Song Ba Ha Hydropower Joint Stock Company ( Dak Lak province) has announced the reservoir index of this unit. Accordingly, at 5:15 p.m. on November 19, the water volume flowing into Song Ba Ha Hydropower reservoir reached 16,120 m3/s; the water flow discharged through the spillway reached 16,100 m3/s. The total water flow downstream (flood discharge) reached 16,100 m3/s.
Song Ba Ha Hydropower Company is regulating the discharge of water through the spillway to approximately the same amount as the water flowing into the reservoir, in order to maintain the normal water level of 105m. Up to now, the company's equipment and construction are recorded as normal.

Previously, at 1:20 p.m. the same day, Song Ba Ha Hydropower Plant discharged flood water at a rate of 14,056 m3/s.
Song Ba Ha Hydropower Plant discharges floodwaters, wards and communes that may be heavily flooded include: Son Hoa, Duc Binh, Phu Hoa 1, Phu Hoa 2, Tay Hoa, Tuy Hoa ward and Phu Yen ward.
According to Dr. Nguyen Ngoc Huy, a weather expert, in 2009, Ba Ha River discharged 13,000m3/s of water. Up to now, the discharge level has reached 16,100m3/s, exceeding 3,000m3/s, higher than the previous discharge level at other hydropower plants.

Dr. Huy added that the hydropower plants in Hoa Binh and Lai Chau are in the northern mountainous provinces, and the river is very long and winding, so the time from the discharge until the flood affects the downstream will be relatively long, 6-8 hours to cause flooding downstream. However, for the Ba Ha River, the system is not long, so from the discharge until the water rises downstream is very fast.
A leader of the Dak Lak Provincial People's Committee said: "The floodwaters must be released, there is no other way. The important thing now is to support and ensure the safety of people in the downstream areas that are being flooded."

On the same afternoon, the People's Committee of Dak Lak province held an urgent meeting to respond to floods in the area.
According to a quick report from the Department of Agriculture and Environment, in the past 24 hours, widespread heavy rains caused the water levels of the Ba, Ky Lo, and Tam Giang rivers to rise very quickly, with many sections exceeding alert level 3 by 1 to 3.5 meters.
Many communes and wards along the Ba and Ky Lo rivers are currently flooded 1-3 meters deep, traffic is cut off, and many localities in the province are difficult for authorities to access by canoe due to strong currents.

As of noon of the same day, the entire Dak Lak province had 80 flooded villages/hamlets with 8,513 households, and authorities had evacuated 5,621 people to safety.
In some areas in Tuy An, Tay Hoa, Phu Hoa, Dong Xuan communes, many residential areas are still isolated, and the authorities are currently unable to access them. So far, one person has died due to a landslide that caused a house to collapse in Song Cau ward.
According to the National Center for Hydro-Meteorological Forecasting, at 2:00 p.m. on November 19, the water level of the Ba River at Cung Son station was 39.48m, 4.98m above alert level III, 0.82cm below the historical flood level of 1993 (historical flood level is 5.21m); at Phu Lam station it was 4.78m, 1.08m above alert level III, 0.43m below the historical flood level of 1993.
It is forecasted that in the next 12 hours, the flood on Ba River at Phu Lam station will continue to rise and be above alert level III (exceeding the historical flood level of 1993).
Mr. Ta Anh Tuan, Chairman of Dak Lak Provincial People's Committee, requested localities, departments and branches to closely monitor the developments of floods and rains, update timely warnings to people; urgently evacuate people in low-lying areas, riverside areas, areas at risk of landslides or isolated areas.
Dak Lak provincial leaders directed the mobilization of military and police forces to support the evacuation of people, set up checkpoints at deeply flooded areas with fast-flowing water to ensure safety, especially in localities along Ba, Ky Lo, and Tam Giang rivers; fully prepare means and human resources to promptly handle any arising situations, ensuring the highest safety for people's lives.
The Chairman of the Provincial People's Committee also requested units and localities to review and ensure the safety of reservoirs, especially irrigation and small hydropower reservoirs; arrange forces on duty 24/7, ready to operate and regulate when situations arise.
