Ca Mau: Proposal to promptly and thoroughly handle the case of Noc Nang residential area

On December 3, the People's Committee of Ca Mau province said it had responded to voters' petitions to promptly consider and resolve the Noc Nang residential area case.

According to the People's Committee of Ca Mau province, the Provincial Police Investigation Agency has prosecuted 7 defendants related to the case of "Violating regulations on investment in construction works causing serious consequences"; "Violating regulations on bidding causing serious consequences"; "Lack of responsibility causing serious consequences", occurring at the Noc Nang residential area project (formerly in Gia Rai town, Gia Rai district, Bac Lieu province; now Gia Rai ward, Ca Mau province).

On September 19, 2025, the Provincial Police Investigation Agency issued a conclusion on the investigation of the case and transferred it to the Provincial People's Procuracy to propose prosecution according to the provisions of law.

However, on September 30, 2025, the People's Procuracy of Ca Mau province issued a decision to return the case file for further investigation. Currently, the case is in the stage of further investigation.

Regarding the case, in January 2024, the Investigation Police Agency of Bac Lieu Provincial Police (now Ca Mau Province) prosecuted and temporarily detained Tran Xuan Hien (born in 1963, Deputy Director of Viet Ha Consulting Company Limited) for the crime of "Violating regulations on investment in construction works causing serious consequences"; Nguyen Viet Trung (born in 1984, former Director of Thien Phuc Company Limited) for the crime of "Violating regulations on bidding causing serious consequences".

At the same time, prosecuted and banned from leaving their place of residence Vo Van Phuong (born in 1958, former Vice Chairman of the People's Committee of Gia Rai district, now Gia Rai ward); Nguyen Van Tran (born in 1980, former Vice Chairman of the People's Committee of Gia Rai district (now Gia Rai ward) for the crime of "Violating regulations on investment in construction works causing serious consequences".

Through investigation, it was initially determined that violations related to the Noc Nang residential area project caused losses to the State of more than 45 billion VND.
