Recently, the People's Committee of Quang Ninh province sent a document to relevant ministries and agencies requesting their opinions on the investment proposal for the Hanoi - Quang Ninh high-speed railway project, proposed by VINSPEED High-Speed Railway Investment and Development Joint Stock Company, with Techcombank providing financing worth US$4.66 billion. The project includes the construction of a 120km long, double-track, 1,435mm gauge, electrified line with a design speed of 350km/h, and four main stations and one potential station in Hai Phong City.
The consultations focused on socio -economic efficiency, investment incentive mechanisms, investor selection methods, planning suitability, and the technology used in the project. This project is of great significance to the entire region. Opinions from ministries and agencies will help the investor finalize the pre-feasibility report before submitting it to the competent authorities.
According to calculations by TEDI – the consulting unit that prepared the pre-feasibility report – the total investment is expected to be approximately VND 133,551 billion (over USD 5 billion). Of this, VND 20,033 billion is contributed by investors, and VND 113,518 billion is mobilized capital. The Hanoi-Quang Ninh high-speed railway line is viewed from the perspective of the next 30-50 years, so it is being planned for comprehensive investment from the outset to avoid wasting opportunities and incurring significant upgrade costs later.
According to TEDI's analysis, the Hanoi-Quang Ninh high-speed railway, once invested in and operational, will share traffic with the Noi Bai-Bac Ninh-Ha Long expressway; the Hai Phong-Ha Long-Van Don-Mong Cai expressway; National Highway 5 and National Highway 18. The railway will also directly connect key airports in the North, especially Gia Binh International Airport (Bac Ninh) and Noi Bai International Airport (Hanoi). Within Quang Ninh province, the railway has two main stations: Yen Tu station (intermediate station) in Hoang Que ward and Ha Long Xanh station (final station) in Tuan Chau ward. This will open up a convenient multimodal transport network for passengers traveling for tourism, business, and international transit.
Mr. Doan Van Thang, Project Executive Director of TEDI, affirmed: The Hanoi - Quang Ninh high-speed railway line will be a new backbone connecting the capital with major economic and tourism centers, not only supplementing transportation capacity but also creating a ripple effect of regional development.
The Hanoi-Quang Ninh high-speed railway, combined with the province's key transportation routes, creates a multimodal transportation system, boosting economic growth.
During the construction phase, the project is expected to create approximately 2,500 permanent jobs once it becomes operational. This also serves as a "rehearsal" for domestic businesses to adopt high-speed rail technology and gain experience before deploying the North-South line. According to Mr. Doan Van Thang, Project Executive Director of TEDI, if implemented early, the Hanoi-Quang Ninh high-speed rail line will help Vietnam be more proactive in technology transfer and training modern railway human resources.
With a range of benefits in transportation, socio-economic development, and technology, the Hanoi-Quang Ninh high-speed railway project is considered a long-term strategic undertaking. Upon completion, the line will shorten travel time between Hanoi and Quang Ninh; alleviate congestion on the road network; expand urban and tourism development areas; connect the capital region with the Northeast growth pole; and create a strong attraction for investment, logistics, and high-quality passenger transport.
According to the leaders of the Quang Ninh Provincial People's Committee, the project not only has purely transportation significance but also creates a boost for socio-economic development, enhancing Quang Ninh's connectivity with the region and internationally.
With its large scale, modern technology, and long-term vision, the Hanoi-Quang Ninh high-speed railway is expected to become one of the new symbols of Vietnam's transportation infrastructure in the next decade, contributing to Quang Ninh's faster progress on its journey to becoming a centrally-governed city – one of the comprehensively developed, modern localities closely linked to the capital region.
