In mid-November, when arriving at Ban Ben village, Viet Hong commune, the local people were still busy cleaning up mud and repairing their houses. Along the road through the village, some houses had collapsed walls and roofs, but the owners could not repair them and had to temporarily cover them with tarpaulins due to their difficult economic conditions.
Ms. Tran Thanh Thuy, Ban Ben village, said: "My house was flooded and all the furniture was swept away, the kitchen and the front wall collapsed. My house was determined to be over 70% damaged, and is in need of support for new construction, but until now, because the procedures have not been completed, I do not have the funds to build a new house, so I have to temporarily cover it with a tarpaulin."

Next door is Mrs. Tran Thi Luyen’s house. Because the house is located near the stream, the floodwaters swept away the kitchen and the bedroom in the back, causing severe damage to the house. Currently, the family is having to hire workers and ask people to rebuild the foundation, repair each part so they can have a place to live and gradually stabilize their lives.

The flood on the afternoon of September 29th affected 67/117 households in the village, 3 houses collapsed or damaged over 70%. Currently, 1 household has to move to temporarily stay in the village cultural house; many households whose houses were damaged do not have enough financial means to repair them.
- Secretary of Ban Ben village Party cell Nguyen Van Huy said
According to statistics, the entire Viet Hong commune had nearly 290 houses affected by the flood on the afternoon of September 29, of which 3 houses collapsed or were severely damaged, 22 houses were damaged from 30 to 50%. In the commune, there were also 50 households that had to be urgently evacuated because their houses were in dangerous landslide areas.
Mr. Nguyen Tien Chien - Chairman of the People's Committee of Viet Hong Commune said: "Households with slightly damaged houses have basically stabilized, but dozens of poor and near-poor households that are no longer able to repair themselves are still struggling and do not know what to do. People really need help from the province and social organizations to have funds to repair their houses."

Van Ban Commune also suffered heavy damage due to the flood on the afternoon of September 29 with 72 houses damaged; 11 houses collapsed or were swept away; 11 households had to be evacuated from dangerous landslide areas.
In Lang Chut village, after nearly two months of flooding, most households have not been able to stabilize their lives because almost the entire village is still surrounded by sand and soil. In particular, four houses collapsed and some households were buried in sand and have not been able to repair their houses or build new ones because of lack of land and funds.

Mr. Hoang Van Oanh, Lang Chut village shared: "My house was swept away by the flood and almost all the furniture was damaged. The house was buried behind the wall by sand and could not be repaired. I had to ask people to build a temporary shelter to stay while waiting for a new house to be built. I don't know if I will have a new house to celebrate Tet because I am still waiting for the local government to clear the sand to make room to rebuild the house. The house is damaged, I have no money, now I just hope the State will support me to rebuild a new house to stabilize my life."

In Duong Quy commune, the locality has more than 50 houses affected, of which 15 houses collapsed and drifted; 18 houses at risk of landslides must be urgently relocated. Chairman of the People's Committee Pham Duc Huan said: "Up to now, the commune has only arranged land for 8 households whose houses collapsed, while 7 households in Nam Mien and Ban Tham villages have not been relocated due to lack of land and funding. In particular, for 18 households that must be urgently relocated, the commune has only been able to arrange land for 4 households, while 14 households (Tham Con, Ban Tham) still do not have suitable resettlement locations. The commune recommends that the province soon arrange funds to repair and build houses and projects to relocate residents from dangerous areas."

Resettlement work also encountered many difficulties in Viet Hong commune. Of the 40 households that had to move out of the danger zone, only 25 households had land allocated; the remaining 15 households did not have a location. 3 households whose houses collapsed or were severely damaged have not yet received funding to repair their houses.
Mr. Nguyen Tien Chien - Chairman of the People's Committee of Viet Hong Commune added: "After the flood, the commune government mobilized forces to support cleaning and temporarily rebuilding houses for households, but there was almost no support for repair costs. The Commune People's Committee has submitted a report to the Provincial People's Committee requesting a support plan for affected households in terms of housing, but so far there is no funding."

Currently, the Department has consulted the Provincial People's Committee on a plan to support, overcome damage, and stabilize life after the impact of storm No. 10 (Bualoi). However, in order for funds to reach the people, the competent authority needs to approve the support plan.
- Mr. Nguyen Thai Binh - Deputy Director of the Department of Agriculture and Environment said

In fact, the work of overcoming the consequences of floods in localities is still being urgently implemented. Particularly, the work of overcoming the damage to housing, with the initiative of local authorities and the help of philanthropists, most households have temporarily stabilized their lives. However, in many communes and wards, there are still hundreds of households with damaged houses or in dangerous landslide areas facing difficulties in repairing their houses or finding new places to live.

Only a few months left until the Lunar New Year of Binh Ngo 2026, although the authorities and people in the flood-affected areas have urgently overcome the damage to houses, in order to repair and rebuild thousands of houses to help people stabilize their lives to welcome the New Year, it is necessary to have the joint support of businesses, philanthropists and especially the urgency of the authorities in appraising, approving the support plan and funding.
