Overview of the Congress
On behalf of the Vietnam National Energy Industry Group (PetroVietnam) Trade Union, the Congress was honored to welcome comrade Nghiem Thuy Lan - Chairman of the Group's Trade Union. On behalf of PTSC Corporation, there were comrade Tran Ho Bac - Deputy Secretary of the Party Committee, General Director of the Corporation; comrade Nguyen Tran Toan - Member of the Executive Committee of the Group's Trade Union, Chairman of the Corporation's Trade Union; comrade Pham Van Hung - Member of the Standing Committee of the Party Committee, Deputy General Director of the Corporation, Vice Chairman of the Corporation's Trade Union; comrade Vu Duc Cuong - Member of the Executive Committee of the Group's Trade Union, Member of the Party Committee, Permanent Vice Chairman of the Corporation's Trade Union, along with former leaders of the Group, former leaders of the Corporation, representatives of the Board of Supervisors, functional departments, offices and 84 delegates representing more than 8,000 union members in the entire Corporation.

Summary of the 2023–2025 term: Efforts in a volatile context
At the Congress, the delegates listened to the Summary Report of the 2023-2025 term and the Review Report of the 8th Executive Committee. The outstanding results recorded reflected a term full of efforts of the entire PTSC Trade Union system in the context of many fluctuations in the energy market. During the 2023-2025 term, PTSC Trade Union activities took place in the context of a divided world economy, increasing geopolitical conflicts, strong fluctuations in the labor market, high inflation and living costs, directly affecting the lives of workers. In addition, technical requirements, discipline, and international safety standards in Oil and Gas - Energy projects are also increasingly strict. In that context, the Corporation's Trade Union has implemented many solutions to protect the rights of union members: strengthening periodic dialogues, monitoring the implementation of social insurance, occupational safety and health; ensuring full implementation of the Collective Labor Agreement; Expand benefits, especially for workers at construction sites far from home and workers in complex construction environments.
Comrade Pham Van Hung - Member of the Party Standing Committee, Deputy General Director of PTSC Corporation presented the Summary of the 2023-2025 term and the direction for the 2025-2030 term.
The emulation movement, technical innovation initiatives, digital transformation and skill improvement have been widely deployed, contributing significantly to the production and business efficiency of PTSC in the period when the Corporation expanded into new fields such as offshore renewable energy, EPC, submarine cable production, industrial services and O&M. In the context of PTSC's youthful workforce and higher expectations for a professional and humane working environment, the Trade Union has maintained its role as a "spiritual support", taking care of the physical and mental health of workers, contributing to building a culture of discipline - solidarity - safety with PTSC's identity.
Orientation for the 2025–2030 term: Solidarity – Democracy – Discipline – Innovation – Development
Entering the new term, PTSC Trade Union faces many opportunities when PVN transforms into Vietnam National Industry and Energy Group; Vietnam enters a period of strong growth with the expectation of becoming a developed country by 2045; and PTSC sets a target of at least 15% average growth in the period 2026-2030. However, along with that are challenges: restructuring, automation, increasingly high requirements for qualifications and professional style, and pressure to maintain stable employment, income and employee psychology in the context of fierce competition.
On that basis, the Congress agreed on 5 key target groups for the 2025-2030 term, including: Protecting the legitimate rights and interests of workers, proactively responding to market fluctuations, upgrading the welfare system to adapt to inflation and the characteristics of working away from home; Comprehensively caring for union members' lives, strengthening collective bargaining according to ILO standards, taking care of physical and mental health, ensuring transparent social insurance and occupational safety and health policies; Accompanying the PTSC Executive Board in the context of accelerating development, participating in supervision of large projects and high-risk jobs; supporting digital transformation, improving productivity, standardizing processes and building a disciplined - professional - modern workforce; Building a professional - modern - digital PTSC Trade Union, perfecting the apparatus, developing the "PTSC Digital Trade Union" platform, operating based on data to increase management efficiency; Contribute to building PTSC culture, discovering and nurturing outstanding members, spreading the values of discipline - safety - creativity and promoting sustainable development in the direction of ESG.
In addition, PTSC Trade Union sets out specific targets: 100% of grassroots Trade Unions achieve strong status; 100% of Trade Union officials receive professional training; Over 95% of Units pay their dues on time; Inspection Committee periodically inspects each unit at least 3 times during the term; and strives to maintain the title of "Excellent Strong Trade Union".

