Developing the film industry in the new era

Within the framework of the 24th Vietnam Film Festival, on the morning of November 22, at Rex Hotel (HCMC), the Workshop “Developing the Film Industry in the New Era” took place. This is one of the key activities of the 24th Vietnam Film Festival.

The workshop was attended by Deputy Minister of Culture, Sports and Tourism Ta Quang Dong; Director of the Department of Cinema Dang Tran Cuong; Member of the National Assembly's Committee on Culture and Social Affairs Assoc. Prof. Dr. Bui Hoai Son; Director of the Department of Culture - Arts, Central Propaganda and Mass Mobilization Commission Tran Thi Phuong Lan; Deputy Director of the Department of Culture, Sports and Tourism of Ho Chi Minh City Nguyen Thi Thanh Thuy; President of the Ho Chi Minh City Cinema Association Duong Cam Thuy and nearly 200 delegates who are managers, experts, film production - distribution units and technology enterprises at home and abroad.

With two in-depth discussion sessions "Developing the film industry in the new era" and "Application of technology in the film industry", the Workshop affirmed the urgent and inevitable requirement of developing the film industry based on technology - a trend that is shaping the future of world cinema.

Vietnamese cinema faces a new turning point

In the first discussion session with the theme "Developing the film industry in the new era", three guests including: Dr. Tran Thi Phuong Lan, Director of the Department of Culture - Arts, Central Propaganda and Mass Mobilization Commission; Associate Professor Dr. Bui Hoai Son, full-time member of the National Assembly's Committee for Culture and Society and director Victor Vu shared directly many issues related to the story of Vietnamese identity in cinema, "bottlenecks" in the development of the film industry, opportunities and challenges in the current context of international integration.

Dr. Tran Thi Phuong Lan believes that recently, many Vietnamese films have been well received by audiences, not only in the entertainment genre, but also in the historical revolutionary war genre, which is a positive and encouraging sign.

At the workshop, the concept of "New Era", the key word of this year's Film Festival, was deciphered by Dr. Tran Thi Phuong Lan. She said that this "New Era" is not just a slogan but a strategic guideline, which will be established from the 14th Party Congress (ie January 2026) based on the remarkable development of science and technology, the spirit of creativity and the maximum promotion of the nation's endogenous strength, especially the spirit of autonomy, self-reliance, self-strengthening and national pride.

The foundation of this New Era is built towards two goals: 100 years of the founding of the country (2045) - Vietnam will become a developed, high-income country and 100 years of the founding of the Party (2030) - Vietnam will become a country with developed industry, high average income.

The entire cultural policy in general and cinema in particular also closely follow to realize this macro goal. Dr. Tran Thi Phuong Lan expressed her joy when seeing the Party's consistent viewpoint on cultural development. "In the draft documents of the 14th National Congress, culture is still placed very high, on par with economics, politics, society, as an endogenous strength, a development resource of the country." - Dr. Thi Phuong Lan emphasized.

Sharing at the workshop, Associate Professor Dr. Bui Hoai Son also acknowledged that culture has a very important meaning, helping to shine the value of Vietnamese culture to the world, historical value, national value and also economic value. "It is time to consider cinema in a new perspective compared to before, to raise the position of cinema to a more important level in cultural arts", Associate Professor Dr. Bui Hoai Son emphasized.

Looking straight at reality, Associate Professor Dr. Bui Hoai Son also said that to realize this goal, legal "bottlenecks" such as taxes, land law, public-private partnership, management of public assets... need to be promptly studied and removed by state management agencies.

According to Associate Professor Dr. Bui Hoai Son, the current specialized law is more of a "manifesto" than a practical solution, creating many difficulties for film production activities. "We need to remove bottlenecks, create a suitable film ecosystem, and manage the public and private sectors so that the state and private sectors can cooperate smoothly. I believe that with our vision, joint efforts, and everyone's opinions, the bottlenecks will soon be resolved," Associate Professor Dr. Bui Hoai Son expressed.

