Attending the ceremony were comrade Le Manh Hung - Party Secretary, Chairman of the Board of Directors of Vietnam National Industry and Energy Group ( Petrovietnam ); members of the Group's Board of Members: Bui Minh Tien, Pham Tuan Anh; representatives of the Group's professional departments.
On the side of BSR , there were comrade Bui Ngoc Duong - Party Committee Secretary, Chairman of the Board of Directors; comrade Nguyen Viet Thang - Deputy Party Committee Secretary, General Director and comrades members of the Board of Directors, Board of Directors, Board of Directors of Dung Quat Oil Refinery, representatives of functional departments and socio-political organizations.

In a solemn atmosphere, Petrovietnam leaders, BSR leaders and employees expressed their gratitude and appreciation to the late Prime Minister Vo Van Kiet. In 1994, Prime Minister Vo Van Kiet signed the Decision on choosing Dung Quat as the location to build the country's first Oil Refinery. Prime Minister Vo Van Kiet was steadfast in choosing Dung Quat because it has a deep-water port, suitable land fund and especially the opportunity for Quang Ngai as well as the Central region to break through, develop socio-economy and keep up with the development speed of the two ends of the country. Thanks to that correct vision and strategy, Dung Quat Oil Refinery produced its first commercial product line in 2009, opening a new turning point for the Vietnamese petrochemical industry and bringing the Central region to develop as it is today.
From the foundation established by the late Prime Minister Vo Van Kiet, since its operation, Dung Quat Oil Refinery has produced more than 102.7 million tons of products, achieved revenue of 1,807 trillion VND, paid nearly 245 trillion VND to the State budget, after-tax profit of more than 53.8 trillion VND and ensured more than 30% of domestic gasoline demand. In addition, Dung Quat Oil Refinery has also successfully produced specialized fuels for national defense, contributing to the timely supply of specialized fuels for the army with strategic significance, contributing to enhancing national defense potential, reducing import dependence and strengthening Vietnam's initiative in the context of unpredictable fluctuations in the region and the world.

The memorial area of Prime Minister Vo Van Kiet is located in the Dung Quat Refinery, inaugurated by BSR in 2014. The statue of Prime Minister Vo Van Kiet, made by sculptor Pham Van Hang, is carved from a single block of marble, wearing glasses, a wide, thoughtful forehead, and lips typical of the South. The tie fluttering in the wind is the highlight of the statue - showing his open-minded and decisive personality when deciding on major projects of the country, including the Dung Quat Refinery project.
