Promoting cooperation in sending workers to work abroad

Implementing Resolution No. 59/NQ-CP dated April 27, 2022 of the Government on piloting sending Vietnamese workers to work seasonally in Korea in the form of cooperation between localities of the two countries, Da Nang city has achieved positive results in creating jobs for people; creating a solid foundation for human resources in the context of integration.

Solving employment, increasing income

Since 2017, the seasonal labor program in Korea in the agricultural sector has been continuously expanded. This humane program has opened up opportunities for change for workers in rural areas.

Mr. Vo Nhu Son Tra, Vice Chairman of Nam Tra My Commune People's Committee, said that in 2021, the locality signed a cooperation agreement to send workers to work in Hamyang District (South Korea). The program started in 2022 and has achieved positive results. Many returning workers have capital to build new houses and invest in production.

A typical example is Ms. Pham Trieu Man (Co Tu ethnic) who has gone to Korea 4 times to work in the agricultural sector. From her accumulated capital, she paid off all her debts, bought land to plant nearly 10,000 Tra My cinnamon trees, built a new house...

Not only in Nam Tra My, seasonal workers in Korea are widely deployed in other communes and wards in the city. After months of working far away, they return with accumulated capital and experience, investing in economic development in their homeland.

Having just returned from Korea in November, Mr. Huynh Van Vinh, Pho Nam village (Hai Van ward) shared: “Thanks to local connections, I went to Korea to work seasonally. My job is to grow agricultural crops. From there, I learned modern farming models, expanded my production thinking and after accumulating a certain amount of capital, I returned and planned to apply what I learned to develop the local economy.”

Mr. Tran Van Hoai Nam, Chief of Office of Hai Van Ward People's Committee, said that in 2025, Hai Van Ward will implement a program to send workers to Korea to work. Workers will learn a lot of experience in agriculture in advanced countries, and have a fairly high income, about 35 - 40 million VND/month. " Da Nang workers are highly appreciated by the Korean side for their awareness, discipline and sense of responsibility, so the potential for this market is still great," said Mr. Nam.

Strengthening cooperation, improving human resources

In the past 4 years, Da Nang has had more than 5,200 workers selected, more than 2,300 of whom have left the country. Before leaving, they were taught Korean, trained in skills, and supported with loans, averaging 40 million VND/person.

According to Mr. Nguyen Qui Quy, Deputy Director of the Department of Home Affairs, the program of sending workers to work in Korea under Resolution No. 59 of the Government is very effective, suitable for the city's workers. The travel time is short, the cost is low, the working conditions and environment are stable, and the salary is high.

The city has identified this as an important solution to solve employment and increase income, especially for workers in mountainous areas. Many workers, when returning, not only accumulate capital but also bring knowledge, skills, and foreign languages, contributing to creating high-quality human resources for the city in the context of global integration.

In the period of 2026 - 2030, Da Nang's goal is to send 10,000 workers to work in Korea. The Department of Home Affairs hopes that the authorities of districts and counties in Korea will pay attention and share information and recruitment needs of Da Nang workers to work in Korea in the fields of agriculture and fisheries.

On that basis, the department advises the city leaders and assigns wards and communes to exchange information, connect and sign with Korea, creating a long-term cooperative relationship between Vietnam and Korea.

In addition to the Korean market, Mr. Nguyen Qui Quy added that the city is also promoting cooperation with localities in many countries to send workers to work. Recently, the city had a working session with the state of Thuringia (Germany).

This locality is expected to have a labor shortage of 100,000 in the coming years and wants to attract young workers. “The city will consider labor attraction policies, working environment, salary regimes... of localities to create conditions for cooperation in developing human resources in the coming time,” Mr. Quy shared.
