D'ran Commune is an area with many residential areas located right at the foot of Da Nhim Dam. According to records, from the evening of November 19 to the early morning of November 20, there was a prolonged heavy rain in the area, with rainfall measured at some points reaching 386 mm.

Heavy rain caused water from streams to rise rapidly, pouring down in torrents carrying mud and soil, clogging spillways and isolating many inter-village roads.

Along with that, the irrigation reservoir's water regulation at night caused a large amount of water to flow in, making hundreds of households unable to cope. In low-lying areas, the water rose from 1 to 3.5 meters, forcing hundreds of households to evacuate urgently at night.

In Quang Lac village, local government representatives said that 146 houses were submerged in floodwaters. Hundreds of hectares of crops, especially flower fields, were severely damaged or washed away. Many civil works and bridges were submerged in water.

According to local people, this is the biggest flood since 1993. Mr. Mai Linh Son, Chairman of the Vietnam Fatherland Front Committee of D'ran commune, said: "The water rose so quickly that people did not have time to move their belongings. We mobilized all our forces to work all night in isolated villages to help evacuate people to safety."

From 11pm on November 19 to the morning of November 20, the People's Committee of the commune sent out urgent notices via Zalo and Facebook channels to low-lying areas such as Lac Vien A, Chau Binh, Chau Son, Labouye A, Lac Binh... requesting people to evacuate from flood-prone areas.

At 1 a.m. on November 20, the provincial police rescue force coordinated with militia, commune police and local people to use boats and on-site vehicles to bring the elderly, children and women out of the danger zone.

Due to many roads being deeply flooded, the provincial working group had to use specialized military vehicles to access vulnerable areas in D'ran commune.

At the scene, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi requested local authorities and functional forces to continue to focus on evacuating people from dangerous areas; quickly stabilize people's lives, arrange safe temporary accommodation, ensure adequate supply of essential necessities such as food, drinking water, blankets, etc.

The Chairman of the Provincial People's Committee emphasized that people should absolutely not be allowed to return to dangerous areas when safety conditions have not been ensured; at the same time, he requested that localities proactively plan emergency support and promptly make full statistics of the damage to find solutions.

Currently, local forces are still supporting people to clean up, overcome the consequences and closely monitor weather developments to deploy further response plans.
