On December 3, continuing the 10th session, the National Assembly listened to and discussed in the hall the Summary Report on the implementation by members of the Government, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy , and State Auditor General of the resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

Research on support package for people and businesses affected by storms and floods

Giving opinions on the resolutions of the 14th and 15th National Assembly on thematic supervision and questioning, National Assembly deputies highly appreciated the efforts and sense of responsibility of the Government in implementing the resolutions on supervision and questioning of the National Assembly in almost all fields of finance, banking, industry and trade, construction, transportation..., especially the results of handling more than 1,700 backlogged projects according to Resolution 170.

Delegates suggested studying and considering a more "fundamental" support package for people and businesses affected by natural disasters and floods in recent times, such as support for social security, housing; infrastructure for health, education, and transportation; research on tax exemption and tax refunds for production and business households affected by storms and floods...

Regarding the implementation of the National Assembly's resolution on practicing thrift and combating waste, delegate Nguyen Thu Thuy (Thai Nguyen delegation) proposed that the National Assembly accept the Government's proposal and pass a resolution allowing the Government to apply five specific policies in Resolution 170 of the National Assembly to remove difficulties and obstacles for backlogged projects nationwide.

Delegate Trinh Xuan An (Dong Nai Delegation) highly appreciated the fact that during the 15th National Assembly term, the topic of supervision on practicing thrift and combating waste was the content that the National Assembly supervised directly and comprehensively, creating the most obvious echo.

Regarding the implementation of Resolution 43 of the National Assembly dated January 11, 2022 on fiscal and monetary policies to support the socio-economic recovery and development program, delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) said that when implementing the resolution, there are still many procedures that need to be continuously adjusted and amended so that these support policies reach the right beneficiaries...


Priority given to poor areas, ethnic minority and mountainous areas

Early in the afternoon, with the majority of National Assembly deputies participating in the vote in favor (419/420 deputies, equal to 88.58% of the total number of deputies), the National Assembly passed the Law on State of Emergency.

Next, the National Assembly listened to the presentation and appraisal report on the investment policy of the National Target Program on new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas by 2035.

According to Minister of Agriculture and Environment Tran Duc Thang, by the end of October 2025, the three national target programs for the 2021-2025 period had basically met and exceeded a number of targets. Four out of 21 targets had not been met because the system of guiding policies and mechanisms was slow to be issued and unclear; the content and investment objects were not close to reality. Some localities had not resolutely implemented them. National target programs still overlapped and duplicated in content and objects; resources were still scattered.

According to Minister Tran Duc Thang, the Government submitted to the National Assembly the integration of 3 programs into 1 program to realize the highest goal of the Party and State, which is to make people have a prosperous and happy life, focusing on priority areas of poverty, ethnic minorities and mountainous areas. The program will be implemented nationwide, with priority given to ethnic minorities and mountainous areas, for 10 years, divided into 2 phases: 2026-2030 and 2031-2035.

The review report by Chairman of the Ethnic Council Lam Van Man suggested that the Government continue to thoroughly review the targets, which must be well-founded, logical, feasible, and suitable to the new context of the country; clearly demonstrating the focus and priority on difficult areas, core poor areas, ethnic minority and mountainous areas.


The National Assembly also heard the Report and verification report on the drafts: Resolution of the National Assembly on mechanisms and policies for national energy development in the 2026-2030 period; investment policy for the Vinh-Thanh Thuy Expressway Construction Investment Project; Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

At the discussion session in groups on investment policies for the National Target Program on new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas by 2035, many delegates emphasized the need to integrate 3 programs to concentrate resources; supplement mechanisms for relocating people in landslide areas, perfect new rural criteria, and adjust the capital allocation structure in a flexible direction...

Delegates also recommended the need to select truly targeted content and policies to focus investment resources on key areas such as: people's infrastructure, production development associated with agricultural and forestry development; science, technology, digital transformation; forest protection and development, ecological environment; higher investment, especially for ethnic minorities with very few people, people living in highland and border areas and planning, stabilizing population living in areas at risk of natural disasters and landslides, solving urgent, essential and specific problems in ethnic minority and mountainous areas.

Delegate Lo Thi Luyen (Dien Bien Delegation) said that the three programs have different management mechanisms and implementation processes, causing great hardship for the locality. The delegate shared the voters' thoughts on the difficulties, hoping that the National Assembly would listen and resolve them.


Also according to delegate Luyen, having a national target program on socio-economic development in especially difficult and disadvantaged areas, with a management mechanism, a governing body, a clear redesign of investment capital allocation, career capital, project content... is suitable for the current local government organization.
