Determined to complete site clearance for nuclear power projects by 2025

The Provincial People's Committee Office has just issued a notice of the conclusion of the Provincial People's Committee Chairman at the meeting to implement the Government's Resolution on separating the compensation, support and resettlement contents of nuclear power projects that have been decided by the National Assembly for investment into independent projects and listening to the progress of implementation of work related to the Ninh Thuan 1 Nuclear Power Plant Project and the Ninh Thuan 2 Nuclear Power Plant Project.

Accordingly, the Chairman of the Provincial People's Committee affirmed that nuclear power projects are national key projects, of great significance to the socio -economic development of the country and Khanh Hoa. The leaders of the Party, the National Assembly, and the Government pay special attention to the project, requiring it to be completed within 5 years. Khanh Hoa Province must complete compensation and site clearance for the two nuclear power plants in 2025. However, the Chairman of the Provincial People's Committee also frankly acknowledged that the implementation of nuclear power projects is a difficult task, requiring both strict assurance and rapid implementation, but there are still some contents that are slow and untimely.

Residential areas affected by Ninh Thuan 1 Nuclear Power Plant Project.

In order to promptly and effectively deploy and complete the work of compensation and site clearance for the two nuclear power plants in 2025, the Chairman of the Provincial People's Committee requested that agencies and units, based on their functions and tasks, focus on implementing in accordance with the Prime Minister 's "6 clear" directive (clear people, clear work, clear time, clear responsibility, clear products, clear authority). In particular, departments, branches and People's Committees of communes must strictly implement the weekly reporting regime on implementation results, ensure consistent and accurate data and be responsible for the data reported to the Department of Industry and Trade for synthesis and advice to the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee every Friday.

Along with that, the departments, branches and People's Committees of Vinh Hai and Phuoc Dinh communes were assigned a series of detailed and urgent tasks. The Department of Finance and the Department of Agriculture and Environment were assigned to preside over the review, provide professional guidance on investment, land, environment and urgently advise the Provincial People's Committee on the contents related to the implementation of the Government's Resolution on separating the content of compensation, support and resettlement into independent projects.

Phuoc Dinh Commune People's Committee and Vinh Hai Commune People's Committee must make a detailed plan for site clearance by day, week, and month; and at the same time commit to the disbursement value according to the established schedule. In particular, Phuoc Dinh Commune must complete the inventory, assign ownership, and promptly make payment; Vinh Hai Commune must complete the site clearance within the factory fence and immediately complete the payment. Notably, both localities must recalculate the entire site clearance cost based on actual data.

Core area of Ninh Thuan 2 Nuclear Power Project implementation.

In the context of accelerating progress, nuclear safety and migration planning are also given top priority. The Chairman of the Provincial People's Committee assigned the Department of Science and Technology to preside over and coordinate with relevant units to consider the proposal to organize a working session inviting experts from the Ministry of Science and Technology and investors to discuss in depth the issue of determining prohibited residential areas, restricted residential areas; determining safe distances, verifying the scope of migration according to the guidance of the International Atomic Energy Agency. This work must be reported to the Provincial People's Committee before December 5, 2025 for consideration and decision.

In addition, the Chairman of the Provincial People's Committee also assigned specific tasks to relevant departments and branches, demonstrating high political determination, not only to complete the site clearance task on schedule, but also to fully prepare legal and technical conditions to soon implement these key energy projects.
