driving force for Dong Nai to confidently rise strongly in the new era.

High-quality human resources - the "key" in the context of deep integration

Dong Nai province after the merger has many special advantages, with a population of nearly 4.5 million people, of which the young, dynamic and qualified workforce accounts for a high proportion of the country. The Resolution of the 1st Dong Nai Provincial Party Congress has identified the development of high-quality human resources in the fields of high-tech industry, logistics, education , health, science, technology, and digital transformation as one of the breakthrough tasks, creating a solid foundation for the 2025-2030 period.

In the current context of digital transformation, when competition no longer lies in material resources but in the power of knowledge and technology, possessing a high-quality human resource team - a core workforce capable of adapting and integrating internationally - is a vital factor.

Dr. Pham Hung Duc, Vice Rector of Dong Nai University (Tam Hiep Ward, Dong Nai Province) said: High-quality human resources are becoming more and more urgent for the province because Dong Nai is currently a locality with a large number of FDI enterprises and high-tech industrial parks, logistics, and automation among the top in the country. This requires workers not only to have a deep understanding of their profession but also to master technology and possess a strong innovative mindset.

“University education and vocational education play a central role in standardizing international integration, creating a solid foundation for Dong Nai province to proactively enter a new phase with high competitiveness,” emphasized Dr. Pham Hung Duc.

According to the Vice President of Dong Nai University, high-quality human resources for the new period must converge 3 groups of core competencies: First, that is professional and high technical capacity, meeting regional and international standards. Second, human resources must have digital capacity, adapt to digital transformation, know how to skillfully apply technology and AI data in work. Finally, it is necessary to firmly cultivate soft skills and integration culture, including critical thinking ability and teamwork skills.

“In the coming time, Dong Nai University will focus on three key orientations: becoming a center for training high-quality human resources in key industries (technical education, logistics, creative industry); building a closely linked ecosystem between three parties: the State, the school and businesses so that students can both study and practice; expanding domestic and international cooperation to improve training quality. In particular, the school aims to “renew” its students to become digital citizens capable of lifelong learning, creative thinking, and innovation on a technology platform” - Dr. Pham Hung Duc shared.

Recently, many universities and colleges in Dong Nai have proposed and cooperated with the province in developing human resource training activities, building experimental centers with modern and high-tech techniques in the locality. This cooperation is not only meaningful for educational institutions and localities, but also contributes to realizing the goal of improving the quality of human resources for the key economic region of the South.

Associate Professor Dr. Nguyen Vu Quynh, Vice Principal of Lac Hong University (Tran Bien Ward, Dong Nai Province) shared: One of the key solutions to develop science and technology, innovation and successful digital transformation in Dong Nai in the coming time is to develop digital human resources.

“Even if you have good infrastructure but lack skilled people, it will be difficult to succeed. Local authorities, schools, and businesses need to join hands to train and effectively use digital human resources to bring Dong Nai province both speed and quality in digital transformation, science and technology development, innovation, and international integration,” Associate Professor, Dr. Nguyen Vu Quynh emphasized.

Education contributes positively to the province's sustainable development strategy.

Dong Nai is considered the “cradle” of industry with the early formation of Bien Hoa Industrial Park (now Bien Hoa Industrial Park 1). This is also the premise that to this day, the province is still the leading locality in the number of industrial parks in the country with 59 industrial parks and 17 industrial clusters established. Dong Nai is aiming to become one of the leading industrial and logistics centers in Vietnam.

To realize that goal, in recent years, vocational training institutions have been actively transforming themselves, becoming pioneering "nuclei" in innovating training programs to meet market needs.

MSc. Nguyen Khanh Cuong, Principal of Lilama2 International Technology College (Long Phuoc commune, Dong Nai province) said: To attract investment capital into supporting and high-tech industries, Dong Nai must have a corresponding source of skilled human resources and highly qualified technicians.

Recently, Lilama2 has pioneered in implementing training models according to international standards, notably the dual training model associated with enterprises (according to German standards) in Dong Nai.

Master Nguyen Khanh Cuong explained: Due to the rapid pace of technological development, schools have difficulty in having enough facilities to keep up. The dual training model is the effective "key", allowing the mobilization of resources from businesses so that students can practice directly on the most advanced technology. Thanks to that, the school has provided thousands of highly skilled students, ready to work at high-tech FDI enterprises in Dong Nai and the international labor market.

In particular, Lilama2 is proactively and actively preparing human resources for key national projects. Specifically, to supply human resources for Long Thanh International Airport (expected to be commercially exploited in the first half of 2026), the school has established close cooperative relationships with units such as Vietnam Airports Corporation (ACV), Aircraft Engineering Company Limited (VAECO) ... Accordingly, students not only study specialized theory at school but also have 1-2 years of direct study at workshops and working facilities of aviation enterprises, and at the same time, improve foreign languages to master high-tech documents. Currently, Lilama2 has selected and trained nearly 300 personnel in equipment maintenance courses, ready to meet employment needs as soon as Long Thanh Airport comes into operation.

Furthermore, the Principal of Lilama2 International Technology College, Nguyen Khanh Cuong, shared: “In the near future, to be ready to “anticipate” the North-South High-Speed Railway Project, Lilama2 International Technology College is coordinating with a number of related units to prepare human resources because this project is expected to need about 100,000 workers.”

To successfully operate million-dollar projects, industrial parks and smart urban areas, high-quality human resources provided by training facilities such as Lilama2 are indispensable factors for the development of Dong Nai. From there, creating a solid foundation for Dong Nai to be proactive, confident and strongly competitive in the context of global integration.

MSc. Nguyen Khanh Cuong, Principal of Lilama2 International Technology College, shared: "Currently, the concept of global citizenship is being widely mentioned. Educational institutions are training a global workforce, which requires professional skills, foreign language proficiency and digital skills. Lilama2 is also focusing on building students, that is, global technicians with these three core skills. We expect that after being trained, students will have enough capacity and confidence to work and develop in the new era, contributing to the overall development of Dong Nai province as well as the whole country."

Dr. Pham Hung Duc, Vice Rector of Dong Nai University, added: As the province's key public educational institution, Dong Nai University is orienting its development towards an applied university model, with comprehensive innovation and digital transformation, closely linked to the socio-economic development needs of the locality and the key economic region of the South.

“Our goal is to create a solid momentum, thereby actively contributing to the sustainable development strategy of the province and the region. Because people are the most valuable asset, the resource and the key driving force for the province to grow strongly in the new era” - Dr. Pham Hung Duc affirmed.
