Turning point of Vietnam-Laos strategic cooperation

The working trip to Laos by Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation to attend the 48th meeting of the Vietnam-Laos Intergovernmental Committee on Bilateral Cooperation is of a special nature, aiming to immediately concretize the High-level Meeting between the Communist Party of Vietnam and the Lao People's Revolutionary Party, and at the same time summarize the 2021-2025 cooperation term and prepare to enter a new cooperation period of 2026-2030 with a broader strategic vision.

The 48th meeting of the Intergovernmental Committee of the two countries was a great success in the spirit of trust, solidarity, sincerity and mutual understanding.

The two Prime Ministers and leaders of ministries, branches and agencies of the two sides informed and exchanged specific measures to implement cooperation agreements in the coming time, with specific programs and projects.

At the meeting, Prime Minister Pham Minh Chinh emphasized that in the current context, the two countries need to have new determination, new approaches, new motivations, create momentum, create new strength, and create new spirit for the two countries to develop together; at the same time, promote and further tighten, build the special Vietnam-Laos relationship into a model of international relations.

The phrase “strategic engagement” was frequently mentioned by Prime Minister Pham Minh Chinh and Lao leaders during this working trip. Meeting with Lao General Secretary and President Thongloun Sisoulith, Prime Minister Pham Minh Chinh emphasized that the great relationship between the two nations is increasingly developing, deepening, and reaching new heights, with “strategic engagement” being an objective need and a strategic priority in developing relations between the two countries.

The success of this Session will create new momentum to help the cooperation between the two countries develop further, in depth, substantially, reliably and effectively, contributing to continuously strengthening the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos in the coming time.

Following the success of the Session, Prime Minister Pham Minh Chinh and Lao Prime Minister Sonexay Siphandone co-chaired the Vietnam-Laos Investment Promotion Conference with the theme "Strategic Cooperation - Creating Prosperous Development".

Nearly 500 delegates attended the Conference, far exceeding the initial registration number. This shows the special interest of the leaders of the two governments in strongly promoting the economic, trade and investment relations between Vietnam and Laos, while the business communities of the two countries also pay great attention to taking advantage of opportunities to exchange, learn and connect for business.

The senior leaders of Vietnam and Laos are always determined to elevate economic, trade and investment cooperation to a solid pillar in bilateral relations, truly commensurate with the potential and stature of the great friendship, comprehensive cooperation and special solidarity between Vietnam and Laos, for the practical benefits of the people and businesses of the two countries.

Prime Minister Pham Minh Chinh said that the two Prime Ministers successfully chaired the 48th meeting of the Vietnam-Laos Intergovernmental Committee with many important cooperation contents, in which the Vietnamese Government leader expressed his greatest satisfaction with the two sides' high consensus on focusing on solutions to support businesses, assigning specific tasks, trusting, expecting and supporting the business community. The Party and State, especially General Secretary To Lam and General Secretary and President of Laos Thongloun Sisoulith, the Prime Ministers of the two countries, pay great attention to the issue of developing healthy, stable and sustainable businesses; considering the development of businesses as the development of the two countries; the success of the business communities of the two countries means the successful development of the two countries.

The Prime Minister asked the Vietnamese-Lao business community to implement well the motto set by the two countries' senior leaders, especially "strategic connection", including connecting businesses and the two economies; businesses must contribute to making the already great friendship between the two countries even greater; solidarity even more special; the two sides need to listen and understand each other to strengthen trust. At the same time, the Prime Minister also requested coordination in developing connecting infrastructure for Laos.

The Prime Minister requested that the ministries and branches of the two countries need to create openness and facilitate businesses in the spirit of: "The State creates, businesses pioneer, public-private partnership, Laos-Vietnam development, people happiness, business people benefit".

Lao Prime Minister Sonexay Siphandone affirmed: The Lao Government is very interested in and creates favorable conditions for promoting economic, investment, business, people-to-people exchanges and tourism development; therefore, it is making efforts to improve the investment and business environment, creating favorable conditions and openness for business operations; and requested that the business communities of both sides take advantage of every opportunity to increase investment and trade cooperation.

The working trip to Laos by Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation was extremely successful, continuing to affirm the solidarity, special friendship, close attachment, loyalty, and "forever green, forever sustainable" between Vietnam and Laos.

The Vietnam-Laos comprehensive friendship and cooperation is a priceless asset of the two Parties, States and peoples. Every Vietnamese and Lao citizen and enterprise has the responsibility to preserve and foster this special, unique relationship.