From the perspective of a filmmaker, director Victor Vu emphasized that for cinema to develop sustainably, maintaining Vietnamese identity in the story you want to tell is the most important thing. Traditional cultural values ​​are always sustainable over time. When a film touches the audience's emotions, the possibility of success is very high. Mr. Victor Vu said that he is currently developing two new projects, including the sequel to the movie Detective Kien set in the Nguyen Dynasty, in addition to another project on the theme of epics.

Also at the workshop, Ms. Dinh Thi Thanh Huong, Vice Chairman of the Board of Directors of Galaxy Group - Executive Chairman of the Board of Directors of Galaxy Studio, acknowledged that Vietnamese cinema has recorded remarkable growth in recent years. After COVID, Vietnamese cinema grew by more than 20% compared to 2019, while many countries with strong cinema development such as Malaysia, Japan, and Korea only recovered about 60%.

Notably, in 2024, domestic Vietnamese films recorded 42% of the market, and in 2025, it is estimated to have reached 62% of the national market share. "This is a brilliant success thanks to the efforts of all those involved in Vietnamese cinema as well as the supporting agencies," Ms. Dinh Thi Thanh Huong emphasized.

Technology - the "key" for cinema to make a breakthrough

In the second discussion session with the topic "Application of technology in the film industry", Lieutenant Colonel, Deputy Director of People's Army Cinema - Director Dang Thai Huyen; Founder of Lumination Hang Minh Loi and General Director, Founder of Sconnect Ta Manh Hoang shared many stories related to the application of technology in film production and post-production today.

From a business perspective, Mr. Ta Manh Hoang said that thanks to researching new technology, the unit has shortened the animation production timeline from 3 years to only about 1 year, while optimizing investment costs from a scale of millions of USD down to tens of billions of VND.

Mr. Ta Manh Hoang emphasized that technology is the key to cinema's fastest breakthrough in the future and has the ability to guide and promote other platforms to develop together.

Sharing the same view, Mr. Hang Minh Loi assessed that technology helps film crews in two important aspects: measuring audience tastes and saving production costs for complex scenes. Rain scenes that used to cost hundreds of millions of dong can now be recreated at a much lower cost when applying technical and special effects solutions. This measurement ability helps film crews make the right investment decisions, thereby focusing on creativity and minimizing commercial risks. Mr. Hang Minh Loi affirmed that technology is the factor that helps Vietnamese cinema quickly catch up with world cinema.

Sharing frankly about the application of technology in cinema, Director Dang Thai Huyen, who made the film project "Red Rain", said that technology is just a supporting tool to complete the frame and expand the creative range. Therefore, technology absolutely cannot replace the emotions, experiences or storytelling ability of the filmmaker.

Director Dang Thai Huyen admitted that despite applying some technology in the post-production process, the crew was still not really satisfied when watching the film on the big screen a few times. This is clear proof that technology is not a "magic wand" that can solve all artistic problems.

Director Dang Thai Huyen affirmed that technology plays a supporting role in helping to perfect the film. However, the use of technology needs to be harmonious, so as not to lose the emotional depth and cultural identity in the work.

Speaking at the end of the workshop, Deputy Minister of Culture, Sports and Tourism Ta Quang Dong affirmed that the event focused on clarifying core issues and development orientations of the film industry from Vietnamese cultural identity, the role of media and criticism, to changes in audiences, application of technology... completely in line with the "Strategy for the development of Vietnam's cultural industries to 2030, vision to 2045".

Deputy Minister Ta Quang Dong requested that in the coming time, the Vietnamese film industry needs to continue focusing on three major orientations, which are: Preserving and promoting Vietnamese cultural identity; Promoting technology application and Perfecting the film ecosystem. From there, create premises and orientations for developing the film industry in the new era.

Deputy Minister Ta Quang Dong believes that the ideas, solutions and directions exchanged today will be valuable assets, helping Vietnamese cinema achieve many successes, opening up a dynamic and creative "cinema economy" in the new era, where identity and integration develop strongly together.
