According to the proposal, the preliminary total investment (including interest) for the project is approximately VND 29,592 billion, of which equity capital must be at least 20% of the total investment, with the remainder being mobilized capital. The company proposes implementing the project under a public-private partnership (PPP) model, specifically a Build-Transfer (BT) contract with payment made through land funds combined with the state budget. Furthermore, the company proposes approving the selection of the investor in special circumstances in accordance with Resolution 260/2025 of the National Assembly on piloting some specific mechanisms and policies for the development of Ho Chi Minh City.
Saigon Sun Investment and Development Co., Ltd. stated that this project is on the priority list for attracting strategic investors. It is also one of Ho Chi Minh City's key projects that needs to be implemented soon to ensure stability and efficiency in the initial phase of operating the two-tiered local government model. According to the company, applying the special investor selection process is appropriate, urgent, and legally sound, aiming to shorten the implementation time and allow for groundbreaking on April 30th.

In terms of scale, the project covers 46.7 hectares and is surrounded by To Huu, Mai Chi Tho, and Nguyen Co Thach roads. This includes over 7.8 hectares for the administrative building, approximately 3.2 hectares for cultural facilities, 10 hectares for green space, 12 hectares for water bodies, 8.2 hectares for the central square green space, and approximately 5.5 hectares for transportation infrastructure. The document specifies a project implementation period of two years, starting from the date of signing the BT contract. The investor plans to divide the project into four components: technical infrastructure, auxiliary facilities and underground parking for the administrative center, theater and landscaped park; the administrative center; the theater; the central square and underground parking.
Regarding the reciprocal land fund, the enterprise proposed approximately 10.5 hectares of commercial and mixed-use land in subdivisions 1 and 2 of the Thu Thiem New Urban Area . Payment will be made according to each component project. Technical infrastructure items, auxiliary works, administrative centers, and theaters will be implemented using the reciprocal land fund. The central square and underground parking project, with a total investment of over 733 billion VND, will be paid for from the state budget.
