Stuck on the land
According to the report, the Khanh Son - Khanh Vinh Inter-regional Road Project (section 1 and section 3) has 1,132 affected cases located in 3 communes: Khanh Son, Tay Khanh Son and Khanh Vinh. Up to this point, the local compensation, support and resettlement council has approved compensation plans for 522 cases; 468 cases have received compensation. Section 2 through the forest area is implemented by the Management Board (MB) of the Provincial Agricultural and Transport Construction Investment Project. Currently, the Provincial People's Committee has issued a decision approving the conversion of forest use purposes to other purposes to implement the project. The Department of Agriculture and Environment has issued a document reporting the plan to handle assets of forest products utilized in the area of forest use converted to other purposes of forest owners.

Mr. Nguyen Hoang Linh - Vice Chairman of Khanh Vinh Commune People's Committee said that in the Khanh Son - Khanh Vinh Inter-regional Road Project, the locality has 518 affected cases, of which 437 are individuals and 81 are organizations. For individual cases, the compensation, support and resettlement council has approved the compensation plan and publicly posted 246 cases, currently 80 cases have not been posted; there are 139 cases receiving compensation of more than 19.4 billion VND. For 81 cases that are organizations, there are no records for organizing inventory and counting. According to regulations, the time for publicly posting the compensation plan is 30 days, however, during the working process, if the people agree, the locality will shorten the time with the spirit of completing the site clearance work this year.
Regarding the new construction project to replace the 3 bridges Thac Ngua, Song Giang, Song Cho on Provincial Road 8B, there are 104 affected cases located in the communes: Khanh Vinh, Tay Khanh Vinh, Trung Khanh Vinh and Bac Khanh Vinh. Up to this point, Khanh Vinh commune has 7 cases in the period of posting compensation, support and resettlement plans; Tay Khanh Vinh commune has 19 cases in the process of posting procedures; Trung Khanh Vinh and Bac Khanh Vinh communes have 78 cases, 2 localities are giving comments on compensation plans.
According to the assessment of the Provincial Management Board of Investment Projects for Construction of Agricultural and Transport Works, the site clearance work in localities is still slow and has not met expectations. Although the construction progress of some projects by contractors is good, they have to wait due to site clearance problems.
The project to build new bridges to replace the Thac Ngua, Song Giang and Song Cho bridges on Provincial Road 8B is a Group B project with a total investment of nearly 293 billion VND from the provincial budget. The project's investment objective is to ensure uninterrupted traffic during the rainy season, meeting the current traffic demand on the route. During the inspection, it was found that the area where the bridges on Provincial Road 8B were being deployed had some locations along both sides of the river that were eroded. Vice Chairman of the Provincial People's Committee Le Huyen assigned the Provincial Project Management Board for Investment in Construction of Agricultural and Traffic Works to coordinate with relevant departments, branches, sectors and localities to urgently study and invest in building embankments to ensure safety for people and works; note that during the survey process, if it is necessary to reclaim land for implementation, the dossier must be completed immediately in 2025, synchronous with the land reclaimation of the roads leading to both ends of the bridge. |
Compensation must be completed by 2025
Mr. Dang Huu Tai - Director of the Provincial Management Board of Investment and Construction of Agricultural and Transport Works said that, according to the direction of the Provincial People's Committee, the Khanh Son - Khanh Vinh Inter-regional Road Project must complete the approval of all compensation, support and resettlement plans in 2025. To do this, the Management Board proposed that the Provincial People's Committee direct the Provincial Land Fund Development Center to focus maximum resources to support the Khanh Vinh Branch in listing the remaining plans and ensure that the listing period is not extended. The Management Board also proposed that the Provincial People's Committee soon issue a document approving the asset disposal plan according to the proposal of the Department of Agriculture and Environment on the policy of collecting forest products, as a basis for forest owners to organize auctions.

For the new construction project to replace the 3 bridges Thac Ngua, Song Giang, Song Cho on Provincial Road 8B, failure to complete the approval of cases in 2025 will be forced to extend to 2026, affecting the progress of the project. Therefore, the Management Board of the Provincial Agricultural and Transport Construction Investment Project recommends that the Provincial People's Committee direct Trung Khanh Vinh and Bac Khanh Vinh communes to soon give their opinions on the draft compensation and resettlement support plan in the commune for posting. After the posting is completed, the People's Committees of Khanh Vinh, Tay Khanh Vinh, Trung Khanh Vinh, and Bac Khanh Vinh communes will urgently appraise and approve the compensation, support, and resettlement plan.
After directly inspecting and listening to reports from units and localities, comrade Le Huyen concluded: For the Khanh Son - Khanh Vinh Inter-regional Road Project, the Provincial Land Fund Development Center is assigned to direct the Khanh Vinh Regional Branch to complete all inventory and statistics of assets on land by December 5 at the latest, as a basis for developing and posting compensation plans. In cases where the plans have not been posted, the Compensation, Support and Resettlement Council must quickly organize a meeting to approve the plan and post it publicly so that people know. During the posting process, the locality must promptly organize a meeting with the people. If people agree with the plan, the posting time will be shortened and payments will be made to the people early. The posting and approval of the compensation plan must be completed in 2025.

Regarding the new construction project to replace the three bridges Thac Ngua, Song Giang, and Song Cho on Provincial Road 8B, Comrade Le Huyen emphasized that this is an urgent project, ensuring safety for people in the area. Therefore, the locality must step up propaganda and mobilization work, grasp the thoughts and aspirations of the people, and promptly resolve problems. During the implementation process, if the people agree to hand over the site early, the locality will hand it over to the contractor for early construction; at the same time, it must complete the procedures and processes for land recovery according to the provisions of law in the spirit of not slowing down the construction progress due to waiting for the site. The Provincial People's Committee Office reviewed the recommendations of the Department of Agriculture and Environment on the collection of forest products and advised the provincial leaders to resolve them.
MANH HUNG
The Khanh Son - Khanh Vinh Inter-regional Road Project is a grade III mountainous road with a design speed of 60km/h (the section through difficult terrain has a design speed of 40km/h). The project is divided into 3 sections, including upgrading and expanding the old road for section 1 (12km long) and section 3 (nearly 15km long); constructing a new section 2 (30km long) through natural forests and special-use forests with high, rugged mountainous terrain. The project has a total investment of more than 1,929 billion VND, including: Construction component project of 1,809 billion VND; Compensation and resettlement support component project of more than 120 billion VND.