The Congress Presidium also took time to listen to and discuss with representatives of the Trade Unions of the Units in the discussion section of the Congress. In this content, the Delegates focused on presenting many profound opinions revolving around three major contents: Launching the Labor Production Emulation Movement, Promoting the spirit of Solidarity - Creativity of workers, and Comprehensive care for union members. The discussions emphasized linking the emulation movement with the goals of safety - quality - progress - efficiency in key projects; promoting innovation to improve productivity and competitiveness of PTSC; at the same time, continuing to expand the welfare system, health care and support for workers in a practical and humane way. These opinions have made important contributions to perfecting the direction of Trade Union activities in the 2025-2030 term, demonstrating the sense of responsibility, consensus and development aspirations of all PTSC workers.

Attending and directing the Congress, comrade Tran Ho Bac - Deputy Secretary of the Party Committee, General Director of PTSC Corporation praised the outstanding achievements of the Corporation's Trade Union in the period of 2023-2025. He directed the Trade Union to continue to improve the material, spiritual and intellectual life of workers, accompany the Corporation in the development process, and at the same time promote corporate culture as well as the culture of learning, absorbing and innovating of PTSC. In addition, the Trade Union needs to build a strong and modern organization, preparing a young generation for the next terms. He emphasized that the Corporation's Board of Directors is committed to always accompany, listen, share and promptly resolve the difficulties of the Trade Union and workers, and expressed his belief that, with the spirit of solidarity, the new term of the Corporation's Trade Union will reap many good successes.

Also at the Congress, Comrade Nghiem Thuy Lan - Chairman of the Group's Trade Union expressed her honor to attend the Congress and highly appreciated the preparation work of the PTSC Corporation Trade Union, which was carried out in a thorough, serious and timely manner. He acknowledged the important contributions of the Trade Union and employees, especially in maintaining stability, building a safe, responsible and united working environment, as well as accompanying the profession to overcome the challenges of the projects in the context of natural disasters, epidemics and heavy impacts of world oil prices. He directed the PTSC Corporation Trade Union to continue promoting innovation, creativity and spreading emulation movements in production and business, closely coordinating with the profession to develop a high-quality human resource team, improving the application of modern technology in work. He hopes that the PTSC Corporation Trade Union will be a pioneer in applying digitalization and technology, striving to become a typical Trade Union in the whole industry.
The Congress organized the election of the Executive Committee of the Corporation's Trade Union, term IX, 2025-2030.
With a spirit of democracy, responsibility and high unity, the Congress elected the Executive Committee of the Corporation's Trade Union for the 9th term, 2025-2030, consisting of 15 comrades with sufficient capacity, qualities and prestige to undertake the important responsibilities; at the same time, elected the Delegation to attend the Petrovietnam Trade Union Congress for the 2025-2030 term, including 7 official delegates and 2 alternate delegates. Immediately after that, at the first Executive Committee Meeting, the members elected comrade Pham Van Hung to hold the position of Chairman of the Corporation's Trade Union and comrade Vu Duc Cuong to hold the position of Vice Chairman of the Trade Union and Chairman of the Inspection Committee.
Executive Committee of PTSC Corporation Trade Union, term IX, 2025-2030
Within the framework of the Congress, delegates launched a meaningful fundraising activity, contributing nearly 36 million VND to support people affected by floods. This timely action not only demonstrates the tradition of “helping each other”, but also spreads the spirit of social responsibility, sharing and compassion of PTSC employees in the context of complicated natural disasters today.
The motto "Solidarity - Democracy - Innovation - Development" has laid the foundation for the great success of the 9th Congress of PTSC Corporation's Trade Union, term 2025-2030, affirming the high determination of union members and employees in standing side by side with the Corporation, ensuring safe, effective and sustainable production and business activities in the coming time.
