According to the report, the Khanh Son - Khanh Vinh Inter-regional Road Project (sections 1 and 3) affects 1,132 households located in three communes: Khanh Son, Tay Khanh Son, and Khanh Vinh. To date, the local compensation, support, and resettlement councils have approved compensation plans for 522 cases; 468 cases have received compensation. Section 2, passing through forest areas, is being implemented by the Provincial Project Management Board for Agricultural and Transportation Construction Projects. Currently, the Provincial People's Committee has issued a decision approving the conversion of forest land use to other purposes for the project. The Department of Agriculture and Environment has submitted a report on the plan for handling salvaged forest products on the converted forest land area belonging to forest owners.

Mr. Nguyen Hoang Linh, Vice Chairman of the People's Committee of Khanh Vinh commune, said that the Khanh Son - Khanh Vinh inter-regional road project affects 518 cases, including 437 individuals and 81 organizations. For individual cases, the compensation, support, and resettlement council has approved compensation plans and publicly posted them for 246 cases; 80 cases remain unposted. 139 cases have received compensation totaling over 19.4 billion VND. For the 81 organizational cases, there are no documents yet for inventory and counting. According to regulations, the public posting period for compensation plans is 30 days; however, if the people agree, the local authorities will shorten the time with the goal of completing land clearance this year.
Regarding the project to replace the three bridges Thac Ngua, Song Giang, and Song Cho on Provincial Road 8B, 104 cases are affected in the communes of Khanh Vinh, Tay Khanh Vinh, Trung Khanh Vinh, and Bac Khanh Vinh. To date, Khanh Vinh commune has 7 cases within the period of posting compensation, support, and resettlement plans; Tay Khanh Vinh commune has 19 cases undergoing the posting procedure; and Trung Khanh Vinh and Bac Khanh Vinh communes have 78 cases, with two localities currently providing feedback on the compensation plan.
According to the assessment of the Provincial Project Management Board for Agricultural and Transportation Construction Projects, land clearance work in localities is still slow and has not met expectations. Although the construction progress of some projects by contractors is good, delays are due to land clearance issues.
The project to build new bridges to replace the Thac Ngua, Song Giang, and Song Cho bridges on Provincial Road 8B is a Group B project with a total investment of nearly 293 billion VND, funded by the provincial budget. The project aims to ensure smooth and uninterrupted traffic flow during the rainy season and meet the current traffic needs on the route. During the inspection, noticing that some areas along both banks of the river where bridges are being constructed on Provincial Road 8B were experiencing erosion, Vice Chairman of the Provincial People's Committee Le Huyen instructed the Provincial Management Board for Investment and Construction of Agricultural and Transportation Projects to coordinate with relevant departments, agencies, and localities to urgently study and invest in embankment construction to ensure the safety of people and the structures; he also noted that during the survey process, if land acquisition is necessary for implementation, the dossier must be prepared immediately in 2025, in conjunction with the land acquisition for the approach roads at both ends of the bridges. |
Compensation must be paid by 2025.
Mr. Dang Huu Tai, Director of the Provincial Project Management Board for Agricultural and Transportation Construction Projects, stated that, according to the Provincial People's Committee's directive, the Khanh Son - Khanh Vinh Inter-regional Road Project must have all compensation, support, and resettlement plans approved by 2025. To achieve this, the Project Management Board requests the Provincial People's Committee to direct the Provincial Land Fund Development Center to focus maximum resources on supporting the Khanh Vinh Regional Branch in posting the remaining plans and ensuring that the posting period is not extended. The Project Management Board also requests the Provincial People's Committee to promptly issue a document approving the asset handling plan as proposed by the Department of Agriculture and Environment regarding the principle of harvesting forest products, as a basis for forest owners to organize auctions.

Regarding the project to replace the three bridges Thac Ngua, Song Giang, and Song Cho on Provincial Road 8B, the failure to complete the approval process in 2025 will force an extension to 2026, affecting the project's progress. Therefore, the Provincial Project Management Board for Agricultural and Transportation Construction Projects recommends that the Provincial People's Committee direct Trung Khanh Vinh and Bac Khanh Vinh communes to promptly provide feedback on the draft compensation and resettlement support plan for their respective areas so that it can be posted publicly. After the posting period ends, the People's Committees of Khanh Vinh, Tay Khanh Vinh, Trung Khanh Vinh, and Bac Khanh Vinh communes should urgently appraise and approve the compensation, support, and resettlement plan.
After directly inspecting and listening to reports from units and localities, Comrade Le Huyen concluded: Regarding the Khanh Son - Khanh Vinh Inter-regional Road Project, the Provincial Land Fund Development Center is tasked with directing its Khanh Vinh regional branch to complete all inventory and statistics of assets on the land by December 5th at the latest, as a basis for developing and posting the compensation plan. For cases where the plan has not yet been posted, the Compensation, Support, and Resettlement Council must quickly hold meetings to approve the plan and publicly post it so that people are aware. During the posting process, localities must promptly organize meetings with residents; if residents agree to the plan, the posting period should be shortened, and payments should be made early. The posting and approval of the compensation plan must be completed within 2025.

Regarding the project to replace the three bridges Thac Ngua, Song Giang, and Song Cho on Provincial Road 8B, Comrade Le Huyen emphasized that this is an urgent project that ensures the safety of people in the area. Therefore, the locality must strengthen propaganda and mobilization efforts, understand the thoughts and aspirations of the people, and promptly resolve any obstacles. During the implementation process, if the people agree to hand over the land early, the locality will hand over the land to the contractor for construction early; at the same time, it is necessary to complete the procedures and processes for land acquisition according to the law, with the spirit of not delaying construction progress due to waiting for land. The Office of the Provincial People's Committee will review the proposal of the Department of Agriculture and Environment regarding the harvesting of forest products and advise the provincial leaders on how to resolve it.
MANH HUNG
The Khanh Son - Khanh Vinh Inter-regional Road Project is a Class III mountainous road with a design speed of 60 km/h (40 km/h for sections passing through difficult terrain). The project is divided into three sections: upgrading and widening the existing road for section 1 (12 km) and section 3 (nearly 15 km); and constructing a new section 2 (30 km) passing through natural forests and special-use forests with high, rugged mountainous terrain. The project has a total investment of over 1,929 billion VND, including: 1,809 billion VND for the construction component and over 120 billion VND for the compensation and resettlement component.
