Requesting 17 hydropower plants to provide flood discharge information
The Provincial People's Committee has sent documents to the following hydropower plants: Tri An, Phu Tan 2, Dong Nai 2, Dong Nai 3, Dong Nai 4, Dong Nai 5, Dai Ninh, Da Nhim - Ham Thuan - Da Mi, Can Don, Thac Mo, Dak U, Srok Phu Mieng, Dak Glun, Thong Nhat, Dak Glun 2, Bu Ca Mau , Dak Kar.
According to the Provincial People's Committee, from November 7, the water level on La Nga River was high and remained until November 18 (the water level at 7:00 p.m. on November 18 at Phu Hiep station on La Nga River was 105.34m, 0.16m lower than alarm level 2), causing the embankment (built by the people) along La Nga River to break and overflow, causing flooding of about 600 hectares of rice and crops of people in Phu Hoa commune.

According to initial information, the water level rose due to heavy rain in the upstream area and the overflow regulation of the Da Nhim - Ham Thuan - Da Mi Hydropower Reservoir. However, the reservoir owner has not coordinated to provide information and warnings to the Dong Nai Province Civil Defense Command, the Department of Agriculture and Environment and the People's Committees of communes downstream of the dam in Dong Nai Province, causing difficulties in flood response work, causing damage to rice and crop production of the people.
To proactively prevent and promptly respond to flooding, flash floods, and landslides in areas along the Dong Nai, La Nga, and Be rivers, to reduce damage caused by natural disasters, Dong Nai province requested hydropower plants to review operating procedures, coordination regulations, assign responsible staff, notify and provide timely information on the time to start discharging water downstream, flow to the reservoir, water level of the reservoir, and expected discharge flow.
Notifications are made via warning systems, loudspeakers, text messages, social networks or other communication channels so that people downstream can receive information quickly, proactively harvest agricultural products, and evacuate people and property from areas at risk of deep flooding and landslides, in order to minimize damage.

In particular, the Da Nhim - Ham Thuan - Da Mi Hydropower Plant in the upper La Nga River coordinates to send timely information to serve propaganda and warning work to help local authorities, functional agencies and people have plans to respond, evacuate and overcome consequences when natural disasters occur.
The Provincial Hydrometeorological Station monitors weather, natural disasters, and water levels at measuring stations in the basins of the rivers: Dong Nai, La Nga, and Song Be; provides information and quick warnings about the risk level in areas at risk of natural disasters after the discharge of floodwaters from hydroelectric reservoirs, such as: Level and areas affected by floods, flash floods, and landslides, especially in mountainous areas and steep terrain.
The Department of Industry and Trade coordinates with the Department of Agriculture and Environment to promptly inform hydropower plants of the direction of the Provincial People's Committee for coordination and implementation.
Urgent support for Dak Lua commune to prevent flooding
Regarding the damage caused by the spillway of the Dong Nai 5 Hydropower Reservoir, causing local flooding in Dak Lua commune, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang assigned the Command of Defense Zone 2 to urgently increase forces for Dak Lua commune to support the evacuation of people, property, and livestock to safe areas in case the river water continues to rise, causing flooding in areas, ensuring timely rescue work, preventing human casualties, and minimizing property damage to people.

The Department of Agriculture and Environment of the province presides over and coordinates with the Provincial Military Command, the Department of Finance, the Department of Industry and Trade and relevant units to urgently handle and immediately support 1 motorboat (1 ton capacity) for Dak Lua commune to implement measures to prevent and combat natural disasters and floods in the locality; survey and inspect the actual situation, promptly have technical solutions to guide the People's Committee of Dak Lua commune to implement to avoid causing damage to the lives, properties, crops and livestock of local people.
The Department of Agriculture and Environment shall report the implementation results to the Provincial People's Committee before 3:00 p.m. on November 22, 2025.
