The report at the meeting said that in recent days, unusual rains and floods, especially heavy ones, in the provinces and cities of Da Nang , Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong have caused very heavy damage to people and property.
The Party, State and Government leaders regularly monitor the situation closely, resolutely direct ministries, branches and localities to promptly implement plans to prevent and respond to natural disasters and promptly be present in localities suffering heavy damage to inspect and direct recovery, relief and support work to stabilize people's lives.
Floods on the rivers have receded. Currently, Dak Lak province is still flooded in 4 communes and wards: Hoa Xuan, Dong Hoa, Hoa Thinh, Hoa My. Khanh Hoa is still flooded in 87 households in Dien Dien and Hoa Tri communes; Lam Dong is still flooded in 127 households in Nam Da and Cat Tien communes.
Regarding damage, according to updated data, the floods have left 102 people dead or missing, 1,154 houses damaged, at the peak 186,000 houses flooded; over 80,000 hectares of rice and crops damaged; over 3.2 million livestock and poultry dead or swept away.
24 locations on national highways were eroded and blocked, railways through Dak Lak and Khanh Hoa were temporarily suspended; many infrastructure works in transportation, irrigation, education, and healthcare were damaged.
The initial preliminary damage estimate is 9,035 billion VND (Quang Ngai 650 billion VND, Gia Lai 1,000 billion VND, Dak Lak 5,330 billion VND, Khanh Hoa 1,000 billion VND, Lam Dong 1,055 billion VND).

The Ministry of National Defense directed and mobilized 44,668 officers and soldiers and 2,231 vehicles; transported and distributed 86.5 tons of goods, civilian clothes, water purifiers, 3,000 boxes of instant noodles; mobilized 3 helicopters to transport and drop relief goods to people in flood-affected areas.
The police force mobilized 98,509 officers, soldiers and forces to participate in protecting security and order at the grassroots level, and 13,566 vehicles to respond to and overcome the consequences of floods.
Additional support of 1,100 billion VND for 4 provinces
Concluding the meeting, the Prime Minister requested an urgent review of isolated areas, determined to prevent inaccessibility; timely supply of supplies to the people, ensuring no one goes hungry or short of clothes. The Ministry of National Defense directed the urgent production of more clothes to provide for the people.
In response to the local proposal, the Prime Minister directed the Ministry of Finance to immediately balance additional support for the provinces to carry out urgent tasks such as restoring housing for people and restoring traffic, including: Dak Lak with an additional 500 billion VND, Gia Lai with an additional 150 billion VND, Khanh Hoa with an additional 150 billion VND, Lam Dong with an additional 300 billion VND. Agencies must complete the procedures before 10:00 a.m. on November 23.
Along with that, the Prime Minister directed to support Dak Lak with 2,000 tons of rice, Gia Lai with 1,000 tons of rice, Lam Dong with 1,000 tons of rice. The provinces use the support resources economically and effectively, avoiding waste and corruption and negativity.
The Prime Minister also requested to review the people who lost their houses (the latest figures are about 1,900 houses collapsed, toppled, and washed away), and to complete the reconstruction of houses for people before January 31, 2026 (before Lunar New Year). For houses that need repair and reinforcement, localities should calculate to complete by November 30, 2025.
Regarding schools, the Ministry of Education and Training will preside over and work with localities to review, synthesize, and have a full report before November 30, and proceed with repairing and rebuilding damaged and collapsed schools as soon as possible. Provide immediate support so that students do not go to school without books.
Regarding hospitals and medical stations, the Ministry of Health will review with localities and have a specific plan before November 30. Localities will mobilize maximum on-site forces to clean and disinfect quickly to stabilize the people's situation.
During the meeting with the Prime Minister at the G20, the Director General of the World Health Organization (WHO) said that the WHO currently has an Emergency Response Fund and is ready to mobilize resources from this fund to support Vietnam. The Prime Minister assigned Minister of Health Dao Hong Lan and the Ministry of Foreign Affairs to urgently discuss with the WHO to implement this.
"People need us most in difficult times, we must put ourselves in their shoes to carry out the work," the Prime Minister emphasized.
