
Perspective of Hanoi - Quang Ninh high-speed railway line.
Recently, the People's Committee of Quang Ninh province sent a dispatch to relevant ministries and branches requesting comments on the investment proposal for the Hanoi - Quang Ninh high-speed railway project proposed by VINSPEED High-speed Railway Investment and Development Joint Stock Company, with the financial arrangement of Techcombank worth 4.66 billion USD. The scale of the project includes the construction of a 1,435mm gauge double-track line, electrified, 120km long, designed speed of 350km/h, 4 main stations and 1 potential station in Hai Phong city.
The consultation contents focus on socio -economic efficiency, investment incentive mechanisms, investor selection methods, planning compliance and technology use of the project. This is a project of great significance to the whole region. Opinions from ministries and branches will help investors complete the pre-feasibility report before submitting it to competent authorities.
According to calculations by TEDI - the consulting unit that prepared the pre-feasibility report, the total investment capital is expected to be about 133,551 billion VND (more than 5 billion USD). Of which: 20,033 billion VND is the investor's contributed capital; 113,518 billion VND is mobilized capital. The Hanoi - Quang Ninh high-speed railway is viewed from the perspective of the next 30-50 years, so it should be calculated for synchronous investment from the beginning, to avoid wasting opportunities and losing a lot of costs for upgrading later.
According to TEDI's analysis, the Hanoi - Quang Ninh high-speed railway, when invested and put into operation, will share traffic with the Noi Bai - Bac Ninh - Ha Long Expressway; Hai Phong - Ha Long - Van Don - Mong Cai Expressway; National Highway 5 and National Highway 18. The railway also directly connects key airports in the North, especially Gia Binh International Airport (Bac Ninh) and Noi Bai (Hanoi). In Quang Ninh province, the railway has two main stations, Yen Tu Station (intermediate station) in Hoang Que Ward and Ha Long Xanh Station (terminal station) in Tuan Chau Ward. This will open up a convenient intermodal transport network for passengers traveling, working and transiting internationally.
Mr. Doan Van Thang, Project Executive Director of TEDI, affirmed: The Hanoi - Quang Ninh high-speed railway will be a new backbone, connecting the capital with major economic and tourist centers, not only adding to transport capacity but also creating a spillover effect for regional development. 
The Hanoi - Quang Ninh high-speed railway, combined with the province's key traffic routes, creates a multimodal transport system, promoting economic growth.
During the construction phase, the project is expected to create about 2,500 permanent jobs when it comes into operation. This is also a "practice step" for domestic enterprises to receive high-speed railway technology and accumulate experience before implementing the North-South route. According to Mr. Doan Van Thang, Project Executive Director of TEDI, if implemented early, the Hanoi - Quang Ninh high-speed railway will help Vietnam be more proactive in technology transfer and training of modern railway human resources.
With a series of benefits in terms of transportation, socio-economics and technology, the Hanoi - Quang Ninh high-speed railway project is considered a long-term strategic project. When completed, the route will shorten the travel time from Hanoi to Quang Ninh; reduce the load on roads; expand the space for urban and tourism development; connect the capital region with the Northeast growth pole and create a strong attraction for investment, logistics and high-quality passenger transport.
According to the leader of the People's Committee of Quang Ninh province, the project not only has simple traffic significance but also creates a boost for socio-economic development, enhancing the connection of Quang Ninh with the region and the world.
With its large scale, modern technology and long-term vision, the Hanoi - Quang Ninh high-speed railway is expected to become one of the new symbols of Vietnam's transport infrastructure in the next decade, contributing to helping Quang Ninh move faster on its journey to becoming a centrally-run city - one of the localities with comprehensive, modern development and close connection with the center of the capital region.
