During the day, Colonel Phan Dai Nghia and the working delegation visited and gave timely gifts to encourage the people of Thuong Phu village, Binh Kien ward who were taking shelter at Brigade 682, Navy.
According to the Provincial Civil Defense Command, from November 15 to 19, the rainfall was very heavy, with many places measuring 900 - 1,400 mm, causing deep flooding, widespread isolation and threatening the safety of thousands of households. Water levels on the Ba, Tam Giang, Ky Lo and Ban Thach rivers all exceeded alert level 3; some locations even exceeded the flood peak of 2009.

Faced with the critical situation, Military Region 5 directed the Dak Lak Provincial Military Command to mobilize more than 12,300 officers and soldiers, 60 cars of various types, 57 canoes and large-capacity motorboats, and thousands of rescue equipment.
Specialized canoe teams moved through the night to reach isolated areas and safely evacuated 505 people from the danger zone. The police, border guards and local militia closely coordinated to ensure absolute safety for the people.

Military Region 5 also prepared take-off and landing positions for rescue helicopters; ready to receive air support forces when more complicated situations occurred. At the same time, a master plan was developed to help localities overcome the consequences of floods, prioritizing agency headquarters, hospitals, and schools to return to operation soon.
